About this file
This is a Russia Belarus Certification compliance document issued by the Pennsylvania Treasury Department in accordance with Pennsylvania Act 57 of 2023. The document establishes mandatory compliance procedures for the Commonwealth of Pennsylvania and its agencies when evaluating contractor responsibility for state contract awards.
The certification requires contracting officers to verify that all bidders and suppliers are not listed on the Pennsylvania Treasury Department's published lists of individuals and entities doing business with Russia or Belarus prior to contract award. Suppliers must be searched using the name as it appears on their bid or proposal submission. Any supplier appearing on either the Act 57 Russia list or Act 57 Belarus list is deemed not responsible and is ineligible to be awarded a contract. The document provides instructions for accessing the Treasury's Divestment Page and its published lists, and requires the contracting officer to complete a formal attestation confirming the supplier's verification status. This completed attestation must be attached to the contract file. The attestation template requires the attesting individual to sign and date the document, confirming that the named supplier does not appear on either published list.

Russia Belarus Certification
Background
Pennsylvania Act 57 of 2023 states that persons associated with Russia or Belarus may not bid on, submit a proposal for, enter into, be a party to or renew a contract with a Commonwealth agency for the provision of goods or services. Per Act 57, the Pennsylvania Treasury Department will publish a list of such persons.
To be compliant with this Act, the contracting officer will review the list published by Treasury as part of the determination of contractor responsibility prior to contract award. This process is outlined below. This completed document should be attached to the contract.
Instructions
1. Access the Pennsylvania Treasury’s Divestment Page and review both the Act 57 – Russia and Act 57
– Belarus posted lists.
2. Search for the supplier on the lists. Use the name as listed on the supplier’s proposal/bid submission.
3. Complete the attestation below and attach to the contract. Suppliers appearing on the Treasury-published list are deemed not responsible and may not be issued a contract.
Attestation
On Date, I, Name or Attesting Individual, verified that Name of Supplier is not on the list of individuals doing business with Russia and Belarus, as accessed via the link above.
