Attachment B U.S. Railroad Retirement Board Employee Assistance Program (EAP) Policy
THE RAILROAD RETIREMENT BOARD EMPLOYEE ASSISTANCE PROGRAM
A. Policy The Railroad Retirement Board recognizes that a wide range of problems not directly associated with job function can have an effect on an employee's job performance. The Board recognizes that almost any human problem is treatable, provided that it is identified in its early stages, referral is made to an appropriate source and that source is utilized. This applies whether the problem is one of alcoholism, drug abuse, finances, marital or family distress, mental or emotional illness, legal problems or other causes.
An employee problem exists when an employee's outside circumstances interfere with the efficient and/or safe performance of his or her assigned duties, reduce his or her dependability or reflect discredit on the RRB. In such cases, RRB officials and supervisors will take action in the form of (1) non-disciplinary procedures under which the employee is offered rehabilitative assistance; and (2) failing response which results in acceptable work performance, invoking regular RRB disciplinary procedures for dealing with problem employees. The ultimate responsibility for correcting unacceptable behavior lies with the employee.
B. Program Direction
1. Employee Assistance Program Administrator The Director of Human Resources is designated as the Employee Assistance Program Administrator, responsible for assisting in developing, maintaining and implementing the Employee Assistance Program.
2. Employee Assistance Program Committee
The RRB's Employee Assistance Program Committee shall be responsible for the overall direction of the Employee Assistance Program. The Committee is responsible for reporting to the Director of Administration on the results and effectiveness of the Program. The Employee Assistance Program Committee shall include representatives from both management and labor. Management members shall be appointed by the Director of Administration. A member of the Union shall be appointed by the President of the Union.
C. Relationship with Labor Organizations The support and cooperation of the Union shall be solicited. Representatives of the Council of AFGE Locals in the Railroad Retirement Board shall be included in the development of program procedures, briefing sessions or other training and orientation programs so that there will be mutual understanding of the policy, referral procedures and other elements of the Employee Assistance Program.
