About this file
This is a Request for Proposals issued by the County of San Mateo Parks Department for the Flood Park Restroom A Sewer Line Replacement project, a public works infrastructure improvement. The project scope includes the complete replacement of approximately 130 linear feet of failing 6-inch vitrified clay pipe with new HDPE or PVC SDR 35 pipe, encompassing demolition, excavation, installation via directional boring or open trench methods, reconnection of two lateral lines serving an adobe building and public restroom facilities, cleanout installation, and connection to the existing downstream manhole with proper slope verification. The deliverables consist of 16 line items covering mobilization, traffic control, utility locates, demolition, excavation, pipe installation, testing, surface restoration, and closeout documentation. A non-mandatory pre-proposal meeting is scheduled for January 29, 2026 at 10:00 AM at Flood Park. The deadline for questions and contract exceptions is February 4, 2026 at 5:00 PM, with proposals due electronically via the County's eProcurement portal by February 12, 2026 at 5:00 PM. All work must be completed within 60 days from the start date, conducted between 7:00 AM and 5:00 PM, Monday through Friday, and must comply with California Plumbing Code, ASTM standards, and OSHA safety regulations. The contract term is one year.
Evaluation shall be based on price as the sole criterion. The County of San Mateo has adopted a Procurement Preference for Local Businesses Ordinance providing an additional 3 percent preference for small businesses or small non-profits and 5 percent for micro businesses or micro non-profits applied to the 25-point price evaluation criterion. Proposers must have provided similar services for at least four years within the last seven years, maintain non-debarred status in SAM.gov, and possess a valid UEI number. All work must comply with prevailing wage requirements and the County's Living Wage Ordinance. Contractors must maintain workers' compensation insurance with statutory coverage, general liability insurance of $1,000,000, motor vehicle liability insurance of $1,000,000, and professional liability insurance of $1,000,000, naming the County as an additional insured. The specific award value is not disclosed; however, the County has provided contract templates for agreements both exceeding and under $200,000, indicating the project value may fall within either range pending final award determination.
