About this file
This is a project photograph related to a Request for Proposals issued by the County of San Mateo Parks Department for the Flood Park Restroom A Sewer Line Replacement project. The image depicts the belly section of a railroad line and provides visual documentation of site conditions relevant to the sewer line replacement work. The image serves as supporting documentation for the procurement, which encompasses the complete replacement of approximately 130 linear feet of failing 6-inch vitrified clay pipe with new HDPE or PVC SDR 35 pipe. The project includes demolition, excavation, installation via directional boring or open trench methods, and reconnection of two lateral lines serving an adobe building and public restroom facility. Deliverables comprise 16 line items covering mobilization, traffic control, utility locates, demolition, excavation, pipe installation, slope verification, lateral reconnections, cleanout installation, manhole connection, testing, surface restoration, and closeout documentation. A non-mandatory pre-proposal meeting is scheduled for January 29, 2026 at 10:00 AM at Flood Park, with a deadline for questions and contract exceptions of February 4, 2026 at 5:00 PM. Proposals are due electronically via the County's eProcurement portal by February 12, 2026 at 5:00 PM. All work must be completed within 60 days from the start date with work conducted between 7:00 AM and 5:00 PM, Monday through Friday.
Evaluation shall be based on price as the sole criterion, with the County of San Mateo applying a Procurement Preference for Local Businesses that provides an additional 3 percent preference for small businesses or small non-profits and 5 percent for micro businesses or micro non-profits applied to the 25-point price evaluation criterion. Minimum qualifications require proposers to have provided similar services for at least four years within the last seven years, confirmation of non-debarred status in SAM.gov, and a valid UEI number. All work must comply with prevailing wage requirements and the County's Living Wage Ordinance. Contractors are required to maintain workers' compensation insurance with statutory coverage, general liability insurance of $1,000,000, motor vehicle liability insurance of $1,000,000, and professional liability insurance of $1,000,000, naming the County as an additional insured. The contract term is one year. No specific award value or budget range is disclosed in the procurement documents; however, the County has provided both a Standard Contract Template for agreements exceeding $200,000 and a template for contracts under $200,000, suggesting the project value may fall within either range.
