STATEMENT OF OBJECTIVES

21 Jul 2025

1. DESCRIPTION OF REQUIREMENT: The Defense Logistics Agency (DLA), as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and services, requires the production and storage of Propellant, Rocket Grade Kerosene RP-1, RP-2 and RP-2 Special Blend (SB) in bulk and in drums. The Contractor shall provide all materials, supplies, management, tools, equipment, and labor necessary to produce RP-1, RP-2 and RP-2 Special Blend, as well as comply will all applicable local, state, and federal regulations. DLA is seeking offers for product delivery on an FOB origin basis. The Government will provide transportation. The vendor shall provide drums and storage capability as defined below.

2. PRODUCT SPECIFICATIONS:

RP-1 Bulk (NSN 9130-01-666-5430) shall meet the requirements of Detail Specification, MIL-DTL-25576F, Propellant, Rocket Grade Kerosene, dated 24 May 2023 with the addition of ASTM E1064 Standard Test Method for Water in Organic Liquids by Coulometric Karl Fischer Titration.

RP-1 Drum (NSN 9130-01-644-2542) shall meet the requirements of Detail Specification, MIL-DTL-25576F, Propellant, Rocket Grade Kerosene, dated 24 May 2023 with the addition of ASTM E1064 Standard Test Method for Water in Organic Liquids by Coulometric Karl Fischer Titration.

RP-2 Bulk (NSN 9130-01-666-4547) shall meet the requirements of Detail Specification, MIL-DTL-25576F, Propellant, Rocket Grade Kerosene, dated 24 May 2023 with the addition of ASTM E1064 Standard Test Method for Water in Organic Liquids by Coulometric Karl Fischer Titration.

RP-2 Drum (NSN 9130-01-644-2509) shall meet the requirements of Detail Specification, MIL-DTL-25576F, Propellant, Rocket Grade Kerosene, dated 24 May 2023 with the addition of ASTM E1064 Standard Test Method for Water in Organic Liquids by Coulometric Karl Fischer Titration.

RP-2 SB Bulk (NSN 9130-01-666-4547) shall meet the requirements of Detail Specification, MIL-DTL-25576F, Propellant, Rocket Grade Kerosene, dated 24 May 2023 with the addition of ASTM E1064 Standard Test Method for Water in Organic Liquids by Coulometric Karl Fischer Titration.

RP-2 SB Drum (NSN 9130-01-644-2509) shall meet the requirements of Detail Specification, MIL-DTL-25576F, Propellant, Rocket Grade Kerosene, dated 24 May 2023 with the addition of ASTM E1064 Standard Test Method for Water in Organic Liquids by Coulometric Karl Fischer Titration.

In addition to the reports required elsewhere within this contract, one copy of a Certificate of Analysis for each sample required by the specification, shall be submitted as an attachment to the applicable Invoice, Receipt, Acceptance, and Property Transfer (iRAPT) Combo document or documented on the iRAPT Statement of Quality tab.

3. PRE-AWARD SAMPLES: Contractor shall submit two homogenous 2-Gallon “Pre-Award Samples”, one for RP-1, one for RP-2 and another for RP-2 SB, to a Government laboratory for testing prior to contract award. Please follow the guidelines prescribed in the DLA Energy Quality Assurance Provision (QAP) E45.01, Manufacturing Qualification Requirements (RP Fuels) (Aerospace Energy) (DLA Energy Oct 2017). Contractors who are currently or have submitted samples previously that meet the MIL-DTL-25576F requirements are not required to submit additional samples and instead should submit results from said samples.

See QAP E1.16, Contractor Inspection and Quality Assurance Responsibilities (RP Fuels) (Aerospace Energy) (DLA Energy Aug 2014), for information related to the required RP Quality Control Plan, product sampling, storage and handling, loading and shipping and etc.

4. PRODUCT DELIVERY:

a) RP-1 Bulk: Routine orders for bulk production will require the Contractor to deliver up to 28,000 U.S. gallons of RP-1 within 28 calendar days. On occasion, Government may issue expedited orders requiring less than 20,000 gallons be delivered in 21 days.

b) RP-2: Contractor shall have capability to produce up to 10,000 U.S. gallons of RP-2 within 30-calendat days advance notification by the Government.

c) RP-2 SB: Contractor shall have capability to produce up to 18,000 U.S. gallons of RP-2 SB within 30-calendar days advance notification by the Government.

d) RP-1, RP-2 & RP-2 SB Drums: Drummed fuel shall be made available for inspection by Quality Assurance Representative (QAR) within 30 calendar days of order notification, unless longer period is specified by Government.

1. Drums shall be Contractor furnished and non-returnable.

2. Order quantity will be based on the economic order quantity proposed by the Contractor.

3. Contractor shall have the capability to fill drums out of bulk inventory as requested.

4. Additional samples for RP-2 SB will be required from each batch.

5. BULK STORAGE: Contractor shall provide bulk storage for RP-1/RP-2/RP-2 SB as follows:

a) Minimum of 100,000 U.S. gallons of RP-1 bulk storage is required.

b) Minimum of 10,000 U.S. gallons of RP-2 bulk storage is required.

c) Minimum of 10,000 U.S. gallons of RP-2 SB bulk storage is required

d) No individual storage tank capacity of less than 10,000 U.S. gallons RP-1.

e) The capability to transfer product between storage tanks is required.

f) The storage tank system shall be capable of meeting all technical requirements defined in the clause titled

ENERGY QAP E1.16 CONTRACTOR INSPECTION AND QUALITY ASSURANCE RESPONSIBILITIES (RP FUELS)

6. DRUM STORAGE: Contractor shall provide an area to store up to (10) RP-1, (10) RP-2 drums and (10) RP-2 SB drums. Contractor shall provide storage area secure from weather and accessible only by authorized personnel.

7. INSPECTION AND ACCEPTANCE: It is the responsibility of Contractor to deliver bulk RP-1 / RP-2 / RP-2 SB production into a Contractor provided storage facility where inspection and acceptance will be accomplished at the tank. New RP-1 / RP-2 / RP-2 SB production may be introduced into tank(s) that are not empty and contains Government owned on-specification inventory. If a new RP-1 / RP-2 / RP-2 SB production batch is introduced to existing Government owned on-specification inventory and is found to be off-specification, the Contractor will assume responsibility and replace at no cost to the Government on a one-for-one gallon basis in the amount of Government owned inventory that was thrown off-specification when commingled with a new RP-1 / RP-2 / RP-2 SB production batch.

8. DEFENSE FUEL SUPPORT POINT: The Contractor’s storage site shall be designated as a Defense Fuel Support Point (DFSP) and shall require the documentation and submission of reports for accountability and control of DLA-owned RP-1 / RP-2 / RP-2 SB per the terms of the clause titled RESPONSIBILITY FOR GOVERNMENT-OWNED

RP-1 / RP-2 / RP-2 SB.

9. LABORATORY SUPPORT (BULK RP-1 /RP-2 / RP-2 SB STORAGE)/ PRODUCT QUALITY SURVEILLANCE REQUIREMENTS: The Contractor shall provide laboratory services to perform analysis of RP-1 / RP-2 SB samples in accordance with the requirements of the clause titled QAP E1.16 CONTRACTOR INSPECTION AND QUALITY ASSURANCE RESPONSIBILITIES (RP FUELS) (AEROSPACE ENERGY) (DLA ENERGY AUG 2014). The Contractor is also responsible for providing sample containers, performing sampling, delivering samples to the laboratory, and issuing quality Certificate of Analysis. The Contractor will also be responsible for performing all sampling and laboratory testing of DLA-owned RP-1/RP-2/ RP-2 SB stored and distributed from the Contractor’s storage facility in accordance with the quality requirements of the clause titled CONTRACTOR INSPECTION AND

QUALITY ASSURANCE RESPONSIBILITIES (RP FUELS) (AEROSPACE ENERGY) (DLA ENERGY AUG 2014).

The contractor shall also prepare all documentation and systematically process related to inventory as stated in clause titled I119.03 INVENTORY CONTROL RECORD AT CONTRACTOR DEFENSE FUEL SUPPORT POINTS

10. BULK RP-1/RP-2/ RP-2 SB LOAD-OUTS: Government will provide tank trucks and/or ISO containers from approved sources for load-out of bulk RP-1/RP-2/ RP-2 SB from DLA-owned inventory.

a) Government will schedule bulk loadouts at least 7 days in advance.

b) Government requires access for loadouts, Monday through Friday, from 0700 to 1900 hours daily.

c) Contractor shall have the capability to load-out at least 3 tank trucks or ISO containers per day, per stated access for loadouts.

1) This requirement includes the ability to sample, complete laboratory analysis and provide test reports to allow release for delivery of all loaded tank trucks and/or ISO containers within the access hours stated in this paragraph.

2) Contractor shall be required to perform conveyance inspection and flushing prior to loading RP-1 /

RP-2 / RP-2 SB per the clause titled CONTRACTOR INSPECTION AND QUALITY ASSURANCE

RESPONSIBILITIES (RP FUELS) (AEROSPACE ENERGY) (DLA ENERGY AUG 2014)

3) Contractor shall provide a point of contact for coordination of scheduling in carrier(s) for load-out date and time of arrival. The following shall be supplied by the Contractor:

11. DRUM LOAD-OUTS: The Government will provide at least 7 calendar days advance notification for drum loadouts from DLA owned inventory.

a) Government requires access for carriers to pick up drums for shipment, Monday through Friday, from 0700 to 1600 hours daily.

b) Drums shall be palletized and secured (banded) for shipment.

12. LOAD REPORT (BULK ONLY): Load Report shall be prepared for each tank truck and/or ISO container loaded DLA-owned inventory. See requested sample format provided as attachment 1, “Load Report”.

a) Contractor may use existing company format, provided the same data elements as in the attached “Load Report” are included and provided.

b) Load report shall be distributed at time of shipment with one copy provided to driver/carrier, and one copy to be emailed to dlaenergyqemc@dla.mil.

13. PRODUCT SPECIFICATIONS AND TESTING REQUIREMENTS:

a) Rocket Grade Kerosene Propellant, RP-2 SB, with endothermic properties (9130-01-666-4547 and 9130-01-644-2509) shall conform to Propellant, Rocket Grade Kerosene, MIL-DTL-25576F, dated 24 May 2023.

b) In addition, the Rocket Grade Kerosene Propellant, RP-2, with endothermic properties shall meet the additional properties specified in the Table 1 below.
