5. Scope of Work
5.1. Project Intent
The City of St. Petersburg (City) is seeking a qualified vendor to provide and maintain a cloud-based, real-time routing, optimization, service verification, and customer service system for the
Sanitation Department.
The technology will be used to:
• Monitor the City's Solid Waste Divisions collections operations in order to further increase operational efficiency;
• Provide route information and direction to City drivers;
• Optimize collections operations, routing and establish integrated systems (GIS mapping and route optimization);
• Monitor fleet and truck performance;
• Provide “real-time” collection data via a remote management tool;
• Improve customer service and driver safety; and
• Provide data insights to advance the City’s solid waste and diversion goals.
The data collected through the information system should lead to better forecasts for budgets, assist in identifying current and future routing and equipment needs, and simplify the production of monthly, quarterly, and annual reports. The software must be easy to deploy and able to integrate effectively with other software utilized by the City.
While technology will be installed in the City’s fleet to give drivers the ability to report and flag issues in the field, direct interaction from drivers should not be required for most data collection.
The City should be able to automatically collect data with little interference in day-to-day truck operations.
Proposals should include sufficient information to assess the proposing vendor’s capability to meet the requirements for this project.
5.2. Background
The Sanitation Department provides full-service, Trash and Cardboard Recycling Commercial service, automated Residential municipal solid waste (MSW), automated recycling, rear loader recycling, rear loader bulk waste, claw truck bulk waste, lot clearing, rodent control, dead animals, and graffiti abatement.
Residential Sanitation services approximately 90,000 residential homes, front load commercial
MSW and recycling service to an estimated 6,461 businesses, and roll-off MSW, construction and demolition (C&D), and recycling service to 250 customers. This is completed through a network of 296 routes that utilize 102 trucks every week.
The proposed system will replace those currently used in our Commercial division and Residential recycling and will be implemented in the remaining fleet. Routes are currently developed for a ten
(10) hour day as drivers work four (4) days per week for Residential and a six (6) day work week for Commercial with a seventh (7th) day added at a future date. Roll-off routes are developed manually each day. The Sanitation Department operates out of the City’s Joseph E. Savage
Complex located at 2001 28th St. N, St. Petersburg, Florida 33713.
In fiscal year (FY) 2023 the Sanitation Department collected 343,856 tons of MSW, Recycling and bulk waste. The Sanitation Department employs 215 full-time employees to include drivers, supervisors, office support and managers.
Collections Fleet
The solid waste collection fleet consists of:
• Forty-eight (48) automated residential side loaders
• Sixteen (16) rear loaders
• Sixteen (16) commercial front-end loaders.
• Twelve (12) roll-offs
• Five (5) crane trucks
• Five (5) pick-up trucks
Vehicle maintenance and repairs are typically performed in-house by the City, with some work contracted out as needed. Communication with and among drivers and other staff occurs via two-way radio system. Sideload vehicles have one (1) driver per one (1) vehicle, rear loaders one (1) driver and one (1) helper, one (1) commercial frontload route with one (1) driver and one (1) spotter, and Roll-off one (1) driver per one (1) vehicle.
Collections Service
Residential – Residential MSW collection occurs twice per week for each service address (Monday
– Thursday or Tuesday - Friday). Once per week service is offered as is disabled tub-out (the driver manually retrieves the container, empties it, and returns it to the side of the residence). Residential recycling occurs every other week (Monday, Tuesday, Thursday, and Friday) alternating with an
A and B schedule. (Disabled tub-out is offered for Recycling services as well.) The City offers three (3) cart sizes for Residential MSW (300 gallon, 90 gallon, or 65 gallon). The 90 gallon is the predominant size cart. Residential recycling utilizes a 95 gallon container.
The city uses RFID software to track activity and location of Residential recycling carts. The proposed system must support the existing RFID tags currently used in the carts.
Commercial Front Load – Commercial front load MSW collection occurs up to six (6) days a week (Monday - Saturday). Commercial front load cardboard recycling collection occurs up to five
(5) days a week (Monday – Friday). There are seven (7) container sizes for commercial front load service both compacted and uncompacted:
• One (1) cubic yard front load
• Two (2) cubic yard front load
• Three (3) cubic yard front load
• Four (4) cubic yard front load
• Six (6) cubic yard front load
• Eight (8) cubic yard front load

Current Environment
A. Application Systems Overview
• The City’s application architecture is characterized by a multitude of systems and manual processes to support its business functions. Oracle E-Business is our Financial system which is interfaced to Tyler Technologies, and other internal and external peripheral systems. Many of these interfaces are daily scheduled jobs, and manual inputs or uploads from City staff, which greatly limits efficiency, effectiveness and the timely availability of information.
B. Electronic Document Management
• The main electronic document management system (EDMS) utilized by the City is Questys. It houses the digitally scanned documents from the operational departments and is an integral part of daily workflows.
C. Current Infrastructure and Technical Environment
• As part of the City’s assessment, the following technical areas were examined to identify any challenges that could inhibit the new system’s effective installation, deployment, and use. The proposed system needs to comply with these standards and integrate with the hardware already used by the City.
5.3. Scope of Work
The City intends to hire a single vendor for this project. However, nothing contained herein shall be construed as entitlement to a single award or a non-exclusive contract. All work performed and deliverables provided to the City must conform to the requirements of this RFP.
The selected vendor shall be expected to:
A. Furnish all supervision, labor, materials, tools, supplies, equipment and transportation required to implement the technology;
B. Be responsible for providing and installing all necessary hardware and peripherals;
C. Perform necessary technical work to ensure all routes are entered into the system;
D. Ensure City drivers/vehicles are supplied necessary equipment; and

• Geographic Information System (GIS) integration with the City of St. Petersburg Esri platform is required. Open Representational State Transfer (REST) services integration will allow for sharing and integration of map data which is the preferred method of integration;
• Route Planning software must be compatible to work with Microsoft Edge, Firefox, or Google
Chrome web browsers; and
• Provide a mobile application that is compatible with iOS or Android mobile devices.
• Must be able to generate routes, automatically renumber the routes when a stop is inserted into the route.
• Confirmations should indicate through GPS and RFID that the container was dumped into the truck, not only that the truck was in the vicinity.
• This same activity should verify that we have identified in our records the correct container for this location. An exception should be generated for incorrect containers.
• A portal to view data by varying levels of staff.
• Ability for the drivers to report and flag issues while in the field, generally limiting driver interaction for safety reasons; system to provide for a truck/driver camera function.
• Commercial solid waste, Residential solid waste and Recycling camera function should be activated by the driver and capture the anomaly e.g., overloaded container, container not out, container blocked, container damaged, bulky items present, inspection needed.
• Provide a chronological history of customer service and interactions.
• Provide driver a tool for disposal ticket scan or input.
• Must integrate with the Tyler Technologies billing and collection solution.
• Must retain location history and customer history for last seven years.
Container Management
• An exception should be generated when a container is serviced outside of the scheduled service.
• An exception should be generated when a container is serviced without a work request.
• Provide container Inventory tracking.
• Automatically generate a report for all roll-offs that have not been serviced in 14 days.
Work Orders
• Must have a work order system that will track and record solid waste service and other services provided by the department e.g., rodent control (must maintain treatment history for 5 years), dead animal pick-up, graffiti abatement, shopping cart collection, bulky item collection, special collections, etc. Work order must indicate if the material is in the alley or curbside, what generated the work order (call-in, inspector survey, SeeClickFix etc.)
• Work order system will be used to generate routes for special collections on a daily changing schedule. Routes will be set up both by location and the various equipment used to collect the items.
• Work orders created for inspectors should use the GIS system to assign the correct inspector for that given area.
• Work orders created at locations that fall within designated zones or neighborhoods should be assigned automatically when created based on their location within the pre-defined geographic boundaries.
Interfaces and Migration Plan
The proposed sanitation system will need to extract/interface with the following city systems.
