SPECIFICATION 01009
GENERAL INFORMATION AND REQUIREMENTS
PART 1: GENERAL
1.1 SUMMARY:
A. Description of Work: Furnishing labor, tools, equipment, supplies, and materials to perform the requirements of the Statement of Work (SOW) in accordance with these supplemental specifications.
B. Location: Work under this Contract is located in Carbon County, Montana. The Work locations are shown on the Construction Drawings.
C. Work Data Sheet: Designates the type and quantity of work required at each project location, and dimensions required for structures as shown on typical drawings.
1.2 DEFINITIONS:
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer’s (CO) attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.3 REFERENCES:
Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor, from the following:

1.4 SUBMITTAL:
A. Scope: Submittals shall be based on the requirements listed in these contract specifications.
B. Requirements: For required submittals, allow seven (7) working days for review. Submittals

shall be delivered to the Contracting Officer’s Representative (COR) for review.
C. Identification of Submittal: Submit three (3) copies of each submittal for approval.
Completely identify each submittal by showing at least the following information:
1. Contact information to include name and phone number of Contractor’s representative(s) who provided the submittal for review.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or re-submittal.
5. Each item shall note the manufacturer's name, address, and telephone number.
1.5 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
1.6 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.
B. Storage: The Contractor shall provide temporary storage facilities for products. The storage area shall permit access for inspection and handling. No material shall be stored with direct contact to the ground or exposed to direct sunlight, per manufactures recommendations.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage.
1.7 PROJECT/SITE CONDITIONS:
A. Access to the Work: Any off-road travel not within the disturbance of the fence (six (6) feet either side of the fence line) needs to have prior approval public roads damaged by the Contractor shall be restored at Contractor's expense to the same condition they were in at the commencement of work. Construction activity may be restricted during wet or frozen conditions. Mechanized equipment use will be avoided if the equipment causes rutting to a

depth of four (4) inches or greater. The project area is known to exhibit “hard” soils. Small to large, hard stones can be common in both the topsoil and subsoils. Further detail can be found online at the Natural Resources Conservation Service Web Soil Survey. Survey monuments or markers disturbed or removed during construction shall be reset at the Contractors expense.
B. Environmental Considerations: Operations of the Contractor upon government premises including storage of materials, camping areas, and equipment parking shall be confined to approved areas.
1.8 SEQUENCING AND SCHEDULING:
A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within three (3) working days.
PART 2: PRODUCTS
(There are no applicable requirements.)
PART 3: EXECUTION
3.1 PROJECT MEETINGS:
A. Pre-Work Conference:
1. Notification: A pre-work conference will be held prior to the start of work. The
Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. Attendance: The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.
3. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for the project.
B. Progress Meetings:
1. Location: Meetings shall be held at the project site or as determined by the CO.
2. Notification: Meetings may be called by either the CO or the Contractor. Request shall state who should attend and include an agenda.
C. Final Inspection:
1. Location: Meeting shall be held at the project site, or as determined by the CO.

2. Notification: The Contractor shall notify the Project Inspector (PI) or COR at least three (3) working days prior to the completion date to ensure the final inspection is scheduled.
3. Superintendent shall be present during this inspection.
3.2 PREPARATION:
A. Work Layout: The Government will set field stakes or posts to give the Contractor measurements, lines, grades, and/or the location of structures necessary for the work executed under the Contract. If there are conflicts or discrepancies between the field stakes and/or Contract Drawings, the field stakes or posts shall govern.
B. Installation Changes: As-built record drawings shall be maintained by the Contractor and the Government showing actual installations where deviated from the Contract Drawings, or where not otherwise located by dimension, elevation, or other reference on the Contract Drawings.
3.3 PROTECTION OF EXISTING PROPERTIES
A. General
1. Take precautions to protect all adjoining private and public property and facilities, including underground and overhead utilities, structures, and fences. Restore or replace all disturbed or damaged facilities to its original condition at the Contractor’s expense.
2. Contact utility owners using the Montana One Call System for utility locates before starting work. The Contractor is also responsible for ensuring that all private and public utilities are located within the work area, including any fees associated with locates.
Protect the utilities exposed during the work and prevent damaging underground utilities adjacent to excavations. Immediately notify the utility owner of any construction damage. Repairs of damage to utilities are at the expense of the Contractor.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: The work described in this section will not be measured for payment.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for the work described under this section will be made. The
Contractor shall include consideration for this item in the Schedule of Items (SOI) for other items of the Contract.

MOBILIZATION
A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations to be performed, or costs incurred prior to beginning work, on the various items on the project site. This specification does not include moves between project sites.
PART 2: PRODUCTS
4.1 METHOD OF MEASUREMENT:
A. Units: Work described in this section will be paid as lump sum.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for moves between project sites will be made. The Contractor shall include consideration for moves between project sites in the Schedule of Items (SOI) for other items of the Contract. Prices and payment will be full compensation for the work described in this section. No modification and adjustments shall be allowed for costs and changes to mobilization despite changes in fuel or transportation costs. Payment will be made under:

1.3 SUBMITTALS:
A. Certification: The Contractor shall furnish written certification from the treating plant stating that chemicals and methods used, for wood preservation and net amount of preservative retained, are in conformance with applicable standards. Contractor-furnished gates and accessories will be approved by the Contracting Officer Representative (COR) prior to installation. Furnish written certification from the manufacturer that the Contractor-furnished fence posts and wire conform to the requirements of this section. Submittals shall be according to Specification 01009 - General Information and Requirements and/or the

Statement of Work (SOW).
PART 2: PRODUCTS
2.1 CONTRACTOR - FURNISHED MATERIALS:
A. Heavy Duty Barbed Wire: (Redbrand or Approved Equal) Two (2), 12-1/2-gauge galvanized wires twisted together with 2-point barbs of 14-gauge wire spaced 4 to 6 inches apart. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.28 oz/ft2 of coated surface area and a minimum breaking strength of 950 lb.-force. The barbed wire shall be a heavy duty wire conforming to ASTM A121 requirements. Failure to meet any of these requirements shall result in the rejection of the material at the time of inspection.
B. Heavy Duty Barbless Wire: (Redbrand or Approved Equal) Two (2), 12-1/2-gauge galvanized wires twisted together. Wire shall be zinc-coated steel wire of at least 0.28 oz/ft2 of coated surface area and a minimum breaking strength of 950 lb.-force. The wire shall be heavy duty with a high tensile strength, low stretch, tight braiding per rod, conform to all ASTM A641 requirements and must be tagged accordingly. Failure to meet any of these requirements shall result in the rejection of the material at the time of inspection.
C. Steel Brace Rail: Shall be a minimum of 6-feet and no greater than 8-feet long, singular piece of round tubular steel constructed with a minimum 1-7/8-inch outside diameter by minimum 11-gauge wall thickness. Brace rail ends shall be pressed flat on both ends and be equipped with both a 90- and 45-degree angle capable of being mounted both horizontally as well as diagonally on all bracing structures. Brace banding shall be 2-7/8-inch heavy duty galvanized brace band, measuring 1 inch wide by minimum 1/8-inch wall thickness and attached with 3/8-inch galvanized grade five (5) carriage bolts, 1-1/2-inch to 2-inch in length, with grade five (5) galvanized flange nuts.
D. Steel Brace Posts: Shall be 2-7/8-inch outside diameter (OD) by 0.217-inch minimum wall thickness, Oil Company Tubular Goods (OCTG) steel pipe. Pipe shall be used/recycled structural OCTG casing or drill pipe in sound structural condition, clean and radiation free (<12 µR/hr.), or new reject pipe, or unused surplus pipe. Surface rust is acceptable;
however, any material that is excessively pitted, rusty, flaking, peeling, or corroded will be rejected. Pipe with splits, bends, or thin spots (hot spots) will not be accepted. Pipe shall be free from oil debris. All pipe that is concrete lined, lined with any synthetic material, or has holes or perforations shall not be accepted. All drill stem threads and/or collars shall be removed.
E. Brace Wires: Shall be four (4), 9-gauge barbless galvanized wires or two (2), 12-1/2-gauge double twisted galvanized barbless-wires twisted tight (total of four (4) strands). The minimum weight of zinc coating for 9-gauge wire shall be at least 0.35 oz/ft2 of coated surface area and 0.28 oz/ft2 for 12-1/2-gauge wire.
F. Miscellaneous Wire: Wire for gate loops, fastening wood stays, and each deadman shall be
9-gauge or 12-1/2-gauge double twisted galvanized wire.

G. Staples: Shall be at least 9-gauge, barbed, bright finished or galvanized, have slash-cut points, and be 1-3/4-inches long.
H. Nails: Shall be 60 D ring shank at least 6-inches long.
I. Heavy Duty Steel Line Posts (T-posts): (Chicago Steel or Approved Equal) Shall be heavy-duty grade steel posts painted green with white, silver, or lime green tops or painted gray with red, white, or silver tops, “T” bar type, with a swaged or riveted anchor plate which does not easily bend or twist when an obstruction is hit during the driving process. Posts that are painted one uniform color, such as completely green, will not be allowed. Post tops must be a contrasting color from the rest of the post. Other steel post painted colors may be allowed on a case-by-case basis with the approval of the COR. Posts shall be furnished with clip-type fasteners. Punched tabs for fastening wires are not acceptable. Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall weigh a minimum of 1.33 lb./ft. exclusive of the anchor plate, which shall weigh a minimum of 0.67 lbs., with a minimum of 18 sq. inches in area. Posts shall meet all ASTM A702 requirements and must be tagged accordingly. Failure to meet any of these requirements shall result in the rejection of material at the time of inspection.
J. Wood Gate Stays: Wood gate stays shall be sound single stem members. A slight bend in one plane is acceptable. Posts are not acceptable if a straight line drawn from the geometric center of the top to the geometric center of the butt of the post falls outside of the body of the post. Posts that are twisted, rotted, excessively bent or have checks greater than half their thickness are considered unsound and are not acceptable. Wood gate stays may be full stem members, sawn members, square cross-section members, or split members with the following requirements:
1. Minimum diameter for gate stays shall be 3-inches at the small end and length shall be minimum 4-feet.
2. The following species will be acceptable if treated for the full length: Ponderosa pine, Lodgepole pine, and Douglas-fir. Split Western Redcedar posts will be acceptable if the butt is treated for a minimum depth in the ground plus 6-inches. The following species will be acceptable without treatment: Honey Locust, Juniper, Osage Orange, and White Oak.
K. Wire Gates: Shall have the same type of wire and wire spacing as the fence as shown in the drawings unless otherwise stated on the Work Data Sheet. Wire gates shall have wire stays between the wood end stays unless wood stays must be utilized to allow the gate to stay upright to properly function. Any panels installed on each side of the gates shall be paid as separate installation items.
L. Drill Stem Mechanical Gate Closers: Assembly shall include:

1. Gate Closer: A36 rolled round steel bar 3/16-inch to 5/16-inch diameter or adjustable minimum 3/16-inch diameter galvanized steel cable wire loop with a minimum Working Load Limit (WLL) 840 lb.-force and Minimum Breaking Load (MBL) 4200 lb.-force, fastened to a cam lever device. The pipe cover shall be constructed of a minimum 11-gauge steel plating made to rest upon and exceed the diameter of the 2- 7/8 inch steel brace post. The mechanical break over latch shall be attached to a minimum of 2-3/8-inch OD by 11-gauge minimum wall thickness tubular steel stem that slides securely into the 2-7/8-inch OD steel brace post a minimum of 6-inches. The closer must be capable of fitting over a minimum three (3) inch diameter wood gate stay and securely holding the gate stay in place. Alternatives require prior approval by the Contracting Officer Representative (COR) with submission of samples.
2. Gate Loop: A minimum 3/16-inch diameter galvanized steel cable wire loop with a minimum Working Load Limit (WLL) 840 lb.-force and Minimum Breaking Load (MBL) 4200 lb.-force, securely connected to the steel brace post with a 3-inch U-bolt muffler clamp assembly 6-inches from the ground and shaped so that the minimum 3-inch diameter gate stay will be securely held in place. The muffler clamp shall be secured to the steel brace post with 9/16-inch grade five (5) galvanized round U-bolt and galvanized flange nuts. A sleeve shall be welded to the muffler clamp, parallel to a leg of the U-bolt. Another sleeve shall be welded parallel to the other leg of the U-bolt, on the same face of the muffler clamp. The sleeve shall be large enough to allow free movement of the steel galvanized cable but small enough to keep terminated ends from passing through when the loop is under pressure. The galvanized steel cable shall be threaded through the sleeves to form a loop without a bind and the ends shall be crimped with a flattened 9/16-inch grade five (5) galvanized nut further secured by a weld. Alternatives require prior approval by the COR with submission of samples.
2.3 WOOD TREATMENT PRACTICES:
A. General: The following treatments may be used. Minimum net retentions and penetrations shall be according to AWPA U1. Treatment method shall be according to AWPA T1, except as otherwise noted. When a treated member must be bored or cut during construction, thoroughly swab untreated surfaces with an approved preservative.
B. Pentachlorophenol Method: Five percent pentachlorophenol solution conforming to AWPA
P35, Type A.
C. Chromated Copper Arsenic: Waterborne preservative conforming to AWPA P23, Type C.
D. Creosote: Shall be according to AWPA P2.
E. Butt-End Treatment for Split Western Redcedar Only: When split western redcedar posts are used with treatment on butt only, treatment may be by either the cold soaking or hot bath process. Either pentachlorophenol or Creosote (Coal tar) solution may be used.
Minimum net retention of preservative shall be 20 lb./ft3 for creosote solutions and 1 lb./ft3 for pentachlorophenol.

3.1 PREPARATION:
A. Clearing: Maximum mowed/clearing width is 6-feet on each side of the fence line. Provide minimum disturbance to existing grass and sod. Any blade work or other surface disturbance shall require prior approval from the CO.
3.2 INSTALLATION:
A. General: Drive steel posts. All line posts shall be steel as designated on the Work Data
Sheet.
B. Driving Posts:
1. Steel Line Posts (T-post): Drive posts plumb, into the ground to the depth shown on the Drawings, Work Data Sheet, or until the top of the anchor plate of the steel line post (T-post) is 1-inch below existing ground surface. When rock formations prevent driving, remove anchor plate of the line post and excavate or drill holes a minimum of 18-inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position with cement grout or mortar.
2. Steel Brace Posts: Posts shall be driven plumb, into the ground to the depth shown on the Drawings and Work Data Sheet.
C. Corner Panel, End Panel, and Stress Panel Assemblies: Set posts as specified. Fabricate panels as shown on the Drawings and indicated on the Work Data Sheet.
D. Figure Fours and Rock Jacks: May be used in rock. Figure fours shall be used in lieu of steel posts, and rock jacks in lieu of wood line posts, except where a series of figure fours are required, a rock jack shall be substituted for every fifth figure four. Figure fours and rock jacks shall be constructed as shown on the drawings or only with prior approval from the COR.
E. Wire: Wire for new fence shall be stretched tightly and securely attach to steel line posts with standard wire clips. Wire, for newly installed fence, is properly stretched when it is springy to the touch. Terminate wire at each steel end post, wood gate stay, steel corner post, or steel stress panel. Wrap wire around the post two (2) times and tie off by wrapping around the incoming wire a minimum of four (4) times.
F. Brace Wire: Shall be double-looped and twisted tight with a stick or post. The Contractor shall ensure that one end of the post or stick is long enough to physically rest behind as well as being physically secured to the horizontal brace member to prevent wire from unwinding.
All brace wires that lie on the groundward side of all support structures shall not exceed an overall height of 6-inches above the existing ground surface. All brace wires shall have their

own twist stick or post, unless otherwise approved by the CO.
G. Wire Spacing: The wire spacing will be from the ground up. Bottom wire shall be barbless unless designated otherwise. Spacing for all projects is indicated on the Work Data Sheet.
H. Gates: Shall be installed according to the drawings, unless directed otherwise by the Work
Data Sheet or COR.
I. Mechanical Gate Closures: Line up the latch with the gate. Adjust latch assembly after installation so that the latch does not bind, and the gate hangs properly.
J. Deadman: Shall be installed at all minor depressions when the spacing between the bottom wire and the ground exceed 20-inches. Deadman can be rock weighing a minimum of 50-lbs. resting on the ground or a 5-1/2-feet steel post driven angled into the ground a minimum of 4-feet parallel and in line with the fence attached with additional double twisted wire of the same material as the bottom wire. See drawing Sheet 18 of 19: Deadman At Minor Depression. Salvageable steel posts as approved and designated by the COR shall be allowed as deadmen.
3.3 FENCE REMOVAL FOR REPLACEMENT:
A. Shall include removal and disposal of staples, clips, stays, wire, wood & steel posts, various panels, fence marking lathe, plus salvage of steel posts, wood posts, and gates as designated and determined by the Contractor and as approved by the COR. All removed material shall become the responsibility of the Contractor. Designated salvageable material shall be stockpiled, utilized as directed and approved by the COR. Material not salvaged shall become the property of the Contractor. The Contractor shall be responsible to remove, haul away, and dispose of all material as directed and approved by the COR. Roll and secure wire, posts, gates, and dispose of materials off Government lands. Materials may be stockpiled in COR approved locations for minimum periods of time. Submit fence removal and stockpile plans to the COR for approval prior to performing work. No woven wire shall be returned to any of the fence permittees or other operators unless approval is given by the Government. Wood and steel posts shall not be cut off at the ground level. Wood or steel posts that break off at the ground level shall be pulled or the stub shall be pushed a minimum 6-inches below the ground surface. Any large holes or voids in the ground from pulled posts shall be covered or filled with appropriate sod or backfill to eliminate any safety hazards. 4.1 METHOD OF MEASUREMENT:
A. Units: The work described in this section will be measured for by the rod as measured along the ground surface next to the completed and removed fence including distance across gate opening, end, stress, and corner panels. The quantities of end, stress, and corner panels, and gates to be paid for will be the actual number of these items installed. *Note: All 16-foot

wire gates refer to 16-feet 6-inches spacing width, unless designated otherwise on the drawings, maps, or Work Data Sheet. The end panels associated with each wire gate shall be paid under Pay Item 02834(1F) Two-Post Barbed Wire Steel End Panel, while the gate itself, including the wood end stays, central stays, wire, gate loops, & gate closer, shall be paid for under Pay Item 02834(1G) Barbed Wire Gate (4-Wire). Deadman in the fence are considered part of the fence construction and will not be paid as a separate item. Payment for the full removal of existing fence for fence replacement shall be made under Pay Item 02834(1A) Fence Removal for Replacement, and payment for the new replacement fence shall be made under Pay Item 02834(1B) New Barbed Wire Fence All Steel (4-Wire). Wire used for splicing existing wires on existing fence lines to properly connect existing fences to new steel brace structures shall be considered in the cost of each new brace structure, and no additional payment will be made for this wire.

FENCE QUANTITY BREAKOUT
Notes:
1.) No work shall occur between April 1, 2023 and July 15, 2023. Work may occur before or after this time period.
2.) See the Statement Of Work (SOW) and Specification 02834 ‐Wire Fences and Gates, for Specifications related to installation of the new fence line.
3.) See the SOW and Specification 02834 ‐Wire Fences and Gates, for Specifications related to removal and replacement of existing fence line with new fence line.
4.) See the SOW and Specification 02834 ‐Wire Fences and Gates, for Specifications related to removal and replacement of existing brace panel structures, and the installation of new steel brace panel structures.
5.) The new fence shall be four (4)‐wire (three (3)‐barbed with bottom barbless). All fence line posts shall be heavy duty steel line posts (T‐Posts), and all brace panels shall be steel.
6.) All gates shall be all wire gates (four (4)‐wire) with wood end stays and wire stays in‐between. Wire stays are acceptable between the wood gate stays unless wood stays must be utilized to allow the gate to stay upright to properly function.
7. ) Contractor shall be responsible to remove, haul away, and dispose of all material as shown on the construction drawings, as described in the SOW and supplemental Specifications, and as directed and approved by the Government. Salvageable materials not used for construction shall become the property of the Contractor and are the Contractor's responsibility to remove from Federal Lands and properly dispose of. See Specification 02834 ‐Wire Fences and Gates, for fence and existing brace structure removal requirements.
8.) Salvageable steel posts, as approved by the Government, shall be allowed as deadmen, but must be driven a minimum of four (4)‐feet in the ground, parallel to and in line with the fence, and attached with additional double twisted wire of the same material as the bottom wire of the fence.
9.) When connecting existing fence to new steel brace panel structures, splice new wire to existing wires to lengthen as needed to properly tack existing wire to the new panel structure.
Hand stretch/tighten the existing fence wire between the new steel panel structure and the first steel line post (T‐Post) of the existing fence. See SOW for more information regarding connections made with existing fences.
10.) There may be additional panel structures to be removed, replaced, and/or installed new that are not shown on the Contruction Drawings. Additional items removed and/or installed shall be paid for by the actual quantity removed or installed per the unit bid price of the item.
