Statement of Work for

ROBERTSON DRAW FENCE REPLACEMENT

PHASE 2

BUREAU OF LAND MANAGEMENT

STATEMENT OF WORK

ROBERTSON DRAW FENCE REPLACEMENT PHASE 2 SOW-1

STATEMENT OF WORK (SOW)

PROJECT: The Bureau of Land Management (BLM) Billings Field Office (BiFO) located in Billings, MT has a need for fence removal and replacement, including removal and replacement of all existing brace and gate structures, in Carbon County nearest the Town of Belfry, Montana and the City of Red Lodge, Montana.

More specifically, the project takes place near BLM roads located near Grove Creek Road and Meeteetse Trail Road. All work takes place in Section (S) 25 & S26 of Township (T) 8S and Range (R) 20E; S18 of T8S and R21E; and S4, S5, S6, S8, S9, S15, and S17 of T9S and R21E. All fence work is on land owned by the BLM.

The project is divided into a Base Bid and two (2) Additive Alternates that shall be awarded based on the availability of funds. The Government may elect to award the Base Bid and/or any combination of the option bids. The Base Bid and Additive Alternates are described as follows:

The Base Bid involves furnishing labor, tools, equipment, supplies, and materials to remove and replace approximately 875 rods of existing fence with new barbed 4-wire fence (3 barbed with bottom barbless wire) with all steel fence posts and braces, and including gates; per this SOW, the supplemental specifications, and as designated on the Construction Drawing Sheet 4 of 17: Base Bid Sheet 4; Sheet 5 of 17: Base Bid Sheet 5; and Sheet 6 of 17: Base Bid Sheet 7. Contractor shall connect existing barbed wire fences to new structures as designated by the Government, per this SOW and the supplemental specifications, and as staked in the field.

Additive Alternate 1 involves furnishing labor, tools, equipment, supplies, and materials to remove and replace approximately 634 rods of existing fence with new barbed 4-wire fence (3 barbed with bottom barbless wire) with all steel fence posts and braces, and including gates; per this SOW, the supplemental specifications, and as designated on the Construction Drawing Sheet 7 of 17: Add Alt 1 Sheet 7; and Sheet 8 of 17: Add Alt 1 Sheet 8.

Contractor shall connect existing barbed wire fences to new structures as designated by the Government, per this SOW and the supplemental specifications, and as staked in the field.

Additive Alternate 2 involves furnishing labor, tools, equipment, supplies, and materials to remove and replace approximately 775 rods of existing fence with new barbed 4-wire fence (3 barbed with bottom barbless wire) with all steel fence posts and braces, and including gates; per this SOW, the supplemental specifications, and as designated on the Construction Drawing Sheet 9 of 17: Add Alt 2 Sheet 9; and Sheet 10 of 17: Add Alt 2 Sheet 10.

Contractor shall connect existing barbed wire fences to new structures as designated by the Government, per this SOW and the supplemental specifications, and as staked in the field.

Note: The fence routes and proposed new brace structures shown on the Contract Drawings are approximate and may vary during construction.

There may be additional new steel brace panel structures needed along the existing fence alignments designated by the Government and staked in the field, or at the suggestion of the Contractor. Additional brace structures

installed that are approved by the Government, shall be paid for per the contract unit bid price for that bid option.

1.0 GENERAL INFORMATION

1.1 If the SOW and the supplemental specifications conflict in requirements, the SOW shall govern. Except where the Contract Documents include more stringent requirements, applicable industry standards shall have the same force and effect as if bound or copied directly into the Contract Documents to the extent referenced. Such standards are made a part of the Contract Documents by reference.

1.2 The successful bidder shall be responsible for all work including all material, labor, transportation, equipment, supervision, and the performance of all operations to complete the work as required by this SOW and the supplemental specifications.

1.3 For BLM requirements, see the information contained on each of the Contract

Drawing sheets enclosed titled, “Robertson Draw Fence Replacement Phase 2.” The required information is on the Contract Drawings as notes and tables.

The instructions contained in the notes and tables, as well as the information in the attached specifications, supplement this SOW.

1.4 It is recommended for the Contractor and any sub-contractors to attend the pre-bid site tour prior to bidding to understand the existing site conditions. No monies will be added to the Contract due to issues that arise from the Contractor’s lack of understanding of the existing site conditions.

1.5 Stipulations for Period of Performance: No on-site construction work shall occur during the time period: April 1, 2023 to July 15, 2023 due to stipulations related to Sage Grouse, Migratory Birds, and Grizzly Bears. Work may occur prior to this time, after this time period, or both. The Notice to Proceed may be issued at any time during this period, at the Contracting Officer’s (CO) discretion, to allow for the ordering of products, submittal approvals, and other work not associated with the work involved at the actual site.

1.6 Grizzly Bear Stipulations:

1.6.1 Food and Waste Storage/Disposal: Human, pet and livestock food (except baled or cubed hay without additives), and garbage shall be attended or stored in an approved bear resistant manner. During daytime hours, at least one adult person (attendee), 18 years of age or older, must be physically present within 100 feet of attractants.

During nighttime hours, all attractants shall be stored in a bear-resistant manner. Food, garbage, and other attractants, including all livestock grain and pellets, shall be stored using an approved storage technique when camp is unattended.

1.6.2 Attractants: Attractants (such as food leftovers or cooking grease) shall not be buried, discarded, or burned in an open campfire.

Leftover food or food waste products may be placed in an appropriate, sealed container and packed out with garbage.

Leftover food or other attractants may be burned in a contained stove fire. Attractants may be placed into a suitable container (i.e.

tin can) to prevent leaching into the ground and burned over an open campfire. Any remaining attractants unconsumed by burning shall be placed with other garbage and packed out.

1.6.3 Approved Bear-Resistant Storage Techniques: Any attractants, including food and garbage, (shall be) stored in one of the following ways if unattended: Secured in a hard-sided camper, vehicle trunk, cab, or trailer cab; secured in a hard-sided dwelling or storage building; suspended at least 10 feet up (from the bottom of the suspended item) and 4 feet out from any upright support, i.e.

tree, pole; stored in an approved bear-resistant container; stored within an approved and operating electric fence; stored in any combination of these methods; or stored by methods that are approved in writing by the BLM Field Manager.

1.6.4 Carcasses: Wildlife carcasses, birds, fish, or other animal parts that are within 1/2-mile of any camp or sleeping area shall be stored in a bear-resistant manner during nighttime hours. If a wildlife carcass is within an attended camp during daytime hours, it may be on the ground.

1.6.5 Leave No Trace: Leave No Trace principles shall be followed.

Human waste shall be disposed of using an engineered bag waste containment system (e.g., wag bag) or other appropriate sealed container. With this method, all solid waste, including bags, must be contained in a leakproof, bear-proof, hard-sided container with a screw-on or ratchet-locking lid. All captured solid human waste shall be disposed of off public lands in accordance with applicable regulations. All gray water shall be strained. Gray water shall be disposed of in the river to avoid attracting bears to camping areas with food-scented water. Remaining food waste shall be disposed of in a trash containment system. A ground cloth shall be used in kitchen areas to catch micro trash. All trash, leftover food, and litter shall be packed out and disposed of off Public Lands.

1.6.6 Safety and Reporting: The permittee and associated employees are each required to have full, unexpired bear spray in their physical possession to reduce the potential for bear conflicts, and shall recommend that clients also carry full, unexpired bear spray. Any wildlife incidents/conflicts shall be reported to the BLM Billings Field Office within 24 hours. First aid and communication capabilities shall be available for immediate use at all times. The Contractor shall report to the BLM any activities or behaviors that may cause resource damage or otherwise be considered detrimental to resources at the site. The participants assume all risks for natural phenomena that may be encountered.

2.0 DESCRIPTION OF WORK

2.1 General: Furnish all labor, tools, equipment, supplies, and materials to properly remove and replace existing fences with new four (4)-wire (three (3)-barbed with bottom barbless), all steel fence with steel brace structures per the Contract Drawings, the standard details located in the Contract Drawings, the attached supplemental specifications, and as staked in the field.

2.1.1 Execution:

2.1.1.1 Remove and dispose of existing fence, and install new fence in its place, per Specification 02834 – Wire Fences and Gates, per the Contract Drawings, and as staked in the field.

2.1.1.2 There may be additional corners and panel structures to be replaced or installed new along the construction routes that may not be shown in the Contract Drawings. Additional items installed shall be paid for by the actual quantity per the unit bid price of the item. The Government is open to Contractor suggestions for additional panel structure installation if by doing so it will make for a stronger and structurally adequate fence. Do not install additional panel structures until the Government has approved of them.

2.1.1.3 Connect new fences to existing fence wires or panels on both ends of the new fence lines or as shown on the drawings or staked in the field. Splice new wire to existing wires to lengthen as needed to properly tack existing wires to new steel panel structures. Hand stretch/tighten the existing fence wires between new fence structures and the first steel post of the existing fence.

2.1.1.4 Broken wires from tightening/stretching existing wires between the new steel panel structure and the first steel post of the existing fence line shall be the responsibility of the Contractor to fix. Any wires broken in the existing fence line due to tightening/stretching of existing wires that are not in the vicinity of the new steel brace structure and the first steel T-post after the new steel brace structure, shall be the responsibility of the Government.

2.1.1.5 See Specification 02834 – Wire Fences and Gates for

specifications related to installation of the new fence line.

3.0 GENERAL REQUIREMENTS

3.1 Contractor shall remove all rubbish/debris off location prior to final completion of the project and shall provide daily clean-up of work areas.

3.2 All work shall be inspected by the Government to ensure all work complies with the product manufacturer’s installation instructions, recommendations, industry standards, and any applicable codes.

3.3 The aesthetic values of the site and surrounding area are of prime importance.

The Contractor shall take all care necessary to preserve all plant life and other

natural features. Any surface damage outside the extents of the project caused by the Contractor shall be corrected by the Contractor at their expense.

3.4 A Pre-Work Conference shall be held prior to the start of work. The

Contractor will be notified in advance of meeting time, date, and place. The purpose shall be to review required work, Contract Drawings, specifications, construction schedules, payroll and payments, and administrative provisions of the Contract. The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting. Be prepared to summarize and explain procedures planned for the project. Contractor shall be required to ensure that all specified materials have been or will be secured, prior to installation.

3.5 Contractor shall work between the hours of time one-half-hour before sunrise to one-half-hour after sunset each day, Monday through Friday, unless otherwise approved by the CO. Contractor cannot work on Federal holidays or weekends unless otherwise authorized by the CO.

3.6 Attached Contract Drawings include fence alignments and approximate locations of new fence structures. All plan dimensions and project quantities are for informational purposes only and may vary during the project. There may be additional corners and panel structures to be removed, replaced, or installed new, along the construction routes that may not be shown in the Contract Drawings. The Contractor is encouraged to visit the site and determine actual quantities and site conditions prior to bidding. No monies shall be added to the Contract due to issues that arise from the Contractor’s lack of understanding of the existing site conditions. The Government will set field stakes or posts to give the Contractor measurements, lines, grades, and/or the location of structures for the work executed under the Contract. If there are conflicts or discrepancies between the field stakes and/or Contract Drawings, the field stakes shall govern.

3.7 The Contractor shall be responsible for any damage to new or existing infrastructure, construction, equipment, etc., resulting from their own construction procedures. Any damage shall be repaired or replaced by the Contractor, at Contractor's expense, to the satisfaction of the CO.

4.0 SUBMITTALS

4.1 See Specification 01009 – General Information and Requirements for requirements regarding submitting submittals and format for submittals.

4.2 The successful bidder shall submit the following for approval to the Government at the preconstruction meeting:

4.2.3 Provide the Government with an estimated construction schedule prior to beginning work. When requested during the project, Contractor shall submit an updated schedule within three (3) working days of request.

4.2.4 Provide the Government with proof of product manufacturer’s product warranty and certification that the installation was performed according to the terms and conditions of the warranty.
