About this file
This Scope of Work document outlines roadkill deer (RKD) disposal services for the Pennsylvania Game Commission (PGC) Northcentral Region, covering Union, Lycoming, and Tioga counties. The contractor will be responsible for responding to, collecting, and disposing of roadkill deer and associated parts under two operational frameworks. Within CWD-positive townships and boroughs, the contractor must collect RKD from roadways (up to 50 feet from the roadway edge), remove and deliver deer heads to either the Northcentral Regional Office in Jersey Shore, Pennsylvania or the CWD laboratory in Williamsport, Pennsylvania for testing, and dispose of remaining carcasses at commercial waste management facilities. Outside CWD-positive areas, the contractor must respond to dispatch notifications within 24 hours, collect reported RKD from roadways, and dispose of whole carcasses at commercial waste management facilities. The contract covers three separate geographic zones: Tioga, Lycoming, and Union counties; Potter, Clinton, and Centre counties; and McKean, Elk, Cameron, and Clearfield counties, with specified CWD-positive townships and boroughs identified within each region requiring enhanced collection protocols.
The contract includes specific line items for RKD disposal services within and outside CWD-positive townships, with a reduced payment rate of 25 percent of typical costs for "Gone On Arrival" situations where reported RKD are no longer present at the collection location. All quantities are estimated, and the purchase order may be renewed for an additional four years on a one-year-at-a-time basis contingent upon mutual agreement between the PGC and the selected vendor. Inquiries regarding this opportunity should be directed to Mercy Melo at the PGC Northcentral Region office at 570-398-4744, extension 30312.

Roadkill Deer Contract Re-Write Description:
Contractors will be responsible for responding to, collecting, and disposing roadkill deer (RKD) and associated parts of RKD within two separate frameworks:
CWD-Positive Townships/Boroughs - Any RKD within the specified townships/boroughs may be collected with or without notice from the PGC’s Central Dispatch. These RKD must be collected from the roadway, contractors must remove the head for delivery to a CWD laboratory, and the remainder of the carcass must be disposed of through a commercial waste management facility. RKD heads will be tagged with location information and individually bagged before deposition in a cooler at the CWD laboratory.
Outside of CWD-Positive Townships/Boroughs – Only RKD reported to the contractor by PGC’s Central Dispatch should be collected. These RKD must be collected from the roadway within 24 hours of dispatch’s notification, but do not need the head delivered to a CWD laboratory. Instead, these RKD can be disposed of through a commercial waste management facility directly after collection from the roadway.
