About this file
This is a contract specification document for the Pennsylvania Game Commission's Northcentral Region outlining road-killed deer disposal services for Union, Lycoming, and Tioga counties. The contractor will be responsible for removing and transporting white-tailed deer carcasses from roadways within the designated service area, including federal and state highways and township roads. For deer collected from Chronic Wasting Disease (CWD)-positive townships and boroughs within the Disease Management Area, the contractor must separate the head from the carcass (retaining approximately 4 inches of neck) and transport heads to one of two designated facilities: SGL 134 in Williamsport or the northcentral regional office in Jersey Shore. The remaining carcasses must be disposed of at Pennsylvania Department of Environmental Protection-approved landfills or refuse transfer stations. For deer collected outside CWD-positive areas, entire carcasses are disposed of directly at approved facilities without head separation. The contract will commence on July 1, 2026, and expire on June 30, 2027, with an option to renew annually for up to four additional years by mutual agreement. The contractor must respond to notifications from PGC Central Dispatch and collect deer within 24 hours of notification.
The contractor will submit invoices monthly based on services performed, with payment contingent upon receipt of required reports including spreadsheets of collected deer and associated landfill receipts. Deer collected that are gone upon arrival (GOA) will be compensated at 25 percent of the bid price. The contractor must maintain dedicated email communication capability for receiving notifications seven days per week and must supply all necessary equipment including a vehicle capable of transporting multiple carcasses, a GPS unit reporting coordinates in decimal degrees, and a device for neck severance. Required insurance coverage includes workers' compensation, automotive, public liability, and property damage with minimum limits of $250,000 per person and $1,000,000 per occurrence for both bodily injury and property damage. The contractor must attend an initial meeting with PGC staff within two weeks of contract award and maintain compliance with all carcass identification, tagging, and reporting requirements specified in the contract.
