About this file

This document is an attachment to a state and local contract opportunity, specifically additional supplemental terms and conditions for public works projects and hazardous waste clean-up and disposal projects funded in whole or in part by the State of Illinois. The key requirements are that contractors must employ at least 90% Illinois laborers on such projects, with exceptions available if Illinois laborers are not available or capable of performing the work. The document also covers prevailing wage requirements, which mandate that contractors and subcontractors pay no less than the current prevailing rate of wages for laborers, workers, and mechanics performing work on public works projects or certain service contracts. Contractors must comply with all requirements of the Illinois Prevailing Wage Act and the Illinois Procurement Code, including wage, notice, and record-keeping duties.

The document outlines the process for contractors to request an exception to the 90% Illinois laborer requirement, which must be submitted in the first quarter of the contract term and include sufficient supporting documentation. Contractors must also certify compliance with the prevailing wage requirements by checking the appropriate box on the document.
