About this file
The document is a Network Integration Policy issued by the Program Delivery Office, Rail Operations and Delivery Branch of the California High-Speed Rail Authority (Authority). The policy establishes standards, organizations, and plans to ensure system integration of the California High-Speed Rail (CHSR) network through all phases of design, delivery, operation, and maintenance. The policy outlines the Network Integration Section's objectives, including a holistic approach to the CHSR system, application of structured engineering principles, and certification of compliance with Proposition 1A requirements for safe and reliable rail service.
The related state and local contract opportunity is an RFQ issued by the Authority to procure a services contract for Independent Safety Assessor Services. The scope of work includes providing independent safety analysis of all railway systems, including trainsets, track, signaling and train control, communications, traction power, and overhead contact systems, to verify the high-speed rail system is delivered into revenue service safely, securely, and reliably. The not-to-exceed contract value is $9.4 million with a term of approximately six years and five months. The anticipated schedule includes a virtual pre-bid conference, small business workshop, and statement of qualifications due on May 14, 2024, with a contract execution and notice to proceed anticipated in August 2024.

POLICY
It is the policy of the Program Delivery Office, Rail and Operations Delivery Branch, to manage the integration of all aspects of the rail system under development. The goal is to combine the elements delivered by individual contractors to form the complete system, as specified in the system requirements. The system requirements derive from the overarching requirements of Proposition 1A, which define the safe and reliable level of rail service to be provided.
The Network Integration Section, within the Rail and Operations Delivery Branch, addresses technical and operational integration along the time line of the program life-cycle (horizontal integration), as well as the integration between people, practices and products (systems and civil infrastructure) during life-cycle stages (vertical integration) as shown in Figure 1, below.
Figure 1 – CHSR Life-Cycle
To reach these objectives, Network Integration activities will on behalf of the
Program, do the following:
• consider a holistic approach to the California Hight Speed Rail (CHSR) system, including train operation, trainsets, track and system, civil works as well as functional support domains (Engineering, Environmental, sustainability, Real Property, System Safety and Security and Third Party’ interfaces);
• apply a structured engineering approach based on System Engineering principles by deploying and enforcing on the program the following technics:
▪ Requirements management,
▪ Configuration management,
▪ Interface management,
▪ Reliability, Availability and Maintainability (RAM)
▪ Verification and Validation (V&V)
▪ Certification of Compliance management
This policy is implemented through its companion Network Integration Plan and other practice documents referenced therein. The Plan describes the Integration approach through System Engineering activities performed within the defined CHSR scope.
DEFINITIONS/BACKGROUND
The following standards and principles are adapted to support Network Integration:
• Standard ISO/IEC/IEEE 15288 establishes a common framework for describing the life cycle of man-made systems. It defines a set of processes and associated terminology for the full life cycle.
• The INCOSE System Engineering Handbook describes activities performed by
System Engineers and describes what each System engineering process activity entails in the context of designing for required performance and life cycle considerations.
• EN 50126 defines the specification and demonstration of Reliability, Availability and
Safety for railway applications.
• ISO 19011 provides guidance on auditing management systems, including the principles of auditing, managing an audit program and conducting management system audits.
• The California Streets and Highway code in the chapter 20.” Safe, Reliable High-
Speed Passenger Train Bond Act for the 21st Century” (Proposition 1A), describes the characteristics that the High-Speed train system to be constructed shall achieve.
• As per CHSRA Program Management Plan, rev 0.0 (October 2018), this Policy is prepared by the Network Integration Section of the Rail and Operation Delivery
Branch. The Network Integration interfaces within the Rail and Operations Delivery
Branch to coordinate all aspects of system configuration and integration as the rail system is designed, built and prepared for operations.
• Standard ISO/IEC/IEEE 15288 defines technical practices used to define the requirements for a system, to transform the requirements into an effective product, to permit consistent reproduction of the product where necessary, to use the product to provide the required services, to sustain the provision of those services and to dispose of the product when it is retired from service.
• Standard ISO/IEC/IEEE 15288 defines technical management processes as being used to establish and evolve plans, to execute the plans, to assess actual achievement and progress against the plan, and to control execution through to fulfilment.
INTENDED RESULTS
This policy establishes the standards, organizations and plans that ensure System
Integration of the CHSR network through all phases of design, delivery, operation and maintenance. The network Integration Section’s ultimate target is to enable the required Certification of Compliance. This must be supported by all necessary objective evidence that the California High Speed Rail Authority (The Authority) is delivering a CHSR system into service that is compliant with performance, safety, security and reliability objectives in accordance with Proposition 1A.
ROLES and RESPONSIBILITIES
The Figure 2, below provides a high-level overview of the key activities that support
Network Integration, and which are carried through the different phases of development of the CHSR system. Activities depicted are summarized in a Network
Integration Process, and further detailed in the Network Integration Plan.

APPLICABILITY
This Policy applies to the California High Speed Rail Team, and by extension individual design-build and procurement contracts in accordance with provisions of the respective, executed Contract Documents.
