Chapter 1 Design Criteria Manual Overview 1

1.1 INTRODUCTION 2

This Design Criteria Manual (DCM) chapter describes the general organization of Design Criteria 3 documentation and to provide information allowing to use it properly. 4

1.1.1 Purpose and Scope 5

The California High-Speed Rail Program (CHSR Program) will deliver major California High-Speed Rail 6 System (CHSR System) elements as separate projects, applying different strategies for functionally 7 delivering each of the major elements of a high-speed rail system. The major elements include (1) Train 8 Operator, (2) High-Speed Rail Trainsets, (3) Track and Systems, and (4) Civil Works as presented in 9 Figure 1-1. Each major high-speed rail element is unique and requires a delivery approach that is tailored 10 to its characteristics and that, when combined, fit together into a commercially successful model. 11

Figure 1-1 California High-Speed Rail System Elements

The three main purposes of the Design Criteria Manual (DCM) are to provide the following: 12

• Program Requirements: The DCM provides the CHSR Program requirements that serve as the 13 Basis of Design for all four CHSR System Elements identified in Figure 1-1. Program requirements 14 are described in this chapter in Section 1.2. 15

• Civil Works Design Criteria: The DCM establishes criteria, guidelines, and requirements (design 16 criteria) for the design of the Civil Works (projects) presented in Figure 1-1. The DCM also identifies 17 and specifies provisions required by the Track and Systems, High-Speed Rail Trainsets, and Train 18 Operator projects to be implemented by Civil Works projects, for example undertrack conduits, axle 19 loads, maintenance access, etc. Additionally, the DCM provides Civil Works discipline design criteria 20 that may be designed and constructed by Track and Systems, High-Speed Rail Trainset, and Train 21 Operator projects, for example sound walls. 22

• Provisions and Design Decisions: The DCM informs the three elements of Track and Systems, 23 High-Speed Rail Trainset, and Train Operator of any provisions included into the Civil Works projects 24 for their future use. The DCM also identifies and describes any design decisions (constraints) and 25 interfaces affecting the Track and Systems, High-Speed Rail Trainset, and Train Operator projects. 26 Actual Track and Systems, High-Speed Rail Trainset, and Train Operator project design criteria are 27 provided as performance requirements in the respective procurement documents. 28

Chapter 1 – Design Criteria Manual Overview

17 September 2021/Rev. 5.0 P a g e | 1-2

The DCM translates into technical requirements the performance and objectives described in California 1 Proposition 1A per United States (US) laws, codes, and standards, as well as per international high-2 speed railroad standards, requirements, and good practices. 3

The DCM presents high-speed rail design criteria, interfaces, and constraints to designers and 4 contractors and provides future high-speed rail operators and maintainers of the line assurance on the 5 maintainability and operability of the high-speed rail line. In addition to essential technical requirements, 6 the DCM identifies and describes the main interfaces between the different technical disciplines. 7

The criteria, guidelines, and requirements for the train operator, high-speed rail trainsets, and track and 8 systems are defined outside of this DCM. However, the interfaces and interaction of these disciplines with 9 others are covered in chapter 38 of the DCM (Appendix C), Interfaces Between Track and Systems and 10 HSR Trainsets, describing only the content that is needed for other disciplines to include in their design. 11

The intended use of the DCM is for final design of the Civil Infrastructure supporting the CHSR System 12 along the dedicated high-speed rail corridor, unless indicated otherwise. 13

1.1.2 Regulations, Codes, Standards, and Guidelines 14

This section lists the international, federal, state, and industry‐specific, regulations, codes, standards, and 15 guidelines that have been used in development of these design criteria. 16

In addition, the regulations, codes, standards, and guidelines pertaining to each area of design are listed 17 at the beginning of the associated DCM chapter. 18

These lists of regulations, codes, standards, and guidelines may not include all those applicable. It is the 19 final designer's responsibility to determine any additional regulations, codes, and standards that are 20 applicable. 21

Additional, applicable requirements by authorities having jurisdiction over the design, construction, and 22 operation of the facility has to be identified and applied as required for approval. 23

See Chapter 2 Basis of Design for precedence of Regulations, Codes, Ordinances, and Standards for the 24 CHSR Program. 25

1.1.3 Definitions 26

This section of the DCM will include all definitions needed to have a precise understanding of each 27 specific chapter. All the definitions are then compiled in DCM Chapter 37. 28

Definition: System = an integrated set of elements, subsystems, or assemblies that accomplish a defined 29 objective. 30

Definition: Design Criteria = criteria that designers shall meet in designing the system. 31

Definition: Civil Works = in the context of this DCM is defined as the design and construction of elements 32 such as the high-speed rail guideway, roadways, bridges, stations and other buildings, utilities, and any 33 provisions made for the CHSR System train operator, high-speed rail trainsets, and track and systems as 34 defined in this DCM. 35

1.1.4 Design Standard Classifications 36

The following terms are used to classify the design criteria: 37

• “Shall” - Indicates a mandatory requirement that must be strictly implemented; a waiver from a 38 mandatory requirement is permissible only with approval of a design variance. 39

• “Will” - Indicates a course of action performed by a party other than the designer. 40

17 September 2021/Rev. 5.0 P a g e | 1-3

• “May” - Indicates a permissible course of action within the limits of the standards; a design variance is 1 not required if it is not exercised. 2

• “Should” - Indicates a preferred course of action; a design variance is not required if it is not 3 exercised. 4

• “Recommended” - A standard to be equaled or exceeded where there are no major physical, cost, or 5 schedule constraints; designers shall use “recommended” values to the extent practical. 6

• “Minimum/Maximum” - Represent limits; designers shall make every effort to avoid the use of 7 “minimum/maximum values.” These values may be acceptable where constraints make the use of 8 “recommended” values impracticable. 9

1.1.5 Revisions 10

Revisions of the design criteria, in part or in whole, will be issued by the California High-Speed Rail 11 Authority (Authority) or its representative. It is the responsibility of the final designer to base their design 12 on the latest applicable version of these design criteria. Refer to the contract general provisions for 13 related requirements. 14

Each chapter of the DCM includes a table on its cover that indicates the specific chapter's revision 15 history. In addition, the entire DCM includes a table after the title page that indicates the compiled DCM's 16 revision history. Proposed revisions to the CHSR System DCM may be submitted to the Authority at any 17 time. 18

1.1.6 Design Criteria Manual Document Structure 19

This DCM is organized by DCM chapters. 1 chapter is presenting the structure of the document, 1 chapter 20 is describing the basis for the design of the California High Speed Rail program, 33 chapters are 21 describing design criteria from a specific engineering discipline's perspective and 3 appendices are 22 supplemental information. 23

1.1.6.1 Design Criteria Manual Organization 24

The DCM has been organized as a simple two-dimensional Cartesian coordinate system (DCM grid) to 25 aid the final designer in more clearly communicating the applicable design criteria, as figuratively 26 presented in Figure 1-2. 27

The DCM grid X axis identifies the DCM chapters. DCM chapter describes the design criteria from a 28 specific engineering discipline, for example, structural or drainage criteria. For the full list of DCM 29 chapters, refer to Section 1.1.6.3. 30

The DCM grid Y axis identifies the sections within DCM chapter, organizing the design in a standard DCM 31 chapter structure supporting consistency and ease of use. The DCM chapter sections describe common 32 design criteria elements (i.e., typical detail) and the application of these design criteria elements to 33 configurations and sites (i.e., typical arrangement). For more details regarding DCM chapter sections, 34 refer to Section 1.1.6.4. For more details on configurations and sites, refer to Section 1.3. 35

Coordination between DCM chapters and engineering disciplines is supported by interfaces. The main 36 focus of the interfaces is between the four CHSR System Elements, as identified in Figure 1-1. For more 37 details on interfaces, refer to Section 1.4. 38

17 September 2021/Rev. 5.0 P a g e | 1-4

Figure 1-2 Design Criteria Manual Organization

1.1.6.2 Reading the Design Manual 1

In order to ease the reading and the understanding of the DCM, the matrixial organization of the 2 requirements, as described in the previous section, allows the designer to head directly to the chapter 3 describing the engineering discipline for which they need information and to scroll down or go to the 4 general design criteria that has to be fulfilled everywhere in Section 2 of the chapter or to the application 5 of the concerned engineering discipline to other technical domains in Section 3. 6

A resume of the interface between the concerned engineering discipline and the other domains is 7 provided in the Interface table in Section 4 of the chapter, which allows the designer to cross check 8 references with other disciplines. 9

For example, the general requirements concerning the Overhead Contact System (OCS) will be in 10 Chapter 11, Section 11.2 “Design Criteria Elements,” while the characteristic of installing OCS on aerial 11 structures will be described also in Chapter 11, Section 11.3.2 “HSR Aerial Structure Configuration” under 12 Chapter 11, Section 11.3 “Application of Design Criteria Elements.” 13

The main advantage of this organization is to provide the same section/subsection structure in all the 14 chapters based on a clear breakdown structure that is easily identifiable by the designers. 15

1.4 DISCIPLINE INTERFACES 27

The CHSR Program will deliver major CHSR System elements as separate projects. The interface section 28 in the DCM chapters describes the applicable interfaces with other DCM chapters. 29

Due to the nature of large transportation projects, the execution of the Civil Works comes first, requiring to 30 cover provisions for the future train operator, high-speed rail trainsets, and track and systems elements. 31 For example, Civil Designers and Contractors shall take into account high-speed rail trainset static and 32 dynamic envelopes, traction power gantry loads, maintenance access, and other interface. 33

Civil Designers and contractors shall provide an integrated product through a strong management of 34 interfaces. 35

Interfaces help in coordinating the various engineering disciplines throughout the complete System life-36 cycle, including preliminary engineering, final design, construction, integration, inspection, and testing. 37

17 September 2021/Rev. 5.0 P a g e | 1-13

Interfaces are particularly helpful in configuration management, supporting impact assessment of the 1 configuration changes. Therefore, the DCM chapters contain an interfaces section. Interfaces. The 2 interface tables group the items as follows: 3

• Interfaces with California High-Speed Rail System Requirements 4

• Interfaces with Train Operator 5

• Interfaces with Trainsets 6

• Interfaces with Track and Systems 7

• Interfaces with Civil and Structural 8

• Interfaces with Stations 9

• Interfaces with Third Parties 10

Table 1-1 presents an example of an Interface table. An unique ID and name identify each interface. An 11 interface register allows to manage Interface IDs. 12

Each interface has two parts, one part describes the interface requirements (e.g., the high-speed rail 14 trainset dynamic envelope), and the other part describes the interface provision (e.g., the corresponding 15 structure gauge). For example, DCM Chapter 8, “Trainsets”, describes the high-speed rail trainset 16 dynamic envelope, while DCM Chapter 23, “Trackway Clearance” Describes the structure gauge. Both 17 DCM chapters will identify this interface and provide cross-references to each other. 18

The interface section does not provide the total list of interfaces. 19

The Final Designer shall identify all interfaces. 20 and the Final Designer shall manage them following the Interface Management process 21

The contract defines the interface process to implement. 22

The Final Designer and the contractors shall baseline the list of interfaces. 23

The Final Designer and the contractor shall manage the changes to the baseline following the 24 configuration management process. 25
