About this file

This document is the Configuration Management Policy for the California High-Speed Rail Authority (Authority), which outlines the requirements and processes for managing changes to configuration items related to the California High-Speed Rail Program. The policy establishes a formal Release process for Configuration Baselines within the document control function, ensuring control of storage, archiving, and access by the Authority's program personnel. Configuration Management aims to reduce the risk of discovering and applying incorrect or outdated information that could adversely impact the program's baseline, design, construction, operations, and maintenance activities. The policy applies to all Authority employees and the Authority's integrated team, per contract-specific requirements.

The policy defines two general types of Configuration Items subject to Configuration Management: technical information that defines the program, and administrative or contractual information that supports planning and management of the program. Configuration Management responsibilities are set forth in the Configuration Management Plan and are shared across the Authority's Program Delivery Branches. The policy cites relevant sources of authority, including the California Streets and Highways Code, Federal Highway Administration guidance, and international standards for systems and software engineering.

POLICY

POLI-1045

TITLE: Configuration Management Policy

POLICY

The California High-Speed Rail Authority (Authority) will develop and maintain a Configuration Management (CfM) capability to comply with state laws related to high-speed rail, and other applicable state and federal laws and standards.

PURPOSE

Configuration Management applies a formal Release process for Configuration Baselines within the document control function that ensures control of storage, archiving, and access by the Authority’s High-Speed Rail Program (Program) personnel.

Furthermore, CfM offers an opportunity to collect and present Configuration Baselines in a central repository, which helps avoid duplication of functionality within the Program’s operations.

Configuration Management reduces the risk of discovering and applying incorrect and outdated information, which could adversely impact Program baseline, design, construction, operations, and maintenance activities.

The Authority’s Program Delivery Office, Strategic Delivery Branch, is responsible for developing and implementing this Policy.

APPLICABILITY

This policy applies to all Authority employees (i.e., state staff) and to the Authority’s integrated team, per contract-specific requirements (herein collectively referred to as “Authority Staff”).

BACKGROUND

The Authority’s CfM capability designates certain types of information as Configuration Items, which are to be subjected to CfM. Configuration Management formally establishes these Configuration Items in an initial Configuration Baseline. Any subsequent changes to those Configuration Baselines are formally managed by responsible program delivery/support function going forward. The capability also associates Configuration Data with each Configuration Baseline for the purpose of differentiating and tracking it, then formally Releases it through the CfM activities summarized herein.

These activities, in conjunction with document control, help ensure that the various Configuration Baselines can be easily found, identified, and applied by users for intended purposes.

This Policy applies CfM standards and represents industry best practices. Their adaptation is tailored to specifically support the Program’s life cycle, organizational structure, contracting approach, and existing business infrastructure. Due to the nature and extent of the Program, multiple stages of the life cycle are conducted by Program delivery/support functions concurrently, and therefore CfM must transcend all applicable phases.

The standard definition of “Configuration Item” is limited here to acquisition-related and supporting information that pertains to management of the Program by the Authority and its staff. Configuration Management for other types of items relating to deliverables such as piece parts, lowest replaceable units, software, etc., is part of contractor scopes of work within the contractors’ CfM plans.

Configuration Items that may be subject to CfM by the Authority can be categorized as being either of two general types:

1. Information of a technical nature that defines the Program to be developed by the Authority. This may include items such as technical requirements, performance specifications, mitigations, change documentation, delivered asset configurations and maintenance status, certifications, operating and maintenance plans, Rights-of-Way, etc. This category ensures that correct and current technical information

2022-04-11 Page 2 of 5 can be identified and consumed for intended uses, and that it can be shared consistently across organizations.

2. Information of an administrative or contractual nature that supports planning and management of the Program. This may include items such as Practice Assets, schedules, organizational charts, forms, cost analyses, trade studies, impact analyses, decision records, style and writing guides, templates, business processes, etc. This category enables or supports assignment of decision authority, accountability, and responsibility roles to key activities (via Practice Assets and organizational charts), which facilitates coordination across multiple organizations and business continuity through personnel changes. It also serves as the basis for auditing the practices of each functional organization to enable quality management and continuous process improvement.

TERMS AND DEFINITIONS

Term Definition

Authority The California High-Speed Rail Authority created pursuant to section 185020 of California Public Utilities Code, or its successor; the body charged with executing the development of the California High Speed Rail Program.

Configuration Baseline

A specific version of a Configuration Item that has been Released through CfM. “Baseline” is the standard term per International Standards, which is differentiated from other previous and ongoing Program use and definition.

Configuration Data Metadata associated with each Configuration Baseline of a Configuration Item, which fully describes and distinguishes it from other Configuration Baselines for the purpose of ensuring its correct identification and application.

Configuration Item Anything that is uniquely identifiable and can be changed independently (see additional context in Background).

Configuration Management (CfM)

The practice of identifying Configuration Items, establishing their Configuration Baselines, managing changes to and Releasing new Configuration Baselines, recording and associating their descriptions, and tracking Configuration Data.
