Number Response Question 1 Would cross-teaming be allowed with other IDIQ awardees?
Answer 1
Teaming would be allowed and established on the task order level. It is also anticipated to include provision FAR 52.207-6 Solicitation of Offers from Small Business Concerns and Small Business Teaming Arrangements or Joint Ventures (Multiple-Award Contracts) in the solicitation.
Question 2
Specific Task Order Requirements to include: oral vs. written proposals, projected volume, evaluation requirements, proposal requirements and format, and possibilities of sole source task orders.
Answer 2
It is anticipated that task orders will consist of written proposals while the basic IDIQ will be an Oral Presentation.
Requirements have not yet been established by the individual Range programs at this time. As such the RISE team is unable to say what the exact make up and composure of task orders will be over the RISE Contract
Question 3 How will Government handle any proprietary data?
Answer 3 Proprietary data will be handled in accordance with FAR 3.104-4 and 27.402 to protect against unauthorized disclosures and IAW FAR 52.203-13.
Question 4 Can subcontractors be used on individual task orders?
Answer 4 Yes, subcontractors can be used.
Question 5 Will the Government consider a longer term than 5 years?
Answer 5 No, as this is the first time a MAC of this type will be established. The Government intends to award for 5 years to guarnatee its success
Question 6 Will there be any option years for an extensions?
Answer 6 No option years are anticipated to be included in the RISE contract.
Question 7
Will all task orders be competed against all awardees? Or would the Government consider “pools” within RISE such as 1) RDT&E/Prototyping, 2) Production & Sustainment, 3) Technology Insertion & Analysis?
Answer 7
The Program Office is not planning on breaking the IDIQ into smaller pools based on sub-catagories at this time. Instead the Program Office is planning to establish one pool with qualified contractors capable of perform working on the various task awards on the RISE contract. The Program Office will also not force any contractor to bid on specific task awards that the company wishes not to compete on. Final decisions between whether to divide the scope of RISE between mutliple pools vs one single pool of contractors has not been made with this acquisition strategy.
Question 8 Would the GOV consider multiple MACs instead of one with “pools”? Would the GOV consider multiple Single Award Contracts (SAC) with Defined Responsibilities?
Answer 8 No, the prescribed RISE effort to establish a single Multiple Award Contract was identified to be the most advantageous to the Government

Does the Government anticipate awarding one or more of the ARTS variants (e.g., ARTS-V1, ARTSV3,or ARTS-V4) development and production programs as a RISE ID/IQ Task Order or will RISE ID/IQ ARTS efforts be limited to ARTS subsystem and software upgrades and modifications?

RISE will cover efforts not currently on contract. Requirements have not yet been established by the individual Range programs at this time. As such the RISE team is unable to say what the exact make up and composure of task orders will be over the RISE Contract. The RISE team can say that the RISE contract is being set up to support ARTS, JTE and Modernization projects using 3600, 3080 and 3400 funds.
Specific details regarding Range programs (such as each ARTS variant) and their strategies is up to designated program leads.
Question 10
Will the RISE ID/IQ contract support procurement of new threat system spares, performance of threat system repairs, and Programmed Depot Maintenance (PDM) activities?
Answer 10 RISE IDIQ will cover new work as identified. Will not be used for work for already established contrats within HBZC.
Question 11 Will Contractors be required to prepare Contractor Statements of Work (CSOW) during the Task Order proposal phase?

Question 12 Questions regarding the establishing of evaluation criteria to identify qualified contracts for the base IDIQ.
Answer 12 The Government is still determining evaluation criteria at this time and is open to vendors suggestions as to critical qualifications that vendors should possess
Question 13 Would the Government be open to creating a small business set-aside?
Answer 13
The Government will be evaluate the possibility of small business set-asides with the work encompasses on each individual delivery order; the basic IDIQ will simply establish qualified contractors.
Question 14 Would Gov evaluate past performance beyond 5 years?
Answer 14 Reference Answer 12 Question 15 Will additional materials be required beyond orals?
Answer 15 Not anticipated at this time beyond supplementing PowerPoint presentation. Any additional required or allowed materials will be identified in Draft RFP
Question 16 Will offerors be required to staff positions on range(s)?
Answer 16 No, not anticipated the offerors would be staffing any positions at local ranges.
Question 17 What will we be required to price in the cost volume?

Question 18 Will there be OCI restrictions? (The winner of a study/analysis is not allowed to bid the follow-on work)
Answer 18 OCI Provisions and Clauses will be included in the basic to identify and mitigate any potential OCI concerns as appropriate.
Question 19 Can past performance as subcontractor qualify?
Answer 19 Yes, any recent and relevant past performance pertaining to the work similar to that anticipated on RISE will be considered.
Question 20 Can subcontractors on Prime team be considered in past performance proposal?
Answer 20 Work performed by an interested offeror on any active or physically completed contracts will be considered.
Question 21 Will IDIQ proposal consist of sample task orders?

Answer 22 Proposal costs will not be reimbursable. However, the RISE team will work on communicating with industry expected future project to allow for more planning.
Question 23 What would the classification of the prime integrated portal be?
Answer 23
At this time; the initital delivery order is still being identified and no definitive answer as to the classification of the potential Prime Integrated Portal can be provided at this time.
Question 24 Would the Gov consider a virtual machine to be used for the portal through the cloud?
Answer 24
Government is still establishing the requirements of the first delivery order and considering alternate options for the Prime Integrated Portal including the potential use of virtual platforms.
Question 25 Would an OCI be present if other Range contract is held.
Answer 25
While no OCI is anticipated by offerors holding other Range Contracts applicable provisions and clauses will be included to identify and mitigate any potential OCI concerns.
Question 26 Does the RISE team expect this to be a supply or service based contract?
Answer 26 It is currently anticipated that this IDIQ will be a supply contract with incidental service and will vary on task orders
Question 27 Does the RISE team expect to award the IDIQ at cost or fixed price?
Answer 27
RISE team expect to award an IDIQ with various pricing arrangements (based on individual task award requirements.) Final determination on specific contract types have not been made.
Question 28 Does the RISE team plan to support other Range and DOD customers though this
IDIQ?
Answer 28
The RISE IDIQ main purpose is to support Range System Branch projects (ARTS, JTE and Modernization). But projects that support other Range customers and the Range Systems Branch that fall within the scope of the RISE SOW will be considered for a task award.
