About this file
This is a pre-proposal conference presentation document for the Rural Health Transformation Program (RHTP) issued by the Indiana Department of Administration (IDOA) on behalf of the Indiana Department of Health (IDOH). The presentation addresses two concurrent Requests for Proposal published on April 15, 2026: RFP 26-87449 for a Teleconsult/Telehealth Landscape Assessment and RFP 26-87450 for a Program Evaluator position. The RHTP Teleconsult/Telehealth Landscape Assessment (RFP 26-87449) seeks a contractor to deliver a comprehensive statewide assessment of telehealth and teleconsultation services, including current landscape evaluation, utilization analysis, readiness and gap identification, cost and return on investment analysis, and development of an implementation-ready roadmap. The contract term is one year from execution with up to four optional one-year renewals for a potential five-year total. The pre-proposal meeting was held on April 22, 2026, with specific key dates outlined in the RFP main documents for proposal submission deadlines, question submission periods, and reference check completion.
The RHTP is funded by the Centers for Medicare & Medicaid Services (CMS) as part of a financial assistance award totaling $206,927,896.80 with 100 percent federal funding. Respondents must establish a bidder profile with IDOA and register with the Indiana Secretary of State before submitting proposals through the Indiana Supplier Portal. Required submissions include an Executive Summary, Attestation Form, Indiana Economic Impact Form, Cost Proposal (in Excel format), Business Proposal with financial documentation, Technical Proposal, and Reference Check Forms completed by three references. Respondents must meet Minority Business Enterprise (MBE) participation goals of 8 percent and Women Business Enterprise (WBE) participation goals of 11 percent of total bid amount. Indiana Veteran Owned Small Business (IVOSB) participation is also encouraged with a 3 percent goal. All proposed subcontractors must be listed in the IDOA Directory of Certified Firms and provide valuable scope contribution to the contract. Cost proposals are scored on a normalized 30-point scale with the lowest cost receiving full points.
