About this file
This document is a vendor opportunity day Q&A for the Quad Cities Cartridge Case Facility (QCCCF), detailing the facility's manufacturing capabilities for military cartridge cases. The facility can produce various brass and steel cartridge cases for different military branches, including 40mm L60 (Air Force), 57mm M57 (Navy), 105mm M14 (Army/Air Force), and 5"/54 Mk-9 and MK-109 (Navy), with monthly production rates of 5,000 steel cases and 13,000 brass cases on a 1-8-5 production schedule. The facility features multiple hydraulic presses with varying tonnage (100-5,000 tons), a range of critical equipment including induction furnaces, machining centers, and a tunnel washer, with current production capacities detailed for each process.
The facility is currently operating under environmental permits for air and water emissions, with all processes controlled under a Title V Clean Air Act Permit Program and wastewater pretreatment permitted with the City of Rock Island. The plating process is not currently operational and is being completed offsite by a third party. The Rock Island Arsenal Garrison (RIAG) maintains facility meters and permits, and future investments will be determined by responses to an upcoming Request for Solution (RFS). A comprehensive dimensional layout of the facility is provided, showing the intricate arrangement of production areas, equipment, and support spaces.

3. Can each press be cycled simultaneously on a continuous basis?
• Yes, as in cycle (ensure pumps, motors, etc. functioning properly), whereas, production depends on the cases being produced.
4. What are the utility usages for electricity, natural gas and compressed air when the line is in full operation?
• Electricity, natural gas, water, and wastewater are metered at the facility. The Rock Island Arsenal Garrison (RIAG) collects data from the electrical and water meters.
The operating contractor will have to report natural gas and wastewater meters to the RIAG. All meters are maintained by RIAG.
5. What are the monthly production rates for each of the cases produced there to date?
• Steel Cases on a 1-8-5 production schedule: 5,000/mo (ideally 5”/54 and throughput would increase for smaller case)
• Brass Cases on a 1-8-5 production schedule: 13,000/mo (ideally M14 and throughput would increase for smaller case)
6. Has the tooling for each press operation for each part identified as having been produced there been proven out?
• Cartridge Cases produced at QCCCF o 40mm L60 (Air Force – FMS Production) o 57mm M57 (Navy) o 105mm M14 (Army/Air Force) o 105mm M148A1B1 (Army) o 5”/54 Mk-9 and MK-109 (Navy)
• Cartridge Cases that can be produced at QCCCF (tooling onsite) o 105mm M150B1 (Army) o 155mm AGS (Navy) o 76mm (Navy)
7. Can you provide a full equipment (asset) list for the facility?
• See critical equipment list below; full equipment list will be provided with the Request for Solution (RFS).
Critical Equipment Production Capacity IWTP 15,000-25,000 gal/day
Car Bottom (Spheroidizing) Furnace 10 day cycle per load Shot Blast Unit 5 ft/min
Radyne Induction Furnace Steel: 60-75 parts/hr Brass: 100-120 parts/hr B&O Machining Centers 40 parts/hr per machine
Hydraulic Press: cycled for 2 hours Production pacing operation; tonnage ranges from 100-5000 DPS 600 parts/hr or 16,000 lbs/hr
Plater 73 parts/hr Heat treat 80 parts/hr (Mouth Anneal only: 160 parts/hr)
Tunnel Washer 225 parts/hr per tunnel
8. Is the plating process in operation and/or operational?
• Not operational; plating operation is currently being completed offsite by a third party. Responses to the RFS will determine the priority of future investments/modernization into the QCCCF.
9. What are permitted environmental effluent allowances (air and water)?
• The RIAG maintains all permits. The QCCCF is currently permitted under the National Categorical Pretreatment Standard: 40 CFR 433 Metal Finishing.
o Air Emissions: All processes (fugitive or from stacks) on RIA are under the control of a single Title V Clean Air Act Permit Program (CAAPP) (See attachment #1 – QCCCF & General Requirements Air Permit and attachment #2 – Cartridge Case Air Permit) o Waste Water: Pretreatment facility permitted under existing permit with City of Rock Island; Operator Certification (See attachment #3 – Wastewater Permit)
10. Can we get a dimensional layout of the facility?
File details come from the government source that posted it. Updated .
