This document is a Questions and Answers (Q&A) document from Industry Day #1 for the Quad City Cartridge Case Facility (QCCCF) at Rock Island Arsenal. The document provides detailed information about the facility's capabilities, environmental activities, production capacity, and infrastructure. Key details include production capabilities of 5,000 steel cases and 13,000 brass cases per month on a 1-8-5 production schedule, with potential to increase throughput for smaller cases. The facility has 12 presses in the Press Row and one additional bulge press, with critical equipment including an Industrial Wastewater Treatment Plant, induction furnaces, machining centers, and hydraulic presses.

The facility requires 12 employees for batch production (9 production, 3 management) and 25 employees for continuous production (20 production, 5 management). Environmental activities are managed by the Rock Island Arsenal Garrison (RIAG) and include air emissions, hazardous materials management, waste management, pesticide control, and stormwater permits. The facility has three substations with current monthly electricity consumption of 172,800 kwh, and additional power capacity is available. Another Industry Day is planned for 3QFY25, which will include more detailed information about equipment operation and technical data libraries. The document also includes a building assessment for potential expansion and storage options across the Arsenal.

Quad City Cartridge Case Facility Industry Day #1 Q&A

General Session Questions:

1. How many environmental activities are going through the Facility?

The Rock Island Arsenal Garrison (RIAG) maintain all permits. The following are environmental activities that may occur at the Quad City Cartridge Case Facility

(QCCCF):

• Air Emissions: All processes (fugitive or from stacks) on RIA are under the control of a single Title V Clean Air Act Permit Program (CAAPP)

• Hazardous Materials: Toxic Release Inventory (TRI), Tier II, Enterprise Environmental, Safety & Occupational Health (ESSOH-MIS) System, Hazardous Materials Acquisition Board, Safety Data Sheet (SDS)

• Hazardous Waste and Non-Hazardous Waste: Will operate under existing 90-day generator program; may need periodic testing of waste streams

• Pesticide Management: Application of any pesticide or herbicide is strictly regulated

• Petroleum, Oils, and Lubricants: Includes Spill Prevention, Control, and Countermeasure Plan (SPCCP) requirements

• Solid Waste: Refuse and recyclables; refuse will be removed under common levels of support (CLS); contractor will recycle excess process metals; may need periodic testing of waste streams; integrate requirements into the An Integrated Solid Waste Management Plan (ISWMP)

• Storage Tanks: Underground Storage Tanks (USTs) / Aboveground storage tanks (ASTs)

• Toxic Substances: Lead-based paint, polychlorinated biphenyls (PCBs), radon

• Waste Water: Pretreatment facility permitted under existing permit with City of

Rock Island; Operator Certification

• Water Quality: Water service and cross connection protection program

• Stormwater: Industrial and construction permits

• Other Environmental - National Environmental Policy Act (NEPA): Need to submit any projects that will revise processes or procedures for NEPA action

• Other Environmental - Noise: Will be evaluated during process prove-out for interior and exterior impacts

• Other Environmental - Pollution Prevention: Processes and materials will be assessed for opportunities to reduce toxicity/impact to environment

2. What munitions contract (ex. LAP) at other GOCO plants might the Government consider adding the production line at QCCCF?

• To be determined (TBD)

3. Who produces 5”54 Load/Assemble/Pack (LAP)?

• Crane Army Activity (CAAA) and McAlester Army Ammunition Plant (MCAAP) have organic capabilities. GD-OTS Canada has commercial capability.

4. Is there an ESSP (explosive safety site plan) right now in the QCCCF?

• Currently there is no ESSP (QD Arcs) at QCCCF, as the current operating are inert, however the RIA garrison has stated that work with 1.4 or 1.3 energetics could be performed at QCCCF, as long as the explosive safety site requirements can be met.
