About this file
This document is a Questions & Answers file for the Operation of the Quad City Cartridge Case Facility (QCCCF) for Government Fiscal Year 2026, issued by Army Contracting Command - Rock Island in support of the Project Lead for Joint Services. The document provides clarifications on several submission details, including page limits for white paper submissions: offerors are permitted a 25-page limit for 8.5" x 11" pages, with an additional 25 pages allowed for oversized supplementary materials like graphs, charts, tables, and diagrams. Key response dates include a white paper due date of 08 January 2026 at 4:00pm Central, with a questions submission deadline of 10 December 2025 at 12:00pm Central. The Q&A also confirms that certain enclosures such as the Milestone Payment Schedule and Data Rights IP Assertion Table do not count toward the page limit, and addresses some renumbering in the Request for Solicitation (RFS) document dated 12 December 2025.

RFS QCCCF
1. Regarding the 25-page limit for WP submission stated on RFS page 19, paragraphs iii. and iv., it is unclear if oversize pages used for graphs, charts, tables, and diagrams count as one or two pages. Also, is the Army allowing up to 25 oversized pages in addition to the 25-page limit for 8.5” X 11” pages?
Graphs, charts, tables, and diagrams may be submitted on oversized pages and are allowed up to 25 pages in total, separate from the 25-page limit for the White Paper on 8.5” x 11” paper. The U.S. Government (USG) considers these items to be supplementary appendices or exhibit documentation, and as such, they do not count toward the 25-page limit for the main White Paper.
To clarify, the RFS limits the White Paper to 25 pages on 8.5” x 11” paper. In addition, offerors are permitted to include up to 25 oversized pages for supplementary materials such as graphs, charts, tables, and diagrams.
2. There are two sections D.4.s on page 20 of the RFS. Please explain.
Both paragraph 4s should be included the section was renumbered in the updated RFS version dated 12 December 2025.
3. On page 20 of the RFS, Section I. Evaluation Criteria lists 1., 2., 3., 5., 6., and 7.
Are Criteria 3 and 4 inadvertently missing? Please clarify.
Criteria 3 and 4 were not inadvertently omitted. The section was renumbered in the updated RFS version dated 12 December 2025.
4. Does the inclusion of Enclosure 3, the Milestone Payment Schedule, in our White Paper count towards the 25-page limit?
No.
5. Does the inclusion of Enclosure 2, the Data Rights IP Assertion Table, in our White Paper count towards the 25-page limit
No.
