About this file

This document contains questions and answers related to the Housing Stability and Support (HSS) Request for Response (RFR) #214830 in Massachusetts. The RFR is a rolling procurement, meaning applications will be accepted and considered for funding throughout the contract period.

The key details are: Clients placed in permanent housing settings through a separate Low Threshold Housing Program are not eligible to receive Stabilization Services funding through this HSS RFR. The low-threshold rate is only available to programs that are already receiving HUD rental assistance, HUD leasing funds, or HUD supportive service dollars through a contract with the Bureau of Substance Addiction Services (BSAS). No other types of "supportive service dollars" would qualify for the higher $46.42 per client day rate under this HSS RFR.

Questions and Answers

Q: As you know, Victory Programs was recently funded for a Low Threshold Housing Program, and does this mean that clients placed in permanent housing settings through this LTH program can receive Stabilization Services through this HSS RFR, and at the higher SCM rate ($46.42 per client day)?

A: Funding for the current LTH program includes the low-threshold rate for services. The HSS service funds are not available to clients already receiving service funding through other BSAS programs.

Q: Could you also identify what other types of “supportive service dollars” would qualify?

A: The low-threshold rate referred to in the section referenced below is only available to those programs that are already receiving HUD rental assistance, HUD leasing funds, or HUD supportive service dollars through a contract with BSAS.

Q: Lastly, can you also confirm if the Housing Stability Support RFP is an open ended application after today (we do not have to wait until the RFP reopens to apply)?

A: The Housing Stability Support procurement is rolling RFR. Applications will be accepted and considered for funding throughout the contract period.
