About this file
This document is a question and answer summary related to RFR (Request for Responses) 214830 for Housing Stability and Support services issued by the Massachusetts Bureau of Substance Addiction Services (BSAS). The RFR seeks proposals for supportive housing programs that provide substance use disorder treatment and recovery support services. Key details include:
The RFR clarifies that certified sober homes would not qualify as supportive housing under the program requirements. It also states that BSAS does not anticipate providing start-up funding for building renovations. The reimbursement rates for the program are based on 101 CMR 346.00 regulations, which cover the availability of services for enrolled clients on a per-day basis. Providers of permanent supportive housing services may be eligible for additional funding under this RFR, as long as they are not already receiving funding for supportive services through other sources like CSPECH.

Questions and Answers
Q: Is it allowable within the Housing Stability Support program to serve people that are still actively using, or only those in recovery?
A: HSS services are intended for people in all stages of substance use recovery.
The sober house we operate is MASH certified however we do provide supportive case management for the residents. We have a staff who provides the services regulated by this RFR. The house provides 8 beds to young ladies who struggle with SUD and potential co-occurring disorders. Based on the ratio, we would need to provide.5 FTE staffing and .8 weekly supervision. my question is: would this facility qualify under this RFR?
A: A certified sober home would not qualify as supportive housing, as defined on page 6 of the RFR.
The second question is more complicated and would request money for start-up. The Foundation currently is a co-owner of a partially finished building which was being built to provide such services to 9 families, nine apartments, a common area and an office. However due to complications the funding has been exhausted and we would need funding in the ballpark of $1,000,000 to complete the project. Would this even be a consideration?
A: BSAS does not anticipate the availability of start-up funding to support building renovation costs.
Can you help me understand how the rate of reimbursement is calculated?
A: Contracts under this procurement will be unit rate contracts under Rates for Certain Substance-Related and Addictive Disorders Programs, 101 CMR 346.00 (or any subsequent regulation that supersedes these rates). Rates are based on program type and population served and cover the availability of services for enrolled clients on each day that they remain enrolled, whether or not any specific service was provided to that client on that day.
Transitional housing program settings also include a monthly rate for a part-time House Manager position.

Q: Are individuals and Families living in Permanent Supportive Housing eligible for the additional services available in the housing stability RFR if they meet all other requirements?
A: Yes, if you are not already receiving funding for supportive services (CSPECH, for example).
