About this file
This document is a set of questions and answers related to RFR (Request for Response) 214830 for Housing Stability and Support services issued by the state of Massachusetts. The RFR is seeking proposals for services to provide housing stabilization for clients, with unit rates paid for each client per day of program participation. The RFR outlines different reimbursement rates depending on the population served and housing setting offered, but specifies that the "low-threshold" rate is not yet available to new programs under this procurement. Payment will occur monthly based on provider-submitted Service Delivery Reports.
The pricing for this contract opportunity is based on a unit rate per client per day of program participation. This procurement is for services only and does not involve the provision of housing beds. Eligible providers will receive the permanent and transitional housing reimbursement rates, but the low-threshold rate is not currently available under this RFR.

Questions and Answers Q: Despite our best efforts, we are unable to understand and/or calculate the rate of reimbursement for the new Housing Stabilization RFR. Can you please explain, even by example, how these beds/service are reimbursed and the amount?
A: This procurement is for services only. Unit rate is paid for each client for every day they are in your program. # clients x # days x unit rate. Payment occurs monthly based upon the required provider submitted Service Delivery Reports in EIM-ESM.
Q: I see there are a few different rates depending on the population served and the housing setting offered. Could you provide a definition of the Low Threshold aspect of this program, and clarify whether this rate is eligible to agencies selected under this procurement or if only the permanent and transitional rates would be provided for selected vendors?
A: This procurement is not intended for chronically homeless individuals. The low-threshold rate is not yet available to new programs.
