About this file
This document is a set of questions and answers related to RFR 2001, a request for response issued by the Massachusetts State Lottery Commission (MSLC). The MSLC is seeking to purchase or enter into an agreement to obtain electronic digital messaging signs to be located at Lottery Sales Agent establishments throughout Massachusetts to advertise Lottery jackpots or other Lottery information.
The RFR indicates that bid submissions must include responses to all relevant sections and be submitted together by the deadline. The MSLC will review bids in three phases: Phase I for mandatory attachments, Phase II for technical specifications, and Phase III for cost proposals. The MSLC will install the signs using its own technicians and transmit jackpot data through its private network. The RFR indicates an expected annual usage of 1,500 units of the double jackpot sign, and the MSLC is open to alternatives that meet its needs.

Question
Answer
1. On page 3, RFR Timeline, you say you will post answers to bidder questions on August 22. Is that an “end date” only, or are you not going to post any answers until that date? I ask because our submissions are due shortly thereafter, and your answers are important to the bid.
QUESTION: Will you be answering questions as they come in or not until August 22?
Answers to questions 1-8 will be posted to COMMBUYS on August 8, 2019.
The MSLC is willing to include August 16, 2019 and August 22, 2019 to post answers for any other questions received.
2. 3.1.4.1 17 On page 17, 3.1.4.1 you state that “all samples must be delivered at the time of bid submission”. Section 3 is Phase II, but our bid is submitted as part of Phase I.
QUESTION: When do you want samples, in Phase I with our bid or later in Phase II?
Bid submissions include a response to all relevant sections of the RFR and must be submitted all together by the submission deadline date.
The MSLC PMT will review bid submissions in three (3) phases. Phase I involves the review of all mandatory attachments, Phase II involves the review of technical specifications and Phase III involves a review of costs. Cost proposals MUST be included in a separate sealed envelope.
3. 24 On page 24 there is a box on the bottom marked “IMPORTANT”. Part of the first sentence reads “Bidders…are required to operate the signs at each location”. Can you tell me what that means? Are you looking to us to install the signs, or transmit the data to the signs?
QUESTION: What does “operate” mean?
The MSLC will install the signs using MSLC technicians. The transmission of jackpot data will be on the MSLC’s private network by MSLC computer room personnel

4. 3.1.7.3 21 On page 21, 3.1.7.3, you say “wooden skid”. This is not prefaced with “Must” or “Desirable” status. Wooden pallets coming in from overseas are subject to delays and inspections, and sometimes Fumigations, to make sure no little critters are in the wood. Plastic and composite pallets do not have these issues.
QUESTION: Do the pallets have to be wood?
MSLC will accept wooden or composite pallets.
5. 1.6.2.1
And
3.1.5.1 and
On page 7, 1.6.2.1 and page 17, 3.1.5.1 you are encouraging alternatives that meet your needs. That is no problem, we excel at problem solving. To present these alternatives we will do renderings for your review. To make the renderings look accurate we incorporate your logos into the graphics.
QUESTION: Can we get an e-file copy of your logo to allow us to create a more professional and complete rendering?
Please see additional Attachment included.
6. On the pricing sheet you are asking for quotes up to 8,000 units. If the quantities are truly going that high over the course of the program we could save you money by tooling up and molding the sign bodies.
QUESTION: Is there any projection of usage by year? If not, can I present a molded sign in the OPTIONS section once the qty hits the economic price point that a tool makes sense?
We expect to use 1,500 units of the double jackpot sign per year. There may be an alternative item that we also purchase.
7. 3.1.1.11 16 On page 16, 3.1.1.11 you are asking for a graphic on the top bar. There are several ways to accomplish this, including permanent screening on the top bar or incorporating a temporary graphic printed on plastic that can be updated, removed, etc.
QUESTION: Is there a preference for this graphic? Should it be printed right on the bar or should it be changeable?
MSLC prefers that the graphic be changeable.

8. I am unclear as to what you want for a cover letter. Should we write our cover letter right in the template or should we create it on letterhead and enclose with our submission?
MSLC suggests bidders create their own cover letter and enclose with their submission.
