About this file

This document is a set of questions and answers related to RFR 2001, a request for responses issued by the Massachusetts State Lottery Commission (MSLC) for the procurement of electronic digital messaging signs. The MSLC intends to purchase or enter into an agreement to obtain these signs, which will be located at Lottery Sales Agent establishments throughout the Commonwealth to advertise Lottery jackpots or other Lottery information. The RFR provides clarification on pallet size requirements, with the MSLC specifying a 40" x 48" pallet size. The RFR also states that bidders must submit all responses, including written submissions, samples, and other materials, by the bid submission deadline, and that any information received after the deadline will not be considered.

Regarding pricing and other terms, the RFR indicates that the MSLC will accept wooden or composite pallets, and that bidders proposing alternative pallet constructions must provide specifications for MSLC's discretionary review and approval. The RFR does not provide information about set-asides, incumbents, funding sources, or other salient financial details.

Question

Answer

1. 3.1.7.3 21 The RFR has conflicting information on pallet size.

Page 21 of the RFR 3.1.7.3 states that the minimum size pallet is 42” x 50” long. However on page 22, where you show how you want the pallet constructed, the diagram shows a 40” x 48” pallet.

Is pallet size significant? If so what size do you want?

Pallet size should be 40” x 48”

2. 3.1.4.1 17 Can we use Chep pallets which will allow for the 3 ½” clearance or must the pallet construction match that on page 22? That is an expensive pallet.

MSLC will accept wooden or composite pallets.

If suggesting an alternative construction, bidders must provide specifications for the alternative to which the MSLC will have discretion to accept.

3. 24 When is the prototype required? With the price submission in Phase one or later in phase two?

Bidders must submit ALL responses (written, samples, other) on or before the bid submission deadline. In the event a bidder submits multiple packages, the MSLC prefers to receive them all at once. All packages must be received on or before the submission deadline. Any bid information received after the submission deadline will not be considered for review.

The description the MSLC’s review process is included in the RFR document for informational purposes only.
