About this file
This is a questions and answers document from UW Medicine regarding RFQQ 4891 for Endomechanical, Trocar and Suture (ETS) products and related accessories. Questions were due December 20, 2024, by 12:00 PM Pacific Time, with UWM answers due January 3, 2025, by 5:00 PM Pacific Time. The solicitation seeks to establish a contract for standardizing and providing high-quality ETS products for surgical treatments at UW Medicine facilities. The contract will be structured with a primary award and optional secondary contracts that may be utilized at the hospital's discretion.
The pricing structure requires bidders to use Attachment C Excel Template for submitting pricing proposals across three categories, with an 80% compliance threshold requirement. UW Medicine will use a local agreement template rather than Vizient paper, though Vizient consultants are involved in the RFQQ process. The evaluation criteria are detailed in Section 5.5, and additional utilization data will be provided in Amendment #1 posted to WEBS on December 20, 2024. A quiet period is in effect from posting to award, during which suppliers must refrain from discussing the RFQQ with UW Medicine employees, though normal case support may continue.

UW Medicine RFQQ 4891 Endomechanical, Trocar and Suture (ETS)
Bidder's questions due Friday, December 20, 2024 by 12:00 PM Pacific Time
UWM answers to Bidder's questions due Friday, January 3, 2025 by 5:00 PM Pacific Time
No. Category Questions UWM Responses 1 Award In reference to Section 1.3.4 - If Contract(s) resulting from this solicitation will be designated as “optional”, how does UWM guarantee a sole source award?
Section 1.3.4 specifies that while a primary contract will be awarded, any resulting secondary contracts are optional and may be utilized at the discretion of the hospital needs.
2 Award In reference to Section 6 - Is it intended that all products awarded will be on the same contract?
The intent is to support the award with one contract covering for the three categories. This approach may be subject to modification during the award process per the business need.
3 Bid In reference to Section 4.1 - How does UWM propose vendors should bid: all together or as separate categories? Bidders to use the Attachment C Excel Template for Submitting Pricing Proposal provided to input pricing bids related to ETS categories.
4 Bid In reference to Section 4.1.c. - Is UWM asking Bidders who wish to include these categories in their bid to incorporate them into the 80% tier along with the rest of the products in the bid?
Bidders are required to submit the ETS bids using the Attachment C template, ensuring all relevant cross-references are included. If a Bidder wishes to submit bids for additional categories, these must be provided on a separate tab, clearly labeled, and should reference any applicable value-added pricing programs that impact the pricing of the ETS pricing bids.
Proposed value added items outside the ETS category will not be subject to the 80% compliance requirement.
5 Bid In reference Exhibit C Response Template - Can UWM explain the structure provided and how bids will be evaluated for Bidders that do not carry a full line of products? Is UWM requesting all products listed in this RFQQ be under the same compliance threshold?
The ETS bids must be submitted using the Attachment C template. Bidders are required to complete only the sections applicable to their offerings, ensuring appropriate cross-references are included. The three categories outlined in the RFQQ are subject to the same compliance threshold of 80%.
6 Bid In addition to the required Bid Options requested by UWM - (1) Sole Source 80% MS and (2) Access Price - can Bidders also include additional categories / bundle options to maximize the value proposition offer for UWM?
Yes, please see Section 4.1.c.
7 Evaluation In reference to Section 2.21 - Will UWM be evaluating product categories independently to ensure that compliance in one category is unaffected by purchases in another category?
Section 2.21 refers to the Complaint Procedure.
8 Format In reference to Sections 2.7.1.1 and 2.7.5.3 - Can UWM confirm that Attachment A and Attachment B will be in PDF format due to the need for signatures, and that redlines for Terms and Conditions will be in Word document format to enable track changes? These two documents cannot be combined due to the different file formats. Please confirm that UWM are comfortable with a three-document submission (Word document, PDF, and Excel Spreadsheet).
Yes.
9 Format Does UWM have a preference for proposals to be on Vizient paper or Local Agreement? Yes, UW Medicine template - Local Agreement.
10 Process Is UWM using a Vizient Consultant throughout the RFQQ process? Yes.
11 Process As it pertains to the “Quiet Period,” are Representatives still allowed onsite to support cases in other non-RFQQ categories? Should
Representatives be asked by staff to support a case that includes an RFQQ category, can they still support the case as long as they do not discuss/communicate anything related to the RFQQ itself?
The Quiet Period runs from the date of posting to award. During the Quiet Period, suppliers are asked to respect this time and refrain from asking clinical staff about the RFQQ. All questions should be directed to the RFQQ Coordinator, Rita Sanger's, attention. While on site at any of our hospital campuses, staff should conduct themselves as normal in supporting cases and refrain from discussing this RFQQ with any UW Medicine employee.
12 Scoring In reference to Sections 2.22.5.2 and 5.6 - Scoring was mentioned, can UWM share the scoring rubric that will be used to evaluate this bid?
Please refer to Section 5.5 Evaluation Criteria.
13 Utilization Can UWM provide 12-month utilization for all products contained in the Cross Reference file provided by UWM?
