About this file
This document is Amendment No. 3 to Request for Qualifications and Quotations (RFQQ) 25-10 issued by the Washington State Office of the Secretary of State's Elections Division for Election Results Archive Storage. The amendment specifically clarifies and corrects the previously stated budgeted amounts for the contract, which will run for five years from July 1, 2025, to June 30, 2030. The amendment provides updated cost proposal guidelines for potential contractors, detailing the precise budget parameters for the project.
The amendment corrects the total contract budget from the originally stated $600,000 to $500,000, with a maximum of $100,000 allocated per year. Contractors are required to submit a fully detailed budget including staff costs, applicable hourly rates, and necessary expenses to accomplish the contract objectives. The cost proposal is scored up to 50 points and must be submitted using a specific file naming convention. Contractors must also collect and pay Washington state sales tax if applicable, and any subcontractor costs must be broken out separately in the proposal.

AMENDMENT NO. 3
(April 7, 2025)
SUMMARY
This Amendment No. 3 to RFQQ 25-10 clarifies the budgeted amount for this solicitation. The Cost Proposal language in Section 3 – Proposal Contents of the originally posted solicitation documentation contained an erroneous reference to the total and annual budgeted amounts.
The new Cost Proposal section below supersedes and replaces in its entirety the old Cost Proposal section.
Specifically, the previous Cost Proposal section stated that the total cost could not exceed $150,000 annually or $600,000 over the contract term. This was incorrect. The correct total budgeted amount for the five-year contract is Five Hundred Thousand Dollars ($500,000.00), with a maximum budgeted amount of One Hundred Thousand Dollars ($100,000.00) per year.
This Amendment No. 3 aligns the solicitation documentation with the budget information entered in WEBS at the time of posting this solicitation, which was noticed to vendors via the notice of opportunity sent to vendors by WEBS.
