About this file

The document is a Request for Qualifications and Quotations (RFQQ) issued by the Washington Department of Fish and Wildlife (WDFW) for Air Charter Services. The RFQQ is intended to be awarded to multiple qualified bidders who can provide suitable fixed-wing and rotary-wing aircraft, as well as qualified pilots, to WDFW for a variety of services. The RFQQ aims to meet the diverse needs of WDFW biologists, and individual projects will be assigned to the most suitable contractor. The RFQQ was issued on November 8, 2024, and bidders do not need to be on the Department of Enterprise Services' master contract to apply.

The RFQQ specifies that WDFW currently contracts out all net gunning projects and does not expect bidders to be qualified for that type of work. However, WDFW is open to building relationships with contractors to potentially take on that work in the future, with WDFW staff present. The RFQQ does not specify any set-asides or incumbents, and the funding source and requirements are not provided.

Washington Department of Fish and Wildlife Request for Qualifications and Quotations Amendment

RFQQ No.:
24-00024
Title:
WDFW Air Charter Services
Date issued:
November 8, 2024
Amendment No:
1

1. The purpose of this amendment is to provide answers to bidder questions provided to WDFW in accordance with Section 4.4, Pre-bid Conference and Bidder Questions.

a. Question 1: Does a bidder currently need to be on the Department of Enterprise Services’ master contract for this?

Answer: No, a vendor does not need to be on the current DES contract to apply to this contract.

b. Question 2: This appears to be a contract like a master service agreement and then the individual biologist will call when they have a project. If we get chosen, you'll have a bunch of awarded contractors?

Answer: This RFQQ is intended to be awarded to multiple bidders who meet the required qualifications for air charter services. The needs of WDFW biologists are diverse and this RFQQ aims to meet those needs through different contractors. As individual projects emerge, biologists will reach out to contractors who they think are the best fit for the project and WDFW will issue a work order under those contracts for service.

c. Question 3: One of the waterfowl biologists are requesting bubble windows on all the passenger doors of our helicopter. Is that the case for all your biologists?

Answer: No. Bubble windows are not important for other surveys.

1) Question 4: What about net gunning?

Answer: Currently, WDFW contracts out all net gunning projects and activities related to net gunning ungulates and does not expect bidders of this RFQQ to be qualified for that type of work. WDFW staff must be present for work with wolves, so there is the possibility of building a relationship between staff and contractors to take on that work in the future.

All other terms, conditions, and specifications remain unchanged.
