About this file

This document is an Addendum #2 issued by the University of Washington - Procurement Services for RFQQ 24-0423-KLE. The procurement seeks qualified suppliers to provide Ocean Bottom Seismometers and Low Frequency Hydrophones as part of the Regional Cable Assembly project. The addendum clarifies that the funding source is a Federal Grant, and the Certifications and Representations for Federal Grant Funded Purchases apply to purchases of $150,000 or more. It confirms that no services are required, and certain insurance requirements do not apply. The addendum also provides responses to several bidder questions, including specifications, optional components, and supplier capabilities. The RFQQ is due on 5/22/24 by 4pm.

Regarding pricing, the university states that its primary consideration is that the proposed instrumentation meets the technical specifications, and reasonable costs to provide systems meeting the required specifications can be accommodated. Bidders are encouraged to include options for the university to purchase the Digital Pressure Gauge (DPG) and Low Frequency (LF) Hydrophone as fully tested and integrated components, and provide clear pricing breakdowns. The university may elect to purchase all, some, or none of the optional components.

University of Washington – Procurement Services 4300 Roosevelt Way NE, Seattle, WA. 98105 Purchasing Information (206) 543-4500

RFQQ Due: 5/22/24 on or before 4pm RFQQ Number: 24-0423-KLE RFQQ Coordinator: Kassy Ellefson, ellefson@uw.edu

NOTICE TO ALL BIDDERS:

Addendum #2 is issued

RFQQ Q&A:

1. Please confirm which of the below Federal Terms and conditions apply to this bid: (i) Contract Terms and Conditions for Federal Contract Funded Purchases, (ii) Certifications and Representations for Federal Contract Funded Purchases, (iii) Contract Terms and Conditions for Federal Grant Funded Purchases, (iv) Certifications and Representations for Federal Contract Grant Funded Purchases.

The funding source is Federal Grant. The Certs & Reps for Federal Grants apply to purchases of $150,000 or more.

2. Can you please confirm that as no services are provided as per the scope of work, several contractual terms or obligations such as professional liability insurance as per the UW General Terms and Conditions 24. (d) do not apply? Further, please confirm that said contractual terms that do not apply therefore do not need to be called out as exceptions as part of our submission.

Confirming that no services are required as part of the scope of work and that Insurance requirements as noted in the UW General Terms and Conditions do not apply.

3. Please confirm that the specification “1.17, Seismometer’s magnetic susceptibility less than 0.003 m/s2/T” is meant to read “…less than 0.03 m/s2/T”

Yes, the specification should be “…less than 0.03 m/s2/T”

4. Are the LF hydrophone and DPG expected to be mandatory as part of offers? I.e. for price comparisons between offers, will hydrophone and DPG costs be included?

The offered system must include a digitizer that supports sampling the DPG and LF hydrophone according to the Technical Specifications.

While bidders are encouraged to include options for UW to purchase the DPG and LF hydrophone as fully tested and integrated components of the delivered system, proposals that do not include these components will be evaluated.

If DPG and LF Hydrophone are offered as options available for purchase, please provide a clear breakdown of pricing for the base system and optional components.

UW may elect to purchase all, some, or none of any optional components offered. Costs of each option will be evaluated to determine whether that option will be purchased.

5. Regarding the DPG, is the university able to comment on commercial offerings that will be able to meet the technical requirements?

There are no commercial offerings of which we are aware that meet the technical requirements. The Marine EM Laboratory at the University of California San Diego (https://marineemlab.ucsd.edu/instruments/dpgs.html) builds these instruments for the marine seismological community. Further information, including specifications and a contact for additional information, can be found on their website.

6. Will the University also consider higher performance APG systems as part of the proposal?

No, the DPG along with the horizontal seismometer channels can be potentially used to correct the vertical seismometer channel for tilt noise using the method of Crawford and Webb (2000). The DPG measures the pressure changes from infragravity waves, and in shallower waters wind waves. Higher performance APGs have too much self noise at the frequencies of interest to record infragravity waves sufficiently well for an optimal correction.

Crawford, W. C., & Webb, S. C. (2000). Identifying and removing tilt noise from low-frequency (< 0.1 Hz) seafloor vertical seismic data. Bulletin of the Seismological Society of America, 90(4), 952-963.

7. Are mechanical mountings for the auxiliary DPG and hydrophone sensors within the scope of this RFQQ?

Mechanical seafloor mountings for the auxiliary DPG and LF hydrophone are not required within the scope of the RFQQ. Bidders are, however, welcome to propose a mounting system as a purchase option.

8. Is the university able to indicate the budget available for this RFQQ?

Our primary consideration for this procurement is that proposed instrumentation meets the technical specifications. Reasonable costs to provide systems meeting the required specifications can be accommodated.

9. Would the University consider the use of super duplex stainless steel as a valid alternative to titanium?

Due to the expected 10-15 year deployment period buried in sediment, titanium is the preferred housing material.

10. Is on-site installation support and training required within the scope of this procurement?

No. On-site support and training are not required within the scope of the procurement. However, the purchased system is expected to be provided with complete product documentation and product support sufficient to enable successful configuration, deployment, operations, and recovery of the system.

All other RFQ terms and conditions remain the same.
