SOW FOR THE FACILITY HAZARDOUS WASTE REMOVAL AND EMERGENCY

RESPONSE SERVICES FOR THE ENVIRONMENTAL PROTECTION AGENCY, ESC,

FORT GEORGE G. MEADE, MD

1.1 Location: U.S. Environmental Protection Agency

Environmental Science Center

701 Mapes Road Fort Meade, Maryland 20755-5350

1.2 Period of Performance:

A twelve (12) month base period from the date of award, plus four (4) one year option periods.

1.3 Contract Officer’s Representatives (CORs):

Charles “Skip” Weisberg, Primary COR Susan Shinn, Alternate COR

1.4 Objective:

The EPA recognizes its responsibility to ensure that its facilities are in compliance with existing

Federal, State and Local regulations for entities which generate, store, treat and/or dispose of hazardous chemical wastes. In order to maintain the (ESC) in compliance with all of the various environmental regulations, the agency requires hazardous and non-hazardous waste removal and disposal services, as well as emergency response and spill cleanup services, from the private sector.

II. BACKGROUND

2.1 ESC

2.1.1 The US EPA ESC is a consolidated facility housing extensive chemical and microbiological laboratories from several different EPA organizations. These laboratory activities result in the generation of diverse chemical and microbiological wastes of varying quantities and toxicities.

2.1.2 The ESC is approximately 140,000 gross ft2 in size, with office space for 160 employees.

The main building is a three story building in the general shape of a “U”, with a basement under the center administrative portion of the facility. The top story (penthouse) and the basement of the building are mechanical spaces, while the first and second floors are primarily for Government activities. There are approximately seventy-four (74) analytical and support laboratories in the facility, housed in five (5) two story laboratory wings and a single one (1) story laboratory, storage and field operations wing. Above the laboratory wings are interstitial spaces where additional mechanical and laboratory services are located.

RFQ-PA-13-00016 Page 38 of 108

2.1.3 The EPA has assigned a waste identification number (MDR000000984) for the

ESC.

2.1.4 The facility hazardous waste removal and emergency response support services covered by this SOW include as primary function the collection, identification, internal transport, labeling, manifesting, off-site shipment and disposal of hazardous and non-hazardous chemical wastes from facility.

2.1.5 The term "Regulated Hazardous Waste" means any solid, liquid, semi-solid or contained gaseous material which is listed or determined hazardous by 40 CFR 261.20 - 261.34 waste characteristics. The term “Non-regulated waste” means any solid, liquid, semi-solid or contained gaseous material, whether or not a listed EPA or State of Maryland hazardous waste, that has been deemed a toxic material or potential pollutant requiring formal off-site treatment and/or disposal.

2.1.6 The ESC is classified as a large quantity generator by the State of Maryland. Therefore, the

ESC is allowed to accumulate hazardous waste on site for no more than 90 days, and may generate more than 1 kg per month of acutely hazardous waste or more than100 kg per month of hazardous waste.

2.1.7 The EPA Region 3 Regional Safety, Health and Environmental Management (SHEM)

Manager is the primary COR for this contract, and is considered the Hazardous Waste Manager and/or the Environmental Compliance Office for the ESC. The Regional SHEM, along with the ESC’s Local SHEM Manager (the alternate COR) and the ESC Waste Committee, develop waste disposal policy and procedures for the ESC in accordance with all Federal, State, local and Fort Meade requirements for all aspects of facility hazardous waste generation, storage and disposal.

2.1.8 The ESC Waste Committee normally meets once every two weeks (usually on the second and fourth Thursday of the month) and is composed of at least one representative from each of the following organizations within the Office of Pesticide Programs (OPP), Region III (R3), and other organizations:

· Analytical Chemistry Branch (ACB) - OPP

· Criminal Investigation Division (CID) - EPA Headquarters

· District of Columbia Government

· Environmental Services Assistance Team (ESAT) - R3 contractor

· Microbiology Laboratory Branch (MLB) - OPP

· Office of Analytical Services and Quality Assurance (OASQA) - R3

· Office of Enforcement, Compliance and Environmental Justice (OECEJ) - R3

· Office of Policy and Management (OPM) - R3

The waste committee is chaired by the ESC SHEM Manager (who is considered the ESC’s alternate Hazardous Waste Manager and/or the alternate Environmental Compliance Officer).

The Contractor shall be required to attend the ESC Waste Committee meetings at the direction of the

COR.

2.1.9 Although the ESC has only one EPA RCRA generator ID number (MDR000000984), the

RFQ-PA-13-00016 Page 39 of 108 facility has two separate 90-day hazardous waste storage areas. One of the 90-day hazardous waste storage areas (room J-118) is used solely for the storage of hazardous waste generated by the EPA’s Region III laboratory and field operations, while the other 90-day storage area (room B-100E) is used solely for the storage of hazardous wastes generated by the EPA’s Office of Pesticide Programs laboratories. Both of these 90-day hazardous waste storage areas have access restricted to only the SHEM Managers, Facility Management and the Contractor.

2.1.10 Hazardous waste removal from the ESC is structured in such a way as to require monthly hazardous waste pick-ups from the facility. The monthly hazardous waste pickups are performed on an alternating basis between the two 90-day hazardous waste storage areas in the facility, i.e., one month Region 3, the next month OPP, the following month Region 3 again and so forth. By establishing this monthly alternating schedule, the ESC only allows about 60-70 days for the accumulation of hazardous wastes between actual waste pick-ups from either of the 90-day hazardous waste storage rooms (J118 & B100E). The Contractor will submit an annual schedule for the monthly packing and pick-up of wastes to the COR for approval.

2.1.11 Proper handling, storage and internal transportation of any identified hazardous waste at the

ESC, which was generated on-site, are the responsibility of all ESC personnel, including the Contractor.

ESC personnel are required to continually document the constituents of wastes (hazardous and non-hazardous) generated in the facility, ensure that proper hazardous waste storage containers are used, labeled and being properly stored with secondary containment.

2.2 EMS

2.2.1 The ESC is committed to minimizing its impact on the environment and community as well as ensuring the health and safety of its employees. With the implementation of an EMS and a Safety and Health Management System (SHMS), the ESC has formalized systems to control numerous safety, health and environmental aspects. These aspects include purchasing and working with chemicals, managing hazardous wastes, and controlling air emissions to name a few. The EMS is an essential component of the ESC and follows agency environmental policies to integrate environmental stewardship into everyday operations.

2.2.2 The ESC’s EMS helps identify and manage the facility’s significant environmental aspects and impacts. An EMS is an organized approach that helps the facility to prevent pollution, reduce its environmental footprint, and comply with environmental rules and regulations. The EMS improves processes and operations that enhance environmental performance, while establishing practices and operational controls to ensure compliance with environmental regulatory requirements. In addition, the EMS provides a framework that helps define and achieve environmental goals through on-going targets and objectives.

2.2.3 The ESC’s EMS is part of a larger Middle-Atlantic multi-site EMS (MEMS). The MEMS is designed to conform to ISO 14001 (2004), which is the international consensus standard for Environmental Systems. ISO 14001 provides a globally recognized set of principles and standards for integrating environmental management into operations, quality control and other business activities. An EMS developed under ISO 14001 includes environmental policy and objectives, staff training and organization, performance measurements, health and safety, and emergency planning.

RFQ-PA-13-00016 Page 40 of 108

2.2.4 The EMS Manual and the EMS Policy are important EMS documents, which are readily available to ESC staff. The EMS Manual describes the steps for planning, implementing, maintaining, and improving the system. The ESC EMS Policy statement documents the facility’s intentions and principles in relation to environmental performance and provides the framework for setting environmental performance goals. The policy states the ESC’s commitment to the environment, its employees, and the public. In the EMS policy, ESC organizations pledge to do the following:

• To comply fully with the letter and spirit of all Federal, State, and local environmental laws and regulations.

• To consider environmental factors when making planning, purchasing, and operating decisions.

• To work continuously to improve the effectiveness of our environmental management programs.

• To provide appropriate training and educate employees to be environmentally responsible on the job.

• To monitor our environmental performance regularly through rigorous evaluations.

• To seek to prevent pollution before it is produced, reduce the amount of waste at our facility, re-use and recycle whenever possible, and support pollution prevention by our customers and suppliers.

• To maintain and improve the grounds of the ESC in an environmentally sensitive manner including land, water, wildlife and natural resources.

• To use energy efficiently throughout our operations, and support the efficient use of gas and electricity in our facility.

• To work cooperatively with the local community and other stakeholders to further common environmental objectives.

• To communicate and reinforce this policy throughout our organizations.

2.2.5 Identified facility activities that impact the environment are known as environmental aspects.

An environmental aspect is determined to be significant based on existing legal requirements, external inquiries, and the likelihood and magnitude of the environmental impacts. The following environmental aspects at the ESC have been determined to be significant:

· Air Emissions

· Chemical Resources

· Electricity Consumption

· Fuel Consumption (heating oil, natural gas)

· Fuel Consumption (gasoline, diesel) and Emissions from Mobile Sources

· Paper Consumption

· Radiation

· Storm Water

· Waste Generation

· Wastewater

· Water Consumption

2.2.6 Environmental Management Programs (EMPs) are in place for each significant environmental aspect. The EMPs are designed to manage activities that substantially contribute to the

RFQ-PA-13-00016 Page 41 of 108 impacts of the significant aspects and to achieve EMS targets and objectives. Operational controls are in place for activities associated with significant environmental aspects. If non-conformances are detected, the COR, local SHEM Manager, Facility Manager, and/or the EMS Coordinator initiates and documents corrective action.

2.2.7 Each employee, grantee, or contractor who works at the ESC must attend EMS awareness sessions, which are designed to cover basic information about the general structure and purpose of the EMS, as well as provide specific information regarding the ESC’s EMS.

2.2.8 As directed by the COR, the contractor is expected to participate in EMS team meetings and other EMS related functions (e.g., presenting facility recycling topics at earth day events, data gathering for EMS reporting, recycling assistance, etc.).

2.2.9 The contractor is expected to provide suggestions for improvements to processes and operations to enhance environmental performance, assist in further establishing sustainable practices, and follow established operational controls to ensure compliance with environmental regulatory requirements.

III. Types of Wastes at the ESC

There are seven basic waste categories at the ESC:

Sanitary Sewer and Laboratory Waste Water

Expired or Discarded Chemicals

· Laboratory wastewater is processed by the ESC neutralization system, then combined with facility sanitary sewer output before proceeding to the Fort Meade sewage treatment plant.

· Expired or tainted commercial chemicals that are removed from inventory and disposed of according to facility hazardous or non-hazardous waste disposal protocols.

Process Wastes · Hazardous and non-hazardous wastes resulting from the various analytical, operations and maintenance processes occurring at the ESC.

Sample Wastes · Environmental sample materials (excess samples, sample containers, vials, extracts, etc.) that no longer need to be retained and are disposed of according to facility hazardous or non-hazardous waste disposal protocols.

Microbiological Wastes · Microbiological wastes (typically destined for on-site sterilization through autoclaving).

Repository Wastes · Expired materials from the OPP pesticide repository are disposed of according to facility hazardous or non-hazardous waste disposal protocols.

Non-Hazardous Solid Wastes · All remaining solid wastes, including commodity waste, RFQ-PA-13-00016 Page 42 of 108 normal trash and all recycled materials.
