Amendment 0003 will incorporate the following: Attached Questions from solicitation.

The solicitation closing date remains November 17, 2016 at 2:00pm CST.

All other terms and conditions remain the same.

Mark Walker

Contracting Officer

Nov 10, 2016

The solicitation references a Reverse Osmosis system capable of processing 125 gallons per minute. Does the Terra Haute FCC currently have / own such a system? If the Terra Haute FCC does currently own a RO system capable of processing 125 gpm, is it in dis-repair, and if so is repairing the system something your team would consider?

Response: The Current RO system is the property of the current contract holder.

It is our understanding that the RO unit will not be purchased by the BOP and will remain the property of the vendor. Can you please confirm if this interpretation is accurate?

Response: The RO unit will remain the property of the vendor and will also be completely maintained by the vendor. The vendor will have to supply the RO system.

Does your team have the option to acquire the existing R/O system from the existing vendor?

Response: Our team does not have the option to acquire the existing R/O system from the existing vendor.

If the above is an option, is the preference of your team, to acquire and install a new system?

Response: Not an option.

Addressing an existing R/O system may involve additional costs. Will the existing contract holder be responsible for the dismantling and disposal of the existing R/O system?

Response: The existing R/O system will be removed by the current contract holder, the new contract holder will not be responsible for the removal of the old R/O system.

RFQ asks for start-up but does not mention installation. Should this be bid by the provider or will the FCC provide a contractor for installation/final piping and wiring completion with provider only starting up the system once installed?

Response: The provider will have to complete installation of any contractor supplied equipment.

Note: Line item for installation cost of the RO system was amended to the solicitation.

Request is for "up to 125 GPM". What is the expected actual demand once RO is started to the system? You mentioned it was over-sized to correct for temperature fluctuations so I am trying to determine the exact size needed.

Response: The requirement for the RO is that it has to be able to provide up to a 150 gallon per minute rate of purified water.

What size is supply piping to the RO? I believe I saw 6" and wanted to confirm.

Response: The supply piping for the RO is 3".

In the case of softener failure providing hard water to the RO, who is responsible for repairing the softener or any issues caused by interrupted soft water flow to the RO? Similarly, are we taking responsibility for the storage tank and transfer pump or is the FCC retaining ownership of repairs on these items? Wording on the RFQ left this for debate with the RO provider.

Response: FCC Terre Haute will retain the responsibility of delivering soft water to the RO. FCC Terre Haute will retain the ownership and the responsibility of the maintenance for the transfer pump and the storage tank.

If I understood you correctly, you want the RO to be completely turn key where we own the equipment, maintain the equipment, and repair any or all items…is that correct? That being said, what if lightning fries our control panel…is that our cost? (haven’t had that happen, but just wondering)

Response: The RO will need to be completely turn key as you have stated. All maintenance on the RO will be the responsibility of the provider.

“Daily testing of reagents” (page 2). Are we to provide the chemical testing reagents needed for FCC personnel to run chemical tests daily on all systems. Also are we to provide any test equipment that is also needed (typically burettes, conductivity and pH meters, fluorometer to read the fluorescent infused chemistry, etc.). The equipment will likely add several thousand dollars to the cost (if needed), so we wanted to make 100% sure that we have our quote correctly.

Response: We will need the testing reagents for the chemical tests that are ran daily but will not need the test equipment.

Is there any need that would require bisulfite for the dechlorination for the RO water? We were initially under the impression that we would need to provide bisulfite to dechlorinate the RO feed water, but the RO feed will be supplied with softened, dechlorinated water (thus making the bisulfite for the dechlorination unnecessary). We’re ok either way, we just want to make 100% sure we don’t leave out the dechlorination chemical, if it is needed. This is not to be confused with the “Oxygen Scavenger Boiler Pre-Treatment (Inorganic)”; we see that on the Commodity or Service Schedule and plan to provide that as part of our bid.

Response: We will still need the bisulfite for dechlorination.

In the “Commodity or Service Schedule” on item 0001J, it mentions “Potable Water Treatment (Sodium Permangenate) test Reagent, 3000 lbs”. We believe this is permangenate needed for the potable water (and thus not technically a “test reagent”), but we wanted to make 100% sure. The difference between 3000 LBs or 3000 powder pillows used as a test reagent would be a huge difference.

Response: This is not a test reagent.

We have included replacement of the tower controller in our bid. I understand from BOP personnel on site that this will be required although it is not requested in the solicitation. Please confirm that this is correct.

Response: That is correct.
