About this file
This file is a Questions and Answers document (Part 2) for RFQ-NHLBI-03869, addressing vendor inquiries regarding a Scientific Automated -80°C Ultra-Low Temperature (ULT) Freezer System procurement by the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI).
The document clarifies several key technical and commercial requirements. Regarding pricing terms, vendors may quote using DDP Prepay & Add methodology, with freight and import fees to be added to the final invoice once received. For the freezer installation, fire code compliance requires a fire suppression system with sprinkler penetrations in the freezer ceiling and/or sidewalls; detailed drawings from the engineer will specify sizes and locations. The facility has structural limitations with two ceiling beams estimated at 11'7" height (with 1" tolerance), creating a working height of 11'6" and requiring workarounds for units exceeding this clearance despite the 12' ceiling height quoted in technical requirements. Regarding inventory, the preferred approach is for vendors to include in their quote an estimate for filling approximately 80% of the freezer with trays while maintaining flexibility for future tray selection adjustments; vendors should provide a comprehensive itemized price list of all available tray options. The freezer system must be capable of picking samples at both -20°C and -80°C temperatures. These answers provide essential clarifications for vendor proposal preparation and cost estimation.

RFQ-NHLBI-03869 – Part 2
1. What are your Incoterms? We typically quote DDP Prepay & Add
1. What are your terms & conditions?
1. Is there a need for the store manufacturer to provide a fire suppression system, penetrations for sprinklers, or other? There's none listed in the RFP. And if there is can you please add the requirements to the RFP?
Yes, the fire code for the building does require a fire suppression system that includes penetrations in the freezer ceiling and/or sidewalls for sprinklers. I am waiting for the drawings from the engineer that will show the sizes and locations of the penetrations and other requirements.
1. What is the height to the two beams that were estimated to be 11' 6" above the floor. It was previously understood that this would be determined by the final finished flooring and overall flatness.
Height to the two beams that would cross the depth of the unit is still estimated at 11’ 7” with a 1” recommended tolerance. Thus, as you note, the estimated working height in those two locations is 11’6”. These beams do disrupt the 12’ ceiling height quoted in the technical requirements and will require a work around where those beams cross for any unit with a height larger than 11’6”. Drawing attached.
1. Is there a quantity of each labware type that we need to initially store and provide trays for? And do we need to provide enough trays for that quantity of tubes that will initially go into the store?
0. Or is the preference that we list each tray, and the associated itemized price, and they get purchased later on a need-be-basis?
The preferred approach is to include in the quote an estimate for filling roughly 80% of the freezer with trays, which will encumber the funds for trays alongside the freezer purchase. As the freezer project progresses and the legacy sample collection becomes more clearly defined, maintaining flexibility in tray selection will be most advantageous. For effective planning, it would be beneficial if the vendor could supply a comprehensive list of all available trays, each accompanied by its itemized price.
1. The RFP does not state that the price should include freight and import fees. And we typically submit our quotes as "prepay & add" - meaning that we add those charges to the final invoice once we have received them. Is this approach acceptable by NIH?
1. Is there a requirement to pick samples at -20C, -80C, or a combination of both?
The requirement is to pick samples at a combination of both -20C and -80C.
