About this file
This file is a Questions and Answers document (Part 1) for RFQ-NHLBI-03869 addressing vendor inquiries regarding pricing terms, contract conditions, and freight charges for a Scientific Automated -80°C Ultra-Low Temperature (ULT) Freezer System procurement by the National Institutes of Health National Heart, Lung, and Blood Institute (NHLBI).
The document clarifies three key vendor questions: (1) Incoterms must be DDP Prepay with all costs incorporated upfront in the quote, as the government system does not permit additional invoice charges; (2) applicable contract terms and conditions include standard FAR clauses covering contractor ethics, personnel verification, debarment protections, commercial products/services, labor standards, diversity requirements, sustainability, and payment procedures via electronic funds transfer; and (3) all freight and import fees must be included in the quote submission by the deadline of 7/8/26, as the government's system cannot accommodate cost overages beyond the quoted invoice amount. These responses establish firm pricing parameters requiring vendors to provide comprehensive, all-inclusive quotations without post-award adjustments.

6. The RFP does not state that the price should include freight and import fees. And we typically submit our quotes as "prepay & add" - meaning that we add those charges to the final invoice once we have received them. Is this approach acceptable by NIH?
All freight and import fees should be added to the quote when it is submitted on 7/8/26. Our system does not allow for overages beyond the cost of the invoice.
