Statement of Work for Upper East Fork Mill Creek and Wildermuth Restored Wetland Project SSWR 4.1.A.5

Microbiological and Chemical Exposure Assessment Research Division

Microbial Exposure Research Branch, Cincinnati, OH

1. Project Description:

The immediate goal of the project is to determine, over a period of one year (with an option for an additional year if necessary), (1) the influence of stormwater upon the water quality of the

Upper East Fork Mill Creek and (2) the effectiveness of a constructed Wildermuth Wetland to mediate/reduce any contamination that might occur from stormwater influence. This type of data can be used to inform future regulations/standards regarding the application of Green

Infrastructure such as constructed wetlands, as there are currently no standards for such water systems. Monitoring the effectiveness of constructed wetlands for mediating water quality parameters could potentially promote construction of more of these types of sites for reducing risk to public health from contaminated stormwater.

2. Description of Sampling Services:

Citizen scientists will be recruited by a contractor to assist in the procurement and processing of a total of approximately 250 samples (dry weather, wet weather, and controls) taken with battery operated autosamplers at the Upper East Fork Mill Creek/Wildermuth Wetland site over a one year period (with an option for an additional year if necessary). The contractor will recruit/supervise/oversee the participation of the citizen scientists.

Autosampler #1 will be placed upstream of the Wildermuth wetland outlet for sampling of the

Upper East Fork Mill Creek (not influenced by water from the wetland area) during both dry weather and wet weather events.

Autosampler #2 will be located within the Wildermuth wetland at a site prior to the outlet structure releasing water to Upper East Fork Mill Creek (for sampling water releasing from wetland during wet weather events but not influenced by Upper East Fork Mill Creek).

A wet weather event for the Wildermuth wetland will be defined as “the occurrence of a total one-inch of rainfall precipitation” (over a 24 hour period or less).

A dry weather event will be defined as any period receiving no precipitation during the previous

72 hours.

Because it requires one hour to transport samples from the Upper East Fork Mill

Creek/Wildermuth site to EPA laboratories at AWBERC, a maximum of three samples (at zero hour, two hour and four hour) can be taken for each day per event. The number of samples taken over a 24-hr period will depend upon the availability of personnel and access to laboratories (at EPA and on-site at Wildermuth).

Water from the Upper East Fork Mill Creek will divert into the Wildermuth project only when stream has high level of volume as a result of receiving stormwater (as a result of one-inch of precipitation over a period of 24 hours or less) from the local watershed.

Existing retention ponds at a water reclamation facility adjacent to the site also release into the central portion of the Wildermuth wetland during all weather, it will be necessary to sample the wetland during dry weather to determine the extent of influence of this retention pond water.

Wet weather samples would come from both Upper East Fork Mill Creek autosampler #1 and from Wildermuth autosampler #2.

Over the 12 month period of the project it is anticipated that a tentative total of 216 samples

(both dry weather and wet weather) will be taken.

Dry weather samples - 18 sampling events, two autosamplers, six samples total, = 108

Wet weather samples - 18 sampling events, two autosamplers, six samples total, = 108

An additional 34 samples will be taken as needed for control purposes.

Under contractor supervision, citizen scientists will collect and transport samples from each sampling period to a laboratory located at the nearby Butler Water Reclamation Facility where basic water quality parameter testing will be performed using approved Standard Methods

(APHA) procedures (pH, total phosphate, total nitrogen, turbidity, conductivity). The contractor will also collect and transport samples volumes needed for testing performed at AWBERC laboratories in Cincinnati.

The contractor will develop an approved Quality Assurance Project Plan, perform duties as requested and will maintain careful and accurate records which will be the property of the

Environmental Protection Agency.

3. Required Expertise, Skills, Education and/or Experience:

The contractor will have previous experience with (1) water quality parameter testing of samples taken from the Upper East Fork Mill Creek, (2) experience with supervising citizen volunteer scientists, (3) operation/maintenance of autosamplers and (4) preparation of quality assurance project plans.

4. Description of Working Conditions:

Testing of basic water quality parameters will be performed in a laboratory at the Butler Water

Reclamation Facility and will be governed by the USEPA quality assurance system.

Personnel requirements will be: One supervisory position – 300 hours One laboratory technician – 500 hours

Laboratory requirements will be: Total Phosphorous Testing (HACH), 300 tests Phosphate Standard Solutions, 300 tests

NitraVer Test B Testing (HACH), 300 tests Nitrogen-Nitrate Standard Solutions, 300 tests

125 ml and 250 ml sampling bottles, 108 of each Pipet tips, 5000uL and 2000uL, 1000 of each pH Meter and Calibration Standards (4,7,10), two sets

Conductivity equipment and Calibration Solutions

Equipment for Turbidity measurements

Equipment for Dissolved Oxygen measurements

Additional requirements:

Construction of two platforms for autosampler placement near the Upper East Fork Mill Creek.

Transportation costs for approximately 2,000 total miles during project period.

6. Duration and Billing:

Work will begin on or about January, 2016. Sampling will occur over a period of 12 months

(with an option for 12 additional months if necessary). Expense billing will be submitted to EPA on a Quarterly basis. Advance payment will be considered for disposable supplies necessary for laboratory analyses.

7. Communications and Data Reports:

The contractor will meet with EPA personnel at the Butler Water Reclamation Facility on a monthly basis to review recent sampling and laboratory analysis efforts. A quarterly written report will be prepared by the contractor and a hardcopy submitted to EPA.

8. Taxes:

The Contractor is responsible for paying all Federal, State or local income taxes required as a result of income received under this order.

Contact: Dr. Dennis Lye (lye.dennis@epa.gov)

9. Quality Assurance Surveillance Plan

The government shall rely on the contractor to accomplish all inspection and testing needed to ensure that supplies or services acquired conform to contract quality requirements before they are tendered to the Government. The contractor is responsible for performing or having performed all inspections and tests necessary to substantiate that the supplies or services furnished under this contract conform to contract requirements, including any applicable technical requirements for specified manufacturers’ parts.

The contractor shall provide a quality assurance surveillance plan for evaluation. Please see instructions for additional information.
