About this file

This document is a Questions and Answers clarification for RFQ 516619 concerning the procurement of a computer room air conditioning unit for Oak Ridge National Laboratory.

The required equipment consists of one indoor unit and one outdoor condenser unit rated 7 to 35 kW indoor and 7 to 56 kW outdoor, 3-phase 208V, air-cooled, with iCOM controls and NRTL certification. Acceptable products must feature upflow or front/top air discharge only (no downflow), operate at 95°F or less outdoor ambient temperature, incorporate BACnet protocol for network connectivity, and include lower-end sound levels. Humidification, reheat, condensate pump, return smoke sensor, leak detector, and floor stand are not required. Equal products must be supported by complete specification sheets and must use iCOM controls exclusively; manufacturer-specific controllers are not accepted. Delivery must occur to Oak Ridge National Laboratory, 1 Bethel Valley Road, Oak Ridge, Tennessee 37830, with shipments accepted Monday through Friday, 7:00 a.m. to 3:00 p.m. local time. The delivery date of 12/31/2026 or sooner is preferred. FOB is destination, pre-paid and add. For shipments exceeding 150 pounds or requiring commercial carrier routing, sellers must email logistics information to logistics@ornl.gov. Quotations must include product data sheets, drawings, operations and maintenance manuals, and test reports. Reseller authorization documentation (manufacturer letter of authorization or valid distributor-reseller relationship proof) must accompany quotes. Factory startup and commissioning only are required; installation, piping, and training are handled separately. A minimum one-year warranty effective on the startup date must cover parts, labor, and compressor. Insurance requirements are detailed in the specified ORNL Insurance Form at the provided URL.

RFQ516619-Questions & Answers

1. Or equal criteria. FAR 52.211-6 applies. Beyond the BOM items (indoor and outdoor unit, iCOM controls, 3 phase 208V, 7 to 35 kW indoor and 7 to 56 kW outdoor, air cooled, NRTL), are there other salient characteristics an equal must meet, such as footprint, airflow direction (upflow or downflow), humidification, reheat, refrigerant type, sound level, or a specific control protocol (BACnet, Modbus, SNMP)? What documents do you want to show an equal is acceptable?

Answer-Upflow or front output only, no downflow. No humidification or reheat features needed. Sound level preferably on lower end of normal.

BACnet protocol. Would want a complete spec sheet to see if equivalent is acceptable

2. Controls. If we offer an equal, does the control system need to match iCOM functions, or will the maker's own controller be accepted?

Answer-iCOM only

3. Quantity. The BOM quantity column is blank. Please confirm the quantity is 1 indoor unit and 1 outdoor condenser.

Answer-Qty is 1

4. Delivery and FOB. Please confirm the full ship-to address, any receiving hours, dock or liftgate needs, and whether delivery is to a dock or inside the building. Is delivery on or before 12/31/2026 a hard date?

Answer-

FOB-Destination Pre-Paid & Add

Oak Ridge National Laboratory, 1 Bethel Valley Rd, Oak Ridge TN 37830

Delivery Hours

NOTE: Deliveries are accepted Monday through Friday, from 7:00 a.m. to 3:00 p.m. (Local Time). Any shipment offloads that require the use of a crane after 1:00 p.m. must be coordinated specifically with the Company's Receiving Department or may be rejected.

For shipments exceeding 150 pounds or that must be shipped via a commercial LTL or TL common carrier routing instructions to be provided by Oak Ridge National Laboratory Transportation Group:

Seller to email the following information to logistics@ornl.gov Purchase Order number Item description Origin- Shipping Point Destination (anything that differs from ORNL- Bethel Valley Road) Estimated Weight, dimensions, and outer package (crate, pallet, box, etc.) Special considerations- value, refrigeration, etc.

As of now 12/31/2026 or sooner is preferred

5. Installation and startup. Is this supply only? Do you need factory startup, commissioning, refrigerant piping, line sets, or training as part of the quote, or are those handled by others?

Answer-Factory startup and commissioning only

6. Warranty. What warranty term do you need on parts, labor, and compressor? Should it start at delivery or at startup?

Answer-1 year warranty minimum effective on startup date

7. Submittals. Besides the quote and signed Attachment D, do you want product data sheets, drawings, an O&M manual, or test reports with the quote or after award?

Answer-Yes with Quote

8. Reseller proof. What evidence of authorized reseller status do you want with the quote?

Answer- Manufacturer Letter of Authorization, or Documentation showing a valid manufacturer-distributor-reseller relationship.

9. Accessories. Are a floor stand, condenser mounting legs, or wind or seismic kits required?

Answer- No additional accessories are required

10. Is the RFQ to replace an existing computer room unit? If so, can you provide the existing model and serial number?

Answer-No

11. Will the air discharge downflow into a raised floor, or discharge out the front of the unit for a non-raised-floor application?

Answer-Front or top discharge. Not downflow

12. Do you need a humidifier and electric reheat?

13. Do you need a condensate pump, or will a gravity drain be okay?

Answer-Gravity drain is fine

14. Is remote monitoring required? If so, what protocol is needed?

Answer-Remote as in network connectivity? Yes. If it’s remote as in the ability to talk to some kind of cloud service run by the manufacturer, no. Eventually we would like to tie this into an iCOM-S, but are not wanting to purchase one as part of this quote. Not sure which protocol to specify.

15. Is a return smoke sensor required?

16. Do you require a point leak detector or a zone/rope type leak detector?

17. Do you need a floorstand or return plenum?

18. 95F outdoor ambient temperature?

Answer-Yes, or less

19. Insurance: does the requirement impose insurance coverage on the prime contractor, and if so, what minimums apply, when must certificates be demonstrated (with the offer, at award, or before performance), and can the performing subcontractor's coverage satisfy it?
