About this file

This document is an Amendment to Request for Quote (RFQ) No. 426263 for a Helium Liquefier Plant, issued by Brookhaven Science Associates (BSA) on behalf of the U.S. Department of Energy. The amendment extends the quote due date to July 5, 2024 and provides answers to questions submitted by potential bidders. Key details include:

The Helium Liquefier Plant is required to be delivered to Brookhaven National Laboratory within 20 months of contract award. The contract type is Firm Fixed Price with Net 30 payment terms. The RFQ contains a detailed set of requirements for the system, including cooldown return circuits, mix mode operation, temperature and pressure stability, control system, and other technical specifications. Potential bidders were provided clarification on several requirements, such as the number of cooldown return stages, flow control, and heat leak budgets. The solicitation has been posted on SAM.gov, and any questions must be directed to the Contracts Specialist, Ben Furlow.

Amendment 1 to RFQ Letter 426263

The purpose of this amendment is to extend the solicitation date and provide all prospective bidders with answers to submitted questions per the “Questions Due Date” of May 24, 2024.

Specifically, the following is noted:

1) The “Quote Due Date & Time” is now: July 05, 2024 – 5:00 p.m. EDT

2) Submitted clarifications/questions and their corresponding answers are listed here:

Concerning the C-A Department Specification for the Helium Plant for Bldg. 912 Cryogenic System Upgrade (Rev E) – Part 3 – Requirements

• 3.3.3 Cooldown return circuit:

There is no return at 80K for the HELIAL LL range. Recent references of HELIAL LL, there are 3 cool-down returns: at around 50K / at around 15K and at 4.5K for nominal operation.

Is it possible to ask only for 2 different temperature stages return and not specify the temperature range?

The 50K is acceptable instead of the 80K.

• 3.4.2 Mix Mode:

RFQ No. 426263 - Amendment 01

November 2023 2 of 2 AMS-Template-003 Rev. 3

If this is a liquefaction mode, can you please confirm that the return temperature is at ambient temperature? The line "return" mention 4,45K.

This is an error. Correct, should be 300K.

• 3.4.5 Stability:

Is the temperature stability needed at the dewar subcooler outlet or at the cold box supercritical interface?

This pressure stability +/-3mbar is difficult to achieve.

Temperature stability is needed at the dewar subcooler outlet. State nominal expected temperature stability upstream of the JT/supercritical location and return pressure stability when operating in 100% liquefaction mode.

• 3.11.4 Control Panel, Junction Panel and Cable / Wiring:

Is this possible to be NRTL listed?

NRTL is acceptable.

• 4.9 Vacuum Breaks and Thermal Transitions:

Is the double leg vacuum break requirement also applicable for LN2 lines?

The existing standard vacuum break interface for the LN2 and Helium interface is acceptable.

• 4.11.3 Helium Valves Heat Leak:

Is the heat leak mentioned needed or do we guarantee the performance of the system with the performance test on the LHe dewar? Same question for all the heat leak budgets mentioned in the document.

Section 4 is a general requirement and in the case where the plant performance already includes the valve heat leaks it is not necessary to take these into account.

• 3.11 Control System:

BSA asked for 2 separate return interfaces. See §3.3.4: "4.5K Vapor return from load". Still in the §3.11 " Control System", there is neither requirement about specific mode, nor flow description through the return lines. Are these returns lines supposed to work in parallel? This could lead to a de-stabilization of the process. What would be the flow repartition?

The cooldown return circuit (#5) and the 4.5K return (#6) will work in parallel.

If once test article is cold and operating at 4.5K, another test article will be cooling down.

We will also have cross-over valves and flowmeters on our cryo-distribution to switch to the 4.5K vapor return ahead of returning to the coldbox. It would be BSA’s responsibility to control and throttle the flows into the returns and control the loading of the plant. I assume you will have interlocks to trip the plant if an operator error is made.
