About this file

This is a Questions and Answers document for Rhode Island Department of Environmental Management's Request for Quotations (RFQ27006869) regarding design, layout, production, and printing services for three magazines serving the Divisions of Fish and Wildlife and Marine Fisheries. The scope includes the Rhode Island Saltwater Fishing Magazine (25,000 copies annually), Rhode Island Freshwater Fishing Magazine (25,000 copies annually), and Rhode Island Hunting and Trapping Magazine (18,000 copies annually). The solicitation requires vendor questions by August 17, 2026 at 2:00 p.m. EDT and quotations due by August 31, 2026 at 12:00 p.m. EDT. The contract term is five years beginning October 1, 2026 with no renewal options. Delivery requirements include both print and digital editions in PDF, page-flipper, web, and app-ready formats, with the Saltwater Magazine shipped to a single state address, while Freshwater and Hunting magazines require distribution to multiple vendors, distributors, cities, and towns in addition to the primary state address.

All pricing must be inclusive of shipping and delivery charges, with the state anticipating that advertising sales will offset a majority of production and printing costs. The state reserves the right to adjust distribution quantities throughout the contract period. Page counts for the magazines include advertising pages, and the successful vendor is responsible for producing digital outputs suitable for placement across multiple formats but is not required to host the agency's website or develop a standalone webpage or application. Minority business enterprise participation of a minimum 15% of the dollar value is required. Insurance requirements include general liability at $1 million per occurrence, workers' compensation at $100,000 per accident/disease/employee, and automobile liability at $1 million combined single limit. A 0.33% contract administrative fee will be withheld from all invoices, and all submissions must be made electronically through Ocean State Procures with no late submissions accepted.

Questions & Answers

DEM Saltwater, Freshwater, and Hunting and Trapping Magazines

Questions Answers

1. We would need the list of delivery destinations and quantity per destination to figure out the shipping cost.

The list of delivery destinations and quantities is still being produced as this is a new endeavor for our agency. The amounts to follow are estimations and the State reserves the right to adjust these numbers throughout the contract period. The Saltwater Magazine will only need to be shipped to the address specified in the solicitation. The Freshwater Magazine will require shipment from the printer to our distributors, cities, and towns, with the remaining amounts delivered to the address specified in the solicitation; currently we are anticipating boxes of 50 quantity will be sent to 53 distributors and boxes of 150 quantity will be sent to 38 distributors for a total of 8,350 magazines shipped to 91 distributors; the remaining 16,650 magazines will be shipped to the address specified in the solicitation. The Hunting Magazine will also require shipment from the printer to our distributors, cities, and towns, with the remaining amounts delivered to the address specified in the solicitation; currently we are anticipating boxes of 34 quantity will be sent to 36 distributors and boxes of 34 to 204 quantity will be sent to 57 distributors for a total of 3,162 to 12,852 magazines shipped to 91 distributors; the remaining 5,148 to 14,838 magazines will be shipped to the address specified in the solicitation. All pricing is to be inclusive of shipping / delivery charges.

2. Are ad sales expected to cover the full cost of printing and shipping? Or does [DEM] pay the balance?

The Division expects to have to cover costs associated with the magazines but expect that the ad sales off set a majority of the costs.

3. What ad rates are you charging / have you charged previously?

We do not know as we didn't handle this, that was all handled by our current vendor, and we weren't provided with that information.

4. Are there repeat advertisers? Yes, there have been repeat advertisers, but we have no contact with the companies or the costs associated with it.

5. Is there a list / database of previous ad sales attempts and contact information (phone numbers and email addresses)?

No, that is the proprietary information of our existing vendor.

6. In the creative deliverables they mention web and app. Are they expecting us to also build a webpage and an app? Those would require a lot more detail to quote properly.

(Or do they mean they want a print-ready pdf AND a “page-flipper” pdf for their website and other digital needs)?

We are looking for the vendor to provide print and digital (pdf, page-flipper, web-edition & App edition) versions of the magazines. No designing of a webpage or an app is required, but digital outputs for placing in / opening across all formats are required. Current digital publications can be viewed at https://www.eregulations.com/rhodeisland; to clarify, the successful vendor is not expected to host the website itself.

7. Does the page count include the advertising pages or would ads increase the page count?

(How many pages of actual content do you anticipate)?

Yes, the page count includes the advertising pages.
