About this file
This is a Project Manual for a construction contract issued by the Rhode Island Division of Capital Asset Management and Maintenance (RI DCAMM) for electrical work at the John O. Pastore Center Campus Medium Security facility in Cranston, Rhode Island. The project involves the installation of new underground 5KV feeders, conduit sealing, manhole and splice cabinet grounding, medium-voltage feeder protection relays, relay ethernet/SCADA hardware, NETA testing, selective demolition, and site/civil work. The work is organized in three phases, with each phase to commence within 90 days of the Notice to Proceed and reach substantial completion within 365 days. The contract will be constructed under multiple prime separately bid contracts with coordinated, concurrent execution. Key personnel include Project Engineer Jason Curtis (Mechanical) and Michael James Rossini (Electrical), both signed on 06/24/2026. The project manual establishes comprehensive requirements for contractor coordination, scheduling, documentation, and quality assurance, with strict work hour limitations of 7 a.m. to 3 p.m. Monday through Friday unless otherwise coordinated with DCAMM for outages and utility shutdowns. All work must coordinate with DCAMM operations and maintain existing facility access, with contractors required to provide standby generators for essential facilities during utility interruptions.
The contract requires submission of detailed construction schedules using CPM (Critical Path Method) scheduling software, coordination drawings, daily construction reports, photographic documentation, and regular progress meetings. Contractors must comply with DCAMM's requirements for drug and background screening of personnel, provide identification tags, and adhere strictly to OSHA safety requirements for confined space entry. Submittal procedures mandate use of web-based project management software (Procore) for all coordination, with action submittals requiring Engineer and Owner approval and informational submittals submitted for record purposes. The contract establishes procedures for handling substitutions, contract modifications, RFIs, and change orders, with specific timelines for Engineer responses and approval processes. Construction must maintain existing utility services, protect landscape features, and minimize disruption to DCAMM occupancy throughout the project duration. The document specifies comprehensive documentation requirements including record drawings, operation and maintenance data, and demonstration and training provisions to be completed prior to final project acceptance.
