About this file

This is Amendment 0001 to Solicitation RFQ-26-PHX-050 for Nonpersonal Hospitalist Services, consisting of solicitation revisions and questions and answers addressing contractor inquiries.

The amendment clarifies seven major aspects of the original solicitation. The Government will make a single contract award rather than multiple awards. Representative sample CVs/resumes are required with quotations for evaluation purposes, while credentialing, privileging, licensure verification, certifications, health screenings, onboarding documentation, and other provider-specific documentation are required only from the successful contractor after award. Relevant corporate experience now includes acute inpatient care settings in lieu of ambulatory care settings. Section E has been revised to clarify that the Government will evaluate total price for the Base Period and all Option Periods in determining total evaluated price for award, and price evaluation will review completeness, mathematical accuracy, reasonableness, balance, and consistency with solicitation requirements. The Government also clarified its comparative evaluation methodology and made minor administrative and formatting revisions that do not change the scope of the requirement.

The questions and answers address contractor concerns regarding scope clarification, submission requirements, credentialing documents, formatting, closing date extension, and clinical privileges. The Government confirmed the requirement is for Hospitalist Services in support of Phoenix Indian Medical Center, not Emergency Medicine services. Contractor Hospitalist physicians shall perform only those procedures for which they have been credentialed and specifically privileged by the medical center, with no guarantee that any specific clinical privilege will be granted. The Government determined the current solicitation closing date provides adequate time for review of Amendment 0001 and remained unchanged.

The solicitation has been revised as follows:

1. Single Award Clarification

The solicitation has been revised to clarify that the Government intends to make a single contract award under this solicitation. References indicating the possibility of multiple awards have been removed.

2. Proposal Submission Requirements

Section D has been revised to clarify the distinction between documents required with the quotation and documents required after contract award.

The solicitation now expressly states that:

• Representative sample CVs/resumes are required with the quotation.

• Credentialing, privileging, licensure verification, certifications, health screenings, onboarding documentation, and other provider-specific documentation identified in the Performance Work Statement are required only from the successful Contractor after award.

3. Corporate Experience

Section D has been revised to clarify that relevant experience includes acute inpatient care settings in lieu of ambulatory care settings.

4. Evaluation of Option Periods

Section E has been revised to clarify that, in accordance with FAR 52.217-5, the Government will evaluate the total price for the Base Period and all Option Periods in determining the total evaluated price for award.

5. Price Evaluation

Section E has been revised to clarify that price evaluation includes review for:

• Completeness

• Mathematical Accuracy

• Reasonableness

• Balance

• Consistency with the solicitation requirements

6. Comparative Evaluation

Section E has been revised to clarify the Government's comparative evaluation methodology and remove language that could be interpreted as inconsistent with the solicitation's comparative evaluation procedures.

7. Administrative Revisions

Minor administrative and formatting revisions have been made throughout the solicitation for clarity and consistency. These revisions do not change the scope of the requirement.

Part II – Questions and Answers

Question 1

The solicitation appears to reference Emergency Medicine providers although the solicitation is for Hospitalist services. Can the Government clarify?

Government Response

The Government reviewed the solicitation and confirmed that the requirement is for Hospitalist Services in support of Phoenix Indian Medical Center. No change to the scope of the requirement has been made.

Question 2

Can the Government clarify which documents are required with the quotation?

Government Response

Only the documents identified in Section D of the solicitation are required with the quotation.

Representative sample CVs/resumes are required for evaluation purposes.

Question 3

The Performance Work Statement lists numerous credentialing documents. Are these required with the quotation?

Government Response

No.

Credentialing, privileging, licensure verification, certifications, health screenings, onboarding documentation, and other provider-specific documentation identified in the Performance Work Statement are required only from the successful Contractor after award.

Question 4

The solicitation contains formatting issues.

Government Response

The Government reviewed the solicitation and made minor administrative revisions for clarity and consistency. No changes have been made to the scope of the requirement.

Question 5

Will the Government extend the solicitation closing date?

Government Response

The Government has determined that the current solicitation closing date provides adequate time for prospective quoters to review Amendment 0001 and submit quotations.

Therefore, the solicitation closing date remains unchanged.

Question 6

The Performance Work Statement references procedures that Hospitalist physicians may perform if privileged. Can the Government clarify whether contractor Hospitalist physicians are expected to perform these procedures?

Government Response

Contractor Hospitalist physicians shall perform only those procedures for which they have been credentialed and specifically privileged by Phoenix Indian Medical Center.

Core Hospital Medicine privileges currently include procedures such as paracentesis, thoracentesis, and lumbar puncture. Certain procedures, including placement of central venous catheters, are not included within the core Hospital Medicine privileges and require separate privileging through the Medical Staff credentialing and privileging process.

Nothing in the solicitation or resulting contract guarantees that any specific clinical privilege will be granted.
