About this file

This Scope of Work document outlines the requirements for the City of Ocala, Florida's procurement of a permanent monument sign for Water Treatment Plant #1 (WTP #1) under RFQ WRS260436. The City seeks a professionally designed masonry and stone-facing monument sign measuring 4-6 feet tall and 6-8 feet long that will serve as wayfinding and display the City's brand at the WTP #1 entrance located at 1808 NE 36th Avenue. The sign must incorporate the City logo, treatment plant address, and the text "City of Ocala Water Treatment Plant #1 1808 NE 36th Avenue," with lettering specifications requiring the Ocala logo in specific Pantone colors and Times New Roman font for the address. The sign will be illuminated by an existing ground-installed flood light and must remain visible 24 hours daily with weather resistance and 30+ year life expectancy. A mandatory pre-bid meeting is scheduled for March 12, 2026, at 9:00 AM at the Water Treatment Plant site, and attendance is required to submit a bid. The project must be completed within 90 consecutive calendar days from the Notice to Proceed, with work performed Monday through Friday, 8:00 AM to 5:00 PM. A one-year warranty on parts and labor is required, and bidders must submit a detailed preliminary sign rendering including material specifications, color samples, and dimensions as part of their bid package.

The budget for this turnkey project is $10,000 to $15,000 installed, with all labor, materials, and installation provided by the contractor. Bids will be awarded on a lump sum basis to the lowest responsive, responsible bidder meeting all requirements. Bidders must demonstrate a minimum of ten years of documented experience designing and installing monument signs and provide three completed projects of similar scope. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automotive Liability ($1,000,000 combined limit), and Workers' Compensation per Florida statutory requirements. No building permit is required; however, the sign must comply with Ocala Code Section 110-157 for ground signs in GU zoning, including maximum height of 8 feet, 25-foot side setbacks, and 32 square feet maximum sign area. Contractors must be current on all obligations due to the City, and payment may be offset by delinquent amounts. Invoice submission occurs after the Project Manager inspects and approves the installed sign.
