The Government will award a single Firm-Fixed-Price purchase order resulting from solicitation W911S0-26-Q-A013 to the responsible quoter whose quote represents the

Lowest Price Technically Acceptable (LPTA). Quotes will be evaluated on a

Acceptable/Unacceptable basis across three factors. An "Unacceptable" rating under

Factor 1 or Factor 2 will render the entire quotation ineligible for award.

4.2 Factor 1: Technical Capability (Acceptable/Unacceptable)

To be rated Acceptable, the single submission's Technical Capability section must satisfy all of the following requirements:

1. Technical Understanding: Demonstrates a comprehensive, logical methodology for disconnecting existing hardware, installing the APC Smart-UPS 20000 units and battery banks, and executing all wiring and conduit connections in accordance with

Section 3.

The Government will evaluate the offeror's record of recent and relevant past performance provided in Section 2 of the submission:

• Recency: Projects completed within the last three (3) years from the date of solicitation issuance.

• Relevance: Projects involving commercial/industrial electrical installations, UPS replacements, high-capacity battery bank replacements, or emergency backup power integration.

• Rating: Offerors demonstrating consistent, high-quality past performance and adherence to safety and environmental standards will be rated Acceptable.

• Neutral Standard: Pursuant to RFO guidelines, an offeror with no record of recent or relevant past performance will receive a Neutral rating, which is treated as

Acceptable.

4.4 Factor 3: Price

• Quotes will be ranked based on the lump-sum Total Evaluated Price for the complete scope of work set forth in Section 3 of the submission.

• Price reasonableness will be evaluated pursuant to overhauled FAR Part 13 using competition, comparison with the Independent Government Estimate (IGE), and comparison with commercial price benchmarks. Unbalanced or mathematically unrealistic quotes may be rejected.
