Scope of Services Summary - Construction Manager at Risk Services

This Scope of Services document outlines the requirements for the City of Bradenton, Florida's solicitation for Construction Manager at Risk (CMAR) services for a new Public Works & Utilities Department Complex project. The project involves the development of a consolidated municipal facility on a 28-acre City-owned Brownfield site located at 1706 9th Street East, Bradenton, Florida, and will include approximately 90,000 square feet of covered office and workspace across four buildings, 30,000 square feet of covered storage areas, a four-pump fueling island, two vehicle washing stations, and associated parking and green spaces. The RFQ was released on February 4, 2026, with a non-mandatory pre-proposal meeting scheduled for February 12, 2026, at 1:30 p.m., a question submission deadline of February 19, 2026, and a proposal submission deadline of March 4, 2026, at 11:03 a.m. Short-listed proposers will be notified by April 1, 2026, with contract award anticipated for April 22, 2026. The selected CMAR will execute a pre-construction services contract with an option to amend to include construction phase services upon acceptance of a Guaranteed Maximum Price proposal.

The estimated construction cost is $60 million, though the specific award value and CMAR fee percentage are subject to negotiation during the pre-construction phase and remain at the City's sole discretion. The selected contractor must be a Florida-licensed Certified General Contractor with demonstrated experience completing a minimum of two large-scale facilities and two site development projects in Southwest Florida within the past five years, Florida Stormwater, Erosion, and Sedimentation Control Inspector certification, and knowledge of Florida Generic Permit requirements and Best Management Practices. Evaluation criteria emphasize the ability of professional personnel (25 percent), proposer's past performance and experience (35 percent), and project approach including management techniques and public outreach strategy (40 percent). No set-asides, incumbent displacement notifications, or restrictions limiting responses to disadvantaged enterprises or small businesses are identified in the procurement documents. The selected CMAR must maintain appropriate insurance and bonding, comply with Brownfield site requirements, and adhere to stormwater management regulations applicable to the project location.
