About this file

This is a Brownfield Agreement document related to the City of Bradenton's Construction Manager at Risk (CMAR) procurement for a new Public Works & Utilities Department Complex project. The project involves the development of a 28-acre City-owned Brownfield site located at 1706 9th Street East, Bradenton, Florida 34205. The scope includes approximately 90,000 square feet of covered office and workspace across four buildings, approximately 30,000 square feet of covered storage area, a fueling island with four pumps, two vehicle washing stations, employee and guest parking areas, sidewalks, and green spaces. The solicitation was released on February 4, 2026, with a response deadline of March 4, 2026, at 11:03 a.m. A non-mandatory pre-proposal meeting is scheduled for February 12, 2026, at 1:30 p.m., and the question submission deadline is February 19, 2026. Short-listed proposers will be notified by April 1, 2026, with contract award anticipated for April 22, 2026. The selected CMAR must be a Florida-licensed Certified General Contractor with demonstrated experience completing a minimum of two large-scale facilities and two site development projects in Southwest Florida within the past five years, Florida Stormwater, Erosion, and Sedimentation Control Inspector certification, and knowledge of Florida Generic Permit requirements and Best Management Practices.

The estimated construction cost is $60 million; however, the specific award value and CMAR fee percentage are not fixed in the solicitation and will be negotiated during the pre-construction phase. The City reserves the right to negotiate the CMAR fee percentage and service aspects, as well as the right to cancel the solicitation, reject any or all proposals, or award based on sole discretion. No set-aside designations or restrictions limiting responses to disadvantaged enterprises, small businesses, or other protected classifications are specified. The procurement documents identify no incumbent vendors or current contractors to be displaced. The selected CMAR will be required to maintain appropriate insurance and bonding, guarantee continuity of services throughout all project phases, and comply with Brownfield site requirements and stormwater management regulations applicable to the location.
