Scope of Services Summary: CMAR Services for Public Works & Utilities Complex

This is a Scope of Services document from the City of Bradenton, Florida, for Construction Manager at Risk (CMAR) services on a new Public Works & Utilities Department Complex project located on a City-owned 28-acre Brownfield site at 1706 9th Street East, Bradenton, Florida 34205. The project encompasses approximately 90,000 square feet of covered office and workspace across four buildings, approximately 30,000 square feet of covered storage area, a fueling island with four pumps, two vehicle washing stations, parking areas, sidewalks, and green spaces with an estimated construction cost of $60 million. The RFQ was released on February 4, 2026, with a response deadline of March 4, 2026, at 11:03 a.m. A non-mandatory pre-proposal meeting is scheduled for February 12, 2026, at 1:30 p.m., and the question submission deadline is February 19, 2026. Short-listed proposers will be notified by April 1, 2026, with contract award anticipated for April 22, 2026. The selected CMAR will enter into a pre-construction services contract with an option to amend to include construction phase services upon acceptance of a Guaranteed Maximum Price proposal.

The selected CMAR must be a Florida-licensed Certified General Contractor with demonstrated experience completing a minimum of two large-scale facilities and two site development projects in Southwest Florida within the past five years, Florida Stormwater, Erosion, and Sedimentation Control Inspector certification, and knowledge of Florida Generic Permit requirements and Best Management Practices. Evaluation criteria emphasize the ability of professional personnel (25 percent), proposer's past performance and experience (35 percent), and project approach including management techniques and public outreach strategy (40 percent). Proposers must submit detailed information on five comparable projects completed within the past ten years with project references, dates, budgets, and actual costs. The solicitation contains no set-aside designations or restrictions for disadvantaged enterprises or small businesses, no identified incumbent vendors to be displaced, and no specific award value or CMAR fee percentage is fixed. The City reserves the right to negotiate the CMAR fee percentage during pre-construction phase negotiations and retains discretion to cancel the solicitation or reject any proposals.
