About this file
This is a background and qualifications document for a Construction Manager at Risk (CMAR) Request for Qualification issued by the City of Bradenton, Florida Department of Public Works for a new Public Works & Utilities Department Complex project. The City seeks CMAR services to oversee the development of a consolidated municipal facility on a 28-acre Brownfield site located at 1706 9th Street East in Bradenton, Florida. The proposed facility will include approximately 90,000 square feet of covered office and workspace across four buildings, 30,000 square feet of covered storage area, a fueling island with four fuel pumps, two vehicle washing stations, employee and guest parking, sidewalks, and green spaces. The project is estimated at $60 million in construction costs. The RFQ was released on February 4, 2026, with a non-mandatory pre-proposal meeting scheduled for February 12, 2026, at 1:30 p.m., a question submission deadline of February 19, 2026, and a proposal submission deadline of March 4, 2026, at 11:03 a.m. Short-listed proposers will be notified by April 1, 2026, with contract award anticipated for April 22, 2026. The selected CMAR will provide pre-construction services including value engineering, cost estimating, constructability review, and project scheduling, followed by construction phase management services with execution contingent upon acceptance of a Guaranteed Maximum Price proposal.
Proposers must be Florida-licensed Certified General Contractors and must demonstrate experience completing a minimum of two large-scale facilities and two site development projects in Southwest Florida within the past five years. Additional required qualifications include Florida Stormwater, Erosion, and Sedimentation Control Inspector certification, demonstrated understanding of Florida Generic Permit requirements, and knowledge of Best Management Practices and site stabilization techniques applicable to Brownfield sites. Proposers must guarantee continuity of services throughout all project phases and submit detailed information on up to five comparable projects completed within the past ten years, including project references, dates, budgets, and actual costs. Evaluation criteria emphasize professional personnel capabilities (25 percent), past performance and experience (35 percent), and project approach including management techniques and proposed timeline (40 percent). The City reserves the right to negotiate the CMAR fee percentage and other service aspects during pre-construction phase negotiations and retains discretionary authority to cancel the solicitation or reject any proposals. The procurement documents indicate no set-aside designations for disadvantaged enterprises or small businesses, and no incumbent vendors or current contractors are identified for displacement.

1.0 BACKGROUND
The City of Bradenton Department of Public Works is undertaking a master plan to establish a new, modern Public Works and Utilities Facility. This initiative is driven by the need to relocate the existing facility, which is being displaced by the ongoing expansion of the adjacent spring training complex. The expansion requires additional land and infrastructure, making continued operations at the current site no longer feasible. The new facility represents an opportunity not only to relocate but also to consolidate the City ’s previously dispersed service operations into a single, efficient campus.
The proposed site encompasses approximately 28 acres, bounded by 9th Street East to the east, U.S. 41 to the west, and U.S. 301 to the south. This property is designated a Brownfield. The plan envisions relocating and expanding the facilities to meet the City ’s current and future operational needs. The existing Public Works facility is at the end of its service life, with outdated infrastructure and insufficient space for staff, equipment, and materials —conditions that hinder efficiency and growth. Primary access to the site will be from 9th Street East, with egress provided to U.S. 41 near Shepard ’s Red Barn Ltd. An emergency exit is proposed across the adjacent railway, requiring a cross-access agreement with Tropicana. This exit would utilize an existing roadway and railway gate to support emergency operations. This project sets the foundation for a resilient, efficient, and consolidated Public Works and Utilities campus that supports the City ’s long-term growth and infrastructure needs for the next 50 years.
