The City seeks a qualified CMAR to manage the design and construction of a consolidated municipal facility on a 28-acre Brownfield site located at 1706 9th Street East, Bradenton, Florida. The proposed facility will include approximately 90,000 square feet of covered office and workspace across four buildings, approximately 30,000 square feet of covered storage area, a fueling island with four pumps, two vehicle washing stations, employee and guest parking, sidewalks, and green spaces, with an estimated construction cost of $60 million. The RFQ was released on February 4, 2026, with a response submission deadline of March 4, 2026, at 11:03 a.m. A non-mandatory pre-proposal meeting is scheduled for February 12, 2026, at 1:30 p.m., and the question submission deadline is February 19, 2026. Short-listed proposers will be notified by April 1, 2026, with contract award anticipated for April 22, 2026. The selected CMAR will provide pre-construction services including value engineering, cost estimating, constructability review, and project scheduling, followed by construction phase management.

The selected proposer must be a Florida-licensed Certified General Contractor and demonstrate experience completing a minimum of two large-scale facilities and two site development projects in Southwest Florida within the past five years. Additional required qualifications include Florida Stormwater, Erosion, and Sedimentation Control Inspector certification, demonstrated knowledge of Florida Generic Permit requirements, and knowledge of Best Management Practices. Proposers must submit detailed information on five comparable projects completed within the past ten years, including project references, dates, budgets, and actual costs. Evaluation criteria emphasize professional personnel capabilities (25 percent), past performance and experience (35 percent), and project approach including management techniques and proposed timeline (40 percent). The solicitation documents do not specify set-aside designations, incumbent vendor information, or a fixed CMAR fee percentage; the City reserves the right to negotiate service aspects during pre-construction phase negotiations and to cancel the solicitation or reject any proposals at its sole discretion.

1.0 BACKGROUND

The City of Bradenton Department of Public Works is undertaking a master plan to establish a new, modern Public Works and Utilities Facility. This initiative is driven by the need to relocate the existing facility, which is being displaced by the ongoing expansion of the adjacent spring training complex. The expansion requires additional land and infrastructure, making continued operations at the current site no longer feasible. The new facility represents an opportunity not only to relocate but also to consolidate the City ’s previously dispersed service operations into a single, efficient campus.

The proposed site encompasses approximately 28 acres, bounded by 9th Street East to the east, U.S. 41 to the west, and U.S. 301 to the south. This property is designated a Brownfield. The plan envisions relocating and expanding the facilities to meet the City ’s current and future operational needs. The existing Public Works facility is at the end of its service life, with outdated infrastructure and insufficient space for staff, equipment, and materials —conditions that hinder efficiency and growth. Primary access to the site will be from 9th Street East, with egress provided to U.S. 41 near Shepard ’s Red Barn Ltd. An emergency exit is proposed across the adjacent railway, requiring a cross-access agreement with Tropicana. This exit would utilize an existing roadway and railway gate to support emergency operations. This project sets the foundation for a resilient, efficient, and consolidated Public Works and Utilities campus that supports the City ’s long-term growth and infrastructure needs for the next 50 years.
