About this file

This is a Request for Quotation (RFQ) specifications document issued by the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges for Oklahoma State University. The OSU Dairy is soliciting bids for 300 tons of alfalfa hay, with the University accepting bids for partial quantities. The hay must consist of large square bales from the new crop harvested during calendar year 2026, sized at 4' X 4' X 8'. Delivery is scheduled with two semi-loads required the first week of July 2026 and the remainder of the contract to be delivered by August 15, 2026. Bidders must contact the OSU Dairy Manager when harvested and ready to arrange delivery. While awarded suppliers will receive an award letter committing the University to purchase the hay, purchase orders will not be issued until after July 1, 2024.

The hay must meet a Relative Feed Value (RFV) of 175 or greater and be free of grass and weeds, as determined prior to unloading at the OSU Dairy Cattle Center located at 2624 W McElroy, Stillwater, Oklahoma. Growers must provide certification of RFV testing from Cumberland Valley, Dairy One, or the OSU Plant and Soil Science department based on samples from five bales per truck load, with certification emailed to the herd manager before delivery or provided by the truck driver at unloading. Each load must be weighed empty and loaded at certified scales with the manager's signature; if weighed at OSU Feed Mill scales, delivery must occur between 8:00 am and 5:00 pm, Monday through Friday. Night deliveries are not accepted, and the quality of each load is subject to approval by the OSU Dairy Manager at the time of delivery.
