About this file

This is a Request for Quotes (RFQ) issued by the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians (CTCLUSI) for silvicultural services on tribal forest lands. The solicitation seeks qualified contractors to provide equipment and labor for vegetation clearing, slash treatment, planting, and herbicide application across three primary tracts: Lake Creek Tract (4,957 acres), Smith River Tract (4,933 acres), and Tioga Tract (4,565 acres), with work potentially extending to other tribal lands as needed. Quotes are due by April 21, 2026, with all questions to be submitted by April 15, 2026, at 2:00 p.m. PST. CTCLUSI intends to award multiple contractors per tract based on evaluation criteria including proximity to work areas, verifiable experience with similar projects, and pricing. The contract period extends from the date of award through May 1, 2028, with unit prices remaining effective throughout this period. No site visits, bidder's conferences, or specified award dates are mentioned in the solicitation.

Contractors must submit detailed quotes utilizing the provided Schedule of Items template, specifying hourly rates for labor and equipment across multiple service categories and lump sum pricing for general work activities. Materials such as native seed, straw, chemicals, and flagging will be reimbursed at cost plus a contractor-specified percentage. The RFQ encourages participation from certified Indian-owned firms in accordance with the Indian Self-Determination Act, with Indian and tribal preference to be applied per applicable laws and policies. Contractors may quote on any or all three tracts, with multiple tracts potentially awarded to the same contractor. Contractors are responsible for maintaining appropriate insurance, licenses, and crew qualifications; providing crew size information for various activities; and documenting three years of relevant past project experience with owner contact information. All equipment moved to job sites must be cleaned of weeds and their seeds prior to entry, and contractors bear full responsibility for property damage and compliance with environmental, cultural resource, and endangered species protections as directed by the tribe.

- Mastication up to 8” diameter. Description is identical to the above except for the increase in maximum removed tree diameter up to 8". This may involve different equipment and distinct rates.

- Chainsaw Work up to 7” diameter. Will primarily be used for thinning/cutting competitive or surplus trees or brush below 7” in diameter. For example, pre-commercial thinning in a young stand or cutting understory hemlock in a mature Douglas fir stand.

Could also be used for girdling.

- Manual brushing/mulching of small or non-woody vegetation using metal blade.

Primarily used for cutting Himalayan blackberry, reed canary grass, and other competitive/noxious brush or grass with a gasoline-powered brusher equipped with a mulching blade. May be used for salal and other small, woody brush.

B. Slash Treatment

- Chipper up to 4” diameter. Cost of on-site chipping equipment by the hour. Primarily used for chipping limbs and foliage from small, felled trees and/or cut brush, often along roadsides. Chips will be dispersed back into adjacent stand and away from road surface.

- Chipper up to 8” diameter. Description is identical to the above except for the increase in maximum removed tree diameter up to 8". This may involve different equipment and distinct rates.

- General Labor (chipping, piling, pile covering, pile burning). Will be used primarily for crew/laborer to handle and process woody residue or slash by chipping, piling, covering or burning. Pile sizes and location will be established in the Work Order.

6 | P a g e

- Mechanized piling using excavator. Will primarily be used as slash treatment in fuel reduction areas where ladder fuels have been manually cut but not dispersed (scattered) or chipped. May also be used in commercial harvest stands after logging is complete and before planting.

C. Planting

- Install 1-2 yr old bare root plants. Used for planting either one or two-year old bare root plants provided by CTCLUSI in rows or random arrangements or as directed by CTCLUSI. Primarily used for reforestation in stands after harvests are complete. Stands will vary in slope, slash coverage and depth, soil type, and site prep method.

- Install 1-gallon containerized plants. Used for planting one gallon containerized plants provided by CTCLUSI in rows or random arrangements or as directed by CTCLUSI.

Primarily used for restoration of native shrubs and trees for ecological benefit in wetland, riparian areas and upland areas.

Cuttings shall be kept covered with light colored tarps or in water at all times until they are planted.

- Install 48-inch pole cuttings. Will be used for planting (4) foot long willow (or other) cuttings at density indicated by CTCLUSI in areas designated by CTCLUSI. Pole cuttings will be inserted into the ground to a minimum depth of 24 inches. Primarily used in riparian and wetland restoration or beaver habitat creation/enhancement.

- Hand crank or broadcast seeding and dry straw mulching. Will be used to apply native seed to project sites by hand or using hand crank spreaders at a rate determined by CTCLUSI (typically between five (5) and 15 pounds per acre). May be used for post-construction erosion control or habitat restoration. Straw will cover area(s) to a depth of at least one (1) inch. Materials may be provided by CTCLUSI or Contractor. If furnished by contractor, the rates will be quoted in the Materials section in the Schedule of Items.
