About this file

This is a Request for Quote (RFQ) for landscaping maintenance services at USCG Station Marathon in Marathon, Florida. The U.S. Coast Guard Base Miami Contracting office issued the solicitation on January 21, 2026, with an offer due date of February 4, 2026 at 11:30 AM Eastern Time. The solicitation number is 70Z028-26-Q-STAMARATHONLANDSCAPING, and the requisition number is 30314PR260000005.

The acquisition is set aside 100% for Small Business (SB) and includes a Service Contract Act wage determination (WD #2015-4583) for Monroe County. Offerors must submit firm fixed price quotes for a 12-month base year with performance from Award Date to January 31, 2027, plus one 12-month option year (February 1, 2027 to January 31, 2027). Pricing should be submitted as monthly pricing broken down across the two-year period. Evaluation will be conducted in two phases: first, the Government will evaluate the lowest-priced offeror's technical volume to determine if it meets or exceeds solicitation requirements outlined in the Statement of Work; offerors receiving an "Unacceptable" technical rating will not be considered for award. Second, the Government will evaluate total price on the SF-1449 form, calculating the Total Evaluated Price (TEP) by combining all base period and option period pricing. Payment terms are NET 30, and invoicing will be submitted through the Invoice Processing Platform (IPP). The contracting specialist is SK1 Alera Jowers, telephone (571) 613-1558, email Alera.D.Jowers@uscg.mil. Evaluation Criteria:

Evaluation – Technical Capability. The Government will evaluate the lowest-priced offeror’s Technical Volume to determine understanding of and adherence to all of the requirements outlined in the SOW.

An evaluation rating of technically “Acceptable” or “Unacceptable” will be assigned upon completion of the technical quote’s evaluation. If an offeror receives a technical rating of “Unacceptable”, it will not be considered for award.

Factor 1 - Technical Capability Ratings

Rating Definition

Acceptable Quote meets or exceeds the solicitation requirements

Unacceptable Quote does not meet all solicitation requirements

Evaluation – Price. The Government will evaluate the total price on SF-1449.

USCG will evaluate SF-1449 to determine whether the prices are fair and reasonable and adhere to the RFQ instructions. Evaluation of pricing will be based on the Total Evaluated Price (TEP). TEP is determined by the offeror’s total quantity price of all CLINs; it is calculated by combining the total price for the base period CLINs inclusive of the three-option period CLINs.
