This solicitation has been set aside as unrestricted under the NAICS Code of 812320, with a small business size standard of $8.0 Million.

This is a Non-Appropriated Funds Instrumentality (NAFI) requirement purchase, and it does not obligate appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars.

Offerors are responsible for verifying receipt of their proposals to this office before offer due date and time.

Statement of Capabilities are limited to 3 pages and should demonstrate capability to provide management, supervision, personnel, equipment, tools, supplies, transportation, materials, and other items necessary to ensure that laundry services are performed for Carolina Pines Inn as defined in this Performance Work Statement (PWS), and in accordance with contract requirement.

Responses must be received no later than 09 June 2025 and addressed to Ms. Lori K. Quador and Ms. Shaunannette D. Watson.

Any formal communication, once the formal solicitation has been issued, shall be submitted in writing (via email) to the POCs below. It is the offerors’ responsibility to confirm receipt of all formal communications. All questions shall be submitted by 22 May 2025, 1:00 PM (EST).

Questions received after the aforementioned date may be answered on a case-by-case basis.

52.212-2 Evaluation- Commercial Products and Commercial Services (November 2021) – Addendum

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. The following factors shall be used to evaluate offers:

*The Government will arrange quotations from lowest total price to highest price, then the Government will evaluate the first 5 offers for acceptability. If adequate competition exists, no further quotations will be evaluated. Evaluation will continue in blocks of 3 if adequate competition is not received.

*Technical Acceptability is achieved when offeror provides proof that the offeror meets the minimum standards of the requested requirement identified in CLIN 0001 through 5002 above.

*Past Performance at least three (3) years of experience within the five (5) year period immediately preceding release of this RFP providing commercial laundry and dry cleaning services similar in scope and magnitude to the Shaw Air Force Base (SAFB) requirements (e.g.

mailto:lori.quador@us.af.mil mailto:shaunannette.watson@us.af.mil mailto:shaunannette.watson@us.af.mil mailto:lori.quador@us.af.mil performance of commercial laundry and dry cleaning services for customers such as hospitals, hotels, restaurants, and/or other Government or business entities) and resulting in returned items that are properly finished and packaged; have a uniform appearance; and are free of visible dirt, debris, dampness, offensive odors, mildew; and cleansing chemical reside. Provide reference and contact information to support the experience claimed by offeror. References provided must support the experience claimed by offeror.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options, plus half the price of the last option (to evaluate the 52.217-8 extension) to the total price for the basic award. This solicitation notified offerors that the award will include the Government's unilateral option to extend performance for an additional period up to six months under FAR 52.217-8, during which the pricing and terms of the period in which the option was exercised would apply. The Government cannot predict if or when the option may be exercised.

Because any exercise of the Government's option extends the pricing and terms of the period in which the option was exercised, the Government expressly and affirmatively evaluates pricing for the option to extend under 52.217-8 co-extensive with the Government's price evaluation for each of the base and option periods of this award. Because pricing for each period subject to possible extension under the 52.217-8 has been evaluated, pricing for any possible future use of that option to extend has, likewise, been evaluated and would apply in strict accordance with this evaluation in the event of the Government’s exercise of the option to extend services.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
