Base Linen Cleaning Services

Question 1: Is the scope of work for the previous contract the same as the current scope of work, if not what's the difference?
Answer: The scope of work of the previous contract is the same as the current one.
Question 2: Can you provide updated bulk linen volume data for FY2024 and projections for FY2025?
Answer: FY24 - 207,000 Pounds & FY25 - 217,000 Pounds.
Question 3: Is there flexibility to shift pickup/delivery days due to holidays or emergencies with less than 10 days' notice?
Answer: Yes, there is flexibility. Contractors shall notify and coordinate with Lodging manager or
COR.
Question 4: Beyond size and sanitization, are there any specific standards for laundry carts or containers?
Answer: IAW PWS 1.2.7.2 . Carts are required to have a maximum length and width of 60” X 30” with a maximum height of 80”.
Question 5: How much fluctuation is expected in the volume of special per-piece items (e.g., tactical gear, pillows)?
Answer: There won’t be any fluctuation for special per piece items.
Question 6: Are there any special care or treatment requirements (e.g., hypoallergenic, flame-retardant) for certain items?
Answer: No special care or treatment requirements.
Question 7: What are the expectations for contractor activities during the 30-day phase-in/phase-out periods?
Answer: Learn operations to help them familiarize themselves with pick-up and delivery schedules.
Question 8: What is the typical payment timeline after WAWF submission?
Answer: NAF cannot use WAWF. The vendor will need to submit an invoice to Lodging for verification and then a receiving report will be completed in the Internet Based Purchasing System
(IBPS).
Question 9: Is there a preferred file format (e.g., PDF, Excel) or naming convention for submitting the quotation via email?
Answer: No, preferred file format. Please utilize the solicitation and follow instructions.
Question 10: Could you please confirm whether price, technical capability, and past performance will be evaluated equally or if certain factors are weighted more heavily?
Answer: All will be evaluated heavily due to the requirement.
Question 11: Are we required to submit letters of intent or capability statements from proposed subcontractors as part of the proposal?
Answer: No, only the prime contractor.
Question 12: Will there be flexibility in the total volume processed under the CLINs if actual demand significantly deviates from the estimated quantities?

Answer: No, flexibility as this is a Firm-Fixed Price (FFP) contract.
Question 13: As this is a Non-Appropriated Funds (NAF) contract, could you clarify how invoices will be submitted and processed? Will they be handled through a NAF-specific finance office, and are there any unique payment procedures we should be aware of?
Answer: Invoices will be directly sent to Lodgings. Reference question #8.
Question 14: Is Net 30 the standard term under this contract, or will different terms apply under the NAF framework?
Answer: It is normally set for Net 5. However, if the vendor that has not previously done business with us, contractor will need to fill out an electronic funds transfer form as quickly after award as possible as it can take some time to get processed in San Antonio.
Question 15: What is the process and approximate timeline for subcontractor personnel (e.g., delivery drivers) to receive base access credentials?
Answer: Once the contract is awarded the Prime will coordinate with the Lodging Manager/COR to gain base access. Note that Real ID is in full effect as of 7 May 2025.
Question 16: Are we required to submit formal past performance questionnaires, or are written summaries with references sufficient?
Answer: Submit past performance and questionnaires.
Question 17: Will a specific Contracting Officer’s Representative (COR) be assigned to this contract, and how frequently will performance be reviewed?
Answer: Yes, per PWS a COR will be assigned to this contract. Performance will be reviewed periodically due to deliveries; however, an annual review is conducted by the government.
Question 18: Will there be an opportunity for a site visit to Buildings 931 and 933 prior to the award for logistical planning?
Answer: No, a site visit is not required.
Question 19: When does the government anticipate making an award decision following the June 9th quote deadline?
Answer: The government anticipates the award no later than July 2025.
Question 20: Are there any formal deliverables or onboarding meetings expected during the 30-day Phase-In period (CLIN 0001)?
Answer: During this time of the 30-day phase in, there is no onboarding meeting but if requested, one can be one put in place.
Question 21: Will all option years (CLINs 1002 through 4002 and 5002) be evaluated at the time of award or individually reviewed each year?
Answer: All option years will be evaluated after the close of solicitation and before time of award.
Question 22: Is there a loading dock available for our truck? Liftgate Service?
Answer: There is an assigned space to unload and load.
Question 23: Is there any incumbent/recompete or is this a brand-new project? This is a recompete.
Answer: There is an incumbent and this is a recompete requirement.
Question 24: Who currently holds the contract?
Answer: The current contract holder is Rae Management Services LLC.
Question 25: Why is the contract up for bid - end of contract, etc.?
Answer: This recompete is due to the current contract period of performance is due to expire.
Question 26: What is the current amount of the contract?
Answer: The current amount of the contract is $1.8 Million.

Question 27: Confirm you do not require linen rental as well for this contract?
Answer: This contract does not require linen rental.
Question 28: If contractors will be working with a subcontractor to fulfill work requirements, can the subcontractor's past performance on contracts of similar size be used to fulfill the past performance requirement?
Answer: We need the prime contractor’s past performance, but you may include the subcontractor as well.
Question 29: How many pounds of linen would need to be serviced from Aug- Sept 2025, that section doesn’t have a number?
Answer: Roughly around 9,750 pounds.
Question 30: Is there an average on how many pounds server services are needed per month?
Answer: Average 4,000 pounds a month.
Question 31: As a contract set aside for small business, please confirm the prime contractor must perform over 50% of the work on the prime contract and may not subcontract more than 50% of the work to a subcontractor.
Answer: The Prime Contractor must perform at least 50% of the work and the subcontractor must perform no more than 50% of the work per FAR 52.219-14, Limitations on Subcontracting.
Question 32: In attachment 6, FAR 52.222-41, Service Contract Labor Standards in not checked.
However, attachment 5 NFC-222-41 - SERVICE CONTRACT LABOR STANDARDS is included in full. Please confirm all contractors and subcontractors must comply with the Service Contract Labor Standards including payment of the wages and fringe benefits included in attachment 4.

Question 33: In attachment 6, FAR 52.222-62, Paid Sick Leave Under Executive Order 13706 is not checked and is not included in the NCF clauses in attachment 5. Executive Order 13706 generally applies to any contract that includes Service Contract Labor Standards. Please confirm whether this requirement applies to this procurement.

Question 34: If Paid Sick Leave Under Executive Order 13706 should be included, please confirm it is a required flow down to any subcontractors.
Answer: Yes, it will flow down to any subcontractors per FAR 52.222-62(c)(6).
Question 35: 35. PWS 1.10 mandates a CMRA annual reporting on Prime. May the prime submit the reporting on the subcontracting vendor or does the vendor perform on their own? A CMRA annual report is not mandated for Non-Appropriated Funded (NAF) requirements.
Answer:
Question 36: Does the subcontractor need to be registered in SAM?
Answer: No, the subcontractor does not need to be registered in SAM. However, it is highly recommended.
Question 37: In the PWS, sheeting items are also noted as flatwork. In the laundry industry this means that the sheeting is passed through an ironer machine which accepts a damp sheeting item and rolls it through until dry and wrinkle free. Is this the correct procedure or do you wish for wash, dry, and fold which will result in wrinkles and no uniformity?
Answer: That is the correct procedure.
Question 38: Will there be a site visit by the COR to the laundry facility?
Answer: There will be no site visit to the laundry facility.

Question 39: Could you please confirm the duration of the previous contract?
Answer: The duration of the previous contract was for five years, starting in 2020.
Question 40: Based on 2024 historical data, the total linen volume, including bulk and bedspreads;
was approximately 100,000 pounds. The current solicitation appears to project over 200,000 pounds annually. Could you clarify what changes have occurred to account for this increase?
Answer: In 2021, the total pounds stayed round 101,000 was due to strict COVID protocols in place (no room service and low occupancy numbers due to travel restrictions). Up until 2024 there were still some Covid protocols that impacted on occupancy numbers, plus room renovation projects took place, so there were high number of rooms not being used. Now fully open, there are no restrictions, and the occupancy numbers are much higher with customers averaging a minimum of 2-night stays, Carolina Inn has been finding themselves running out of available clean linen by the end of the week and having purchased more linen to ensure they have sufficient stock till their next linen laundry delivery.
Question 41: For planning purposes, should we expect for the historical volume of approximately 100,000 pounds or the anticipated 200,000 pounds moving forward?
Answer: The anticipated 200,000 pounds should be expected moving forward.
Question 42: Please confirm CLIN 0002 through 4002 Unit of Measure is Pounds per Year.
Answer: Yes, it is pounds per year.
Question 43: In attachment 2 - Appendix it shows Draperies as a Dry Clean item. However, Appendix 3 does not show any Draperies in the historical data. Please confirm Draperies are not part of this scope.
Answer: Draperies is not part of this scope. Appendix 2 is historical data only.
Question 44: Based on the Performance Work Statement and supporting documents, it appears the government will be furnishing all linen items for laundering, and that the contractor is responsible solely for pickup, cleaning, and delivery services—without any requirement to provide or rent linens.
Could you kindly confirm that understanding?
Answer: Yes, the contractor is responsible solely for pickup, cleaning, and delivery services.
